MINUTES OF THE ANNUAL GENERAL MEETING OF THE GLOUCESTERSHIRE NORTHERN SENIOR LEAGUE HELD AT FRAMPTON COMMUNITY CENTRE, FRAMPTON-ON-SEVERN,

ON TUESDAY 19th MAY 2015

WITH Mr. W. PHILLIPS, (CHAIRMAN), PRESIDING.

AGM1/15 CHAIRMAN’s OPENING

The Chairman welcomed all delegates to the meeting making particular mention of the League’s new member clubs, Longlevens Reserves from the Stroud and District League, Whaddon Utd from the Cheltenham League and English Bicknor from the North Gloucestershire League

Mr Phillips, however, asked that when delegates speak they stand, address the Chair and give their name and the club they represent.

He congratulated both Broadwell Amateurs, who finished as Champions of the League, and Hardwicke who finished as Runners-Up, both of these Clubs being accepted into the Gloucestershire County League.

Returning to the League from Gloucestershire County League are Berkeley Town.

The Chairman then congratulated Charlton Rovers who finished as Champions of Division Two and to Avonvale Utd who finished as Runners-Up, both these clubs, along with Tuffley Rovers Reserves were promoted to Division One.

He stated also that those clubs who had finished in the lowly positions in the Disciplinary Table must improve their record next season as the League are fully committed to the RESPECT programme and asked them to consider what more they could do to improve matters next season.

He stated that over the last 6 or 7 seasons a substantial improvement had been achieved in both player and club conduct. In a minority of cases the management committee were still concerned that general conduct, and in particular treatment of referees, was not acceptable or of the standard required. He advised all clubs that supplying referees for a full fixture programme is a very difficult task for the General Secretary.

Relegated from the League were Viney St Swithins along with Moreton Rangers who resigned in order to join the Hellenic League

The Chairman said he wished to take this opportunity to thank his fellow Officers and members of the Management Committee of the League for their efforts over the past season.

In conclusion he thanked all concerned for a very good season with only a small minority causing the League problems.

AGM2/15 PRESENTATIONS

League Assistant Secretary David Birt presented the Norman Trafford Sportsmanship Trophy to Matt Harvey of Star FC who finished the season with the lowest number of disciplinary points, (15), against them.

Management Committee Member George Surman presented the Golden Jubillee Trophy to Matt Harvey of Star FC who finished the season with the highest average Sportsmanship mark of 8.52 awarded by the Leagues Referees.

Results Secretary Nick Oram presented The John George Award for Club Secretary of the Year to Keith Sparrow of Quedgeley Wanderers AFC.

Management Committee Member Jeremy Lewis presented the Merit Shield to Charlton Rovers who scored the highest number of goals in the season with 98.

Management Committee Member David Bushell presented the Referee of the Year award to Paul Middlecote.

Vice-Chairman Clive Starkey presented the Linesman of the Year Award to Lino Bertuca of Dursley Town

AGM5/15 MINUTES OF THE ANNUAL GENERAL MEETING OF 27th MAY 2014.

Jamie Thomas (Sharpness) proposed that the Minutes of the Meeting be accepted as a true and correct record with Matt Harvey (Southside Star) seconding this and with the meetings approval the Chairman signed the Minutes accordingly.

AGM06/15 MATTERS ARISING FROM THE ANNUAL GENERAL MEETING OF 27th MAY 2014.

There were no Matters Arising.

AGM07/15 ADOPTION OF ANNUAL REPORT

Having been circulated its adoption was accepted. Proposed by Keith Sparrow (Quedgeley Wanderers) and seconded by Vice Chairman Clive Starkey.

AGM08/15 ADOPTION OF THE BALANCE SHEET AND STATEMENT OF ACCOUNTS

The General Secretary had received a report from the Treasurer David Purser who could not attend the Annual General Meeting which read as follows:-

“The 2014/15 accounts as in previous years continue to show a small profit.

On the income side the League Cup revenue shows an increase due to the application fee being increased to £30. We have been able to make a donation of £500 to the Great West Air Ambulance Charity based in Bristol.

We applied to the FA and received a grant of £350 towards the cost of a new computer.

The repayment of debt relates to Real Whaddon.

Not much change in expenditure with exception of the General Secretary’s computer problems. There was a need to replace hard drives etc but ultimately a new computer was required, hence the higher expenditure.

Previously clubs have paid a deposit of £50 at the start of the year to offset any expenditure but the time has now come to adjust that to a more realistic figure based on the average year end balance of £100.

This is reflected in the invoice that has been issued to all Clubs at the AGM.

