South Glos SCB CSE and CSA Sub Group Action Plan 2016/17
NEED / ACTION / BY WHOM / BY WHENChild Sexual Exploitation
LSCB to have a clear understanding of the profile of CSE in South Glos
From LSCB Business Plan:
“To play an active role in the regional work to create a Partner Problem Profile for Child Sexual Exploitation”
AND
“The LSCB to ensure that there is regular analysis of the quality of our response to CSE and missing and that information is analysed to identify possible ‘hot spots’, themes and lack of awareness and actions are taken to address these issues” / A South Glos ‘profile’ of CSE is to be developed that draws on all available local information being captured by LSCB member organisations. The profile will set out the assessed nature and prevalence of CSE being perpetrated within South Glos, including existing data gaps and recommendations for development. It will be used to brief the LSCB and to inform local prioritisation and decision making in relation to service commissioning and delivery.
A Sub Group task & finish meeting will be set up to ensure the local CSE profile is maintained. / Sarah Garner and Mike Skidmore of The Police Foundation will complete the profile, which has been commissioned by The West of England CSE Victim Identification and Support Service.

LSCB to be re-assured that victims of CSE receive high quality support / The quality of support provided by Barnardo’s BASE to victims of CSE in South Gloucestershire to be subject of independent evaluation, the results of which are reported to SGSCB.
As part of its evaluation of The West of England CSE Victim Identification and Support Service, Research in Practice have conducted a survey of young people being supported by BASE in relation to how effectively they feel that they are being worked with by BASE. A more detailed evaluation will be conducted at the end of the project to be completed by the end of this financial year. Over 30 of these surveys have been completed by young people and feedback has been very positive in relation to the support provided. / Research in Practice / March 2017

LSCB to be re-assured that perpetrators of CSE are identified, pursued with activity disrupted / prosecuted / Avon and Somerset Police prioritise CSE. Numbers of CSE tagged crimes rose 166% from 2014 to 2015 so identification of CSE is improving. So far, this has not been matched by the rate of positive outcomes, which have fallen markedly over the same period. There is much activity being driven and resourcing the high number of investigations is a significant challenge. The SERAF screening tool has been amended to include suspect details. An investigator’s guide has been prepared and another has been prepared for uniformed officers and police staff. There are workshops being run on 6th May to examine how to further develop police responses to CSE including more effectively/earlier targeting suspects. The CSE Network has been configured to link concerns about more complex CSE into police tasking processes to enable appropriate prioritisation of targeting CSE suspects by the police. / CSE network meeting and Police / Completed, though with ongoing monitoring through the CSE Network Meeting
