REPORT OF THE HEAD OF TRANSPORTATION SERVICES

THE QUAY AND LOWER HIGH STREET

1.Purpose of Report

1.1To consider traffic proposals for the Quay and Lower High Street.

2.Recommendations

2.1It is recommended that approval be given to the proposals listed in item 3.2 for consideration within the Area Committee Transportation Programme.

3.Information

3.1In response to the ongoing pressures and developments along the Quay and Lower High Street over the last year or so, a number of traffic proposals have been developed. There is now the opportunity to consolidate these into one co-ordinated package for implementation within this year’s Area Committee’s Transportation Programme.

3.2The proposed schemes, and their current status, are as follows:

3.2.1Approved by this Committee subject to advertisement and consideration of objections:

(a)Loading bay adjacent to Yacht Haven(shown on drawing A).

(b)Loading bay adjacent to Fisherman’s Steps (shown on drawing A).

(c)Conversion of 24 hr taxi ranks outside the Waterfront Museum and Waterfront Pub to loading 8am-6pm and taxi rank 6pm-8am (shown on drawing B).

3.2.2The Transportation Advisory Group(TAG) has approved the following change, subject to advertisement and consideration of objections:

(a)Conversion of 24 hr loading bay outside Yeatmans Old Mill to loading 8am-

6pm and unrestricted 6pm – 8 am parking(shown on drawing B).

3.2.3Officer proposals put forward in response to operational considerations, subject to advertisement and consideration of objections:

(a)Conversion of Emergency Services bay opposite Poole Arms/Portsmouth Hoy to loading bays for Quayside operation (shown on drawing B).

(b)Moving commencement of restricted zone on Quay from junction with West Street. West Quay Road to Quay House (shown on drawing C). No order required is required for this proposal.

(c)Removal of parking in inappropriate location outside Quay House(shown on drawing B).

(d)Extension of the Taxi Rank outside Old Orchard House to discourage illegal parking at the Castle Street junction (shown On drawing D)

3.3It is estimated that the whole package of changes could be implemented for approximately £3,000.