Mr Haydn Hunt (Chalford) proposed that the Accounts be accepted, this being seconded by Mr Paul Hockey (FC Barometrics) and approved by meeting.

AGM9/15 ELECTION OF CLUBS AND CONSTITUTION OF THE LEAGUE

The General Secretary informed the meeting that the grounds and facilities of

Longlevens Reserves, Champions of the Stroud and District League, English Bicknor,

Champions of the North Gloucestershire League and Whaddon Utd, Champions of the

Cheltenham League had been all been inspected and found to be acceptable to the

league. All these clubs are recommended to the AGM for acceptance into membership

for season 2015-16.

In the case of the Cheltenham League Champions, Whaddon Utd they had nominated

their ground as the Whaddon Road Recreation Ground. However, on inspection by the

Grounds Committee found that tree branches were overhanging the pitch which was

not acceptable to the League . In consequence they have now nominated their ground

as Clyde Crescent, Cheltenham which is acceptable to the League.

He reported that both Broadwell Amateurs and Hardwicke had been recommended for acceptance into the Glos County League with Berkeley Town relegated to the GNSL.

Moreton Rangers had resigned from the League and Viney St Swithins were relegated to the North Gloucestershire League.

Hence the Constitution of the League for Season 2015-16 is as follows:-

Keith Sparrow (Quedgeley Wanderers) proposed that the Constitution as suggested by the League Management Committee be accepted this being seconded by Jo Johnson (Avonvale Utd) and approved by the meeting.

AGM10/15 ADOPTION OF STANDING ORDERS

The adoption was proposed by Vice Chairman Clive Starkey and seconded by Life Member Roger Sansom and approved by the meeting.

AGM11/15 VOTE OF THANKS TO RETIRING OFFICERS

The vote of thanks was given by Dave Stirzaker, Hon. Secretary of Ruardean Hill Rangers AFC who thanked the Officers of the League for the help and assistance that they had given him and the other member clubs over the season and felt that the league were fortunate to have such a strong to Committee to look after the interests of the League.

He knew how difficult it was to run one club but the Officers and the Management Committee had to look after thirty two.

He then asked the delegate present to show their appreciation in the customary manner.

AGM12/15 ELECTION OF OFFICERS FOR SEASON 2015-16

The following Officers and persons in other positions of responsibility were elected to serve for Season 2014-15.

COMPOSITION OF THE MANAGEMENT COMMITTEE

The General Secretary reminded the delegates of the discussions detailed in the March and May 2012 Management Committee Minutes whereby it had been agreed that three clubs each season would be compelled to volunteer one representative each to the Committee for a minimum of one season and that it would be decided by the drawing of lots at the Annual General Meeting. Excluded from the draw this year would be the new clubs together with Chalford, Dursley Town, Longford, Newent Town, Smiths Ath and Tuffley Rovers Res who had previously supplied delegates to the Committee. At future AGM’s those clubs who had already participated would not be included as part of the draw process. Mr Phillips stressed however that should any new member wish to remain on the Committee then he would be free to do so.

He explained that there was now a vacancy on the Committee as a result of Mr Kevin Mason (Newent Town) resigning from the Committee in mid-season.

In view of this a ballot was held which was drawn by Life Member Colin Timbrell and resulted in Winchcombe Town being required to nominate a Management Committee member to serve for at least a period of one year. Winchcombe Town informed the meeting that Mrs Sandra Major would be joining the League Management Committee.

David Bushell had informed the Management Committee that he would be resigning form the Committee at the Annual General Meeting.

The composition of the League Management Committee for season 2015-16 would therefore be as follows:-

D. Birt, J. Green, H. Hunt, J. Lewis, Mrs Sandra Major, N. Oram, W. Phillips, D. Purser, R. Sansom, D. Small, C. Starkey, G. Surman and J. Tapp.

Jamie Thomas (Sharpness) proposed that the above Officers and Management Committee be elected for season 2015-16 with Mr J.M. Green and Mr D.R Purser being nominated as the league’s GFA Representatives, this was seconded by Keith Sparrow (Quedgeley Wanderers) and approved by the meeting.

AGM13/15 ALTERATIONS TO LEAGUE RULES

Nick Oram informed the meeting that The Football Association have issued a revised version of The Standard Code of Rules for use by every league in the country. This contained numerous changes which are mandatory and must be included in next season handbook.

The main one which affects the member clubs is the introduction of a Fines and Fees Tariff as below.

It should be noted that these are Maximum Fines and not actual fines to be imposed.

He stated that having only had two days to look at the new rules he General Secretary and himself had met three days ago and had formulated the tariff’s below which did, he admitted need refining as some of them had the maximum fine of £250 included. This would be a task for the League Management Committee.
