Job Purpose / To plan, prepare and develop the Public Sector Investment programmes based upon stock condition surveys and analysis of information collated from the stock condition database, repairs service, Tenant consultation and related sources of property information.
To provide support to the Technical team with bespoke and cross cutting projects and initiatives.

Main Duties and Responsibilities
  1. Identify and advise the Sustainability & Investment manager of stock investment priorities based on an analyse of the data held within the stock condition database.
  1. To have lead responsibility for the maintenance and upkeep of the stock condition database including associated asbestos registers
  1. Provide a range of reports and data relating to the condition of the housing stock to aide and support investment decisions
  1. Compile reports and data required to populate financial cost models of investment requirements over the short, medium and long term.
  1. Ensure the integrity of the stock condition data through a range of measures including regular validation, updating and inputting property information gather from a range of sources.
  1. Responsible for the maintenance and upkeep of Six Town Housing asbestos register and web enabled asbestos register including access and administration of the system.
  1. Commission properties surveys and ensure the data is populated within the stock condition database
  1. Ensure systems and procedures are in place for capturing and inputting relevant property information from the repairs and adaptations services as well as from the investment programme.
  1. Compile scheme information and advise on proposals for the annual investment programme and 5 year investment plan
  1. Ensure planned programmes are shared with relevant team as well as being available on the intranet as well as the website and are regularly updated.
  1. Produce and prepare scheme information for inclusion within project briefs and contract documentation.
  1. Provide in-house training and support to staff on the application and functionality of the stock condition database.
  1. Ensure scheme information required for Leaseholders is provided in a timely manner and as required by Section 20 notices of the Common and Leaseholder Act 2002. To liaise with the Leaseholder section of Six Town Housing to ensure Leaseholder contributes to the costs of the investment programme are accurate and recovered in a timely manner.
  1. Undertaken general building inspections and site visits to validate information held within the stock condition database
  1. Responsible for processing procurement arrangements utilising E –Procurement via The Chest
  1. The post holder will be required to carry out any other duties commensurate with the role

Knowledge and Experience
  • Knowledge of stock condition database applications including maintenance and validating the data.
  • Experience of using a stock condition database to identify investment priorities and cost models.
  • Knowledge of asbestos management and experience of managing and maintaining an asbestos register for the housing stock.
  • Knowledge and experience of using Microsoft XP applications including access, excel, word, outlook databases
  • Experience of analysing stock condition information and preparing investment plan and cost models
  • Experience of producing project briefs, specifications and contract information for investment projects.

  • Able to produce accurate, timely and meaningful property information for use by in-house staff, Partner Constructors and outside agencies.
  • Able to maintain a complex property database covering a range of property attributes with diverse functionality.
