The new Advisory Board met for the first time in September in Sacramento.

The members are: Edward Bonner, Peter Bryan, Richard Doscher, Chris Hinshaw, Lisa Hoffmann, Mark Pazin, Sal Segura, Sam Spiegel, Lesli Wilson and Chip Yarborough.

The Advisory Board met again on October 19 in Salinas to listen to an appeal by Broadmoor Police Department.

Treasurer’s Report presented by Ella Sotelo.

  • The balance is $43,566.54
  • This amount includes some sponsorships for the upcoming 2006 annual conference.

Chip discussed the residual problems with the IRS and State Tax Board. These problems occurred prior to 2004. Ongoing discussions with the IRS and
State Tax Board have been time consuming, but the issues are being resolved. Paul Dutton & Associates has represented CALNENA in these matters.

Lynn Diebold addressed the membership on the charter and status of the CountyCoordinator’s Task Force. The CCTF was formed last June in response to several ongoing issues between the State 911 Office and the CountyCoordinators. The CCTF membership is Brian Acosta, Nancy Ballard, Lynn Diebold, Karen Portlock and Ella Sotelo.

Legislative Update from Nick Warner:

  • Hand out available to members or at
  • October 9 is the date for the governor to sign or veto legislation.
  • Overall Nick has a favorable opinion of the governor and his administration in the area of public service.
  • State budget is projected to have a five to six billion deficit. But the budget is nearing a balance in the black. The deficit is based on projected spending.
  • Nick introduced Bob Tilden from SBC who discussed a recent action by the California Building Standards Commission. The commission is once again trying to adopt NEC Chapter 8 into California law. Draft of the Proposed Express Terms of Chapter 8, ET 8-17-05.pdf

Mike McDougal and Lisa Sullivan of Santa Cruz Consolidated 9-1-1 Center presented “What Staffing Problem?” (

Daphne Rhoe, Chief of the State 911 Office, introduced the staff that were present: Anthony Coleman, Joan Decresenso, Dana Earl, Mike Guzzi and Bill Harry. Special welcome newcomers Anthony Coleman and Bill Harry.

  • CPE RFP is being developed with an anticipated release date between November and December.
  • Status of VOIP carriers in the state

SBC and Verizon will build the shell records

  • Working on VoIP website with info for PSAPs, VSPs, VPCs and ESGWs. The links should be working by November 1.
  • State will participate in a pilot program for next generation e911. The program is planning to move the NGEN project forward by seeking more info thru apotential pilot that would involve Bay Area PSAPs testing some NGEN conceptsput forth by Mercuri3 and several others. Grant may be sought to help fundthe pilot if sufficient interest is generated. If members are interested contact Donna Pena at the state office. Also, there will be a Webinar on October 25, 2005, for those interested.

  • The state is going to issue a RFP for CPE in January.
  • Wireless Update – Bill Harry, State 911 Office
  • Project Milestones.

Currently 105California PSAPS receive Phase I/II service. Approximately 310 PSAPs are waiting to receive this capability. 70 PSAPs have yet to agree to participate.

During September roughly 480,000 wireless E911 calls traversed the 911 Network. 84% to CHP call centers, the remainder to 91 local PSAPs.

  • Implementation.

The current implementation status is available on the State 911 Office web site. Of special note:

Central Region: The State has sent RFS letters to the big 5 WSPs and are in process preparing RFS for Tier II/III WSPs.

Northern Region - The State is planning to send the Request for Service letter packages to the participating PSAPs for their signature before the end of year 2005. The State has completing the Northern Region Tandem/Tandem network design and assigning the Wireless ESNs.

Format 04 - TD-288, Commitment to Fund 9-1-1 Equipment and Services, to upgrade to "Format 04" have been submitted to SBC for all PSAPs receiving ALI information from SBC. Verizon has stated that half of the PSAPs receiving ALI data from Verizon have been upgraded. Format 04 is essential for both wireless and VOIP.

  • Congratulated Chief Rhoe on her policy of funding CALNENA attendance to promote education and communication throughout the 911 community in California.
  • VOI forecast in the industry and in the PSAPs
  • California lawmakers are generally in support of 911 and have become more informed about the true needs in 911. This is due, in part, to the efforts of CALNENA, and employing the services of a legislative analyst.
  • NENA is working on problem resolution process between PSAPs and wireless
  • Recounted his trip to India in August to inaugurate that country’s 108 (911) system.

  • Encouragement for the membership to vote in the upcoming CALNENA election.
  • Ballots will be mailed to membership.
