A. Chairman Robison called the meeting to order at 7:00 p.m.

C. CONSENCT AGENDA:

1.  Discussion, consideration and possible action on the minutes of the September 29, 2015 special meeting.

2.  Discussion, consideration and possible action on the minutes of the October 6, special meeting.

3.  Discussion consideration and possible action concerning the 2016 meeting dates.

There was no discussion for the minutes

The commissioner’s discussed the possibility of starting the meetings at 6:00 p.m. instead of

7:00 p.m. The decision was to leave the meeting times on the 4th Tuesday at 7:00 p.m.

Vice-Chair Proctor made the MOTION to approve the consent agenda SECONDED by

Commissioner McReynolds. The vote was:

AYES: Kindiger, Proctor, McReynolds, Stevenson, Jensen, Robison

NAYES: None

ABSTAIN: Chronister

ABSENT: None

D. DISCUSSION ITEMS:

1.  A. To conduct a public hearing of a request by Sunrise Missionary Baptist Church represented by Malcolm L. Buford, for a conditional use permit to erect a manufactured building for office / class / meeting use. The subject property is located in Clark’s addition, Lots THREE (3), FOUR (4) and FIVE (5) of Block FIFTEEN (15) to El Reno, Canadian County, Oklahoma According to the plat thereof.

Chairman Robison opened the public hearing at 7:04 p.m.

Mr. Buford said the church needs classroom space as well as handicap accessibility. The

building would provide both. Chronister asked how the building would be positioned on the

property. After a few more questions from the Commissioners the Chairman closed

the public hearing at 7:24 p.m.

B. Discussion, consideration and possible action of a request by Sunrise Missionary

Baptist Church represented by Malcolm L. Buford, for a conditional use permit to erect

a manufactured building for office / class / meeting use. The subject property is located

in Clark’s addition, Lots THREE (3), FOUR (4) and FIVE (5) of Block FIFTEEN (15)

to El Reno, Canadian County, Oklahoma According to the plat thereof.

Commissioner Stevenson made the MOTION to APPROVE the conditional use permit

request with the condition that the skirting match the color of the building. Commissioner

McReynolds SECONDED the motion and the vote was:

AYES: Kindiger, Proctor, McReynolds, Chronister, Stevenson, Jensen, Robison

NAYES: None

ABSENT: None

2.  A. To conduct a public hearing of a request by Highland Baptist Church to close and vacate the East Half of Oak St. between Frances Ave. and Boynton Ave. including the alley North to Ash St.

The Chairman opened the public hearing at 7:30 p.m.

Paul King spoke representing Highland Park Baptist Church explained the expansion needs

for the church which is the reason for the request. He also presented the commission with an

overhead view of the current campus with the future projects as well.

The commission asked King a few questions about the future plans such as the utilities on

Oak street. King said he spoke with OG&E as well as the gas company and there is only a 2

inch waterline that will need to be moved.

Chairman Robison closed the public hearing at 7:35 p.m.

B. Discussion consideration and possible action of a request by Highland Baptist

Church to close and vacate the East Half of Oak St. between Frances Ave. and Boynton

Ave. including the alley North to Ash St.

Commissioner Jensen made the MOTION to APPROVE the request of Highland Baptist

Church to close and vacate the East Half of Oak St. between Frances Ave. and Boynton

Ave. including the alley North to Ash St. Commissioner Proctor was the SECOND and the

vote was:

AYES: Chronister, Stevenson, Jensen, Robison, Kindiger, Proctor, McReynolds

NAYES: None

ABSENT: None

3.  A. To conduct a public hearing of a request by Francisco Lopez for a change in zoning from Francisco Lopez for a change in zoning from Combined Residential (R-2) District to a Restricted Commercial (CR) with a Sunset Place Planned Unit Development (SP PUD). The property consists of Lots SEVEN (7), EIGHT (8), and NINE (9) of Block SEVENTEEN (17), in KEITH’S ADDITION to El Reno, Canadian County, Oklahoma according to the recorded plat thereof.

The Chairman opened the public Hearing at 7:40 p.m.

Francisco Lopez explained the problem with the lot size and why he is requesting the

Planned Unit Development (PUD). Lopez continued with setback adjustments and what he

has in mind for the lot. He also said he would occupy one of the spaces with his business

and lease the others.

The Commissioners asked about utility locations, building height as well as parking. Jensen

expressed some concerns about the lot size. Stevenson said it’s similar to what is going on

across the street from the old Save a Lot store.

Lopez said he may want to put his restaurant there and that brought up concern about

parking. Robison commented that we have several restaurants in town with minimal

parking.

Chairman Robison closed the public hearing at 7:59 p.m.

B. Discussion, consideration ad possible action of a request by Francisco Lopez for a

change in zoning from Francisco Lopez for a change in zoning from Combined

Residential (R-2) District to a Restricted Commercial (CR) with a Sunset Place

Planned Unit Development (SP PUD). The property consists of Lots SEVEN (7),

EIGHT (8), and NINE (9) of Block SEVENTEEN (17), in KEITH’S ADDITION to El

Reno, Canadian County, Oklahoma according to the recorded plat thereof.

Vice-Chair Proctor made the MOTION to APPROVE the Sunset Place PUD rezone with a variance of 2625 sq. ft. for the required lot size, allow 5 ft. setback on the East, allow a 10 ft. setback on the South and a privacy fence on the East and South sides. Commissioner Chronister SECONDED the motion and the vote was:

AYES: Proctor, McReynolds, Stevenson, Jensen, Kindiger, Robison, Chronister

NAYES: None

ABSENT: None

Commissioner Stevenson made the MOTION to ADJOURN and was SECONDED by

Commissioner McReynolds and the vote was:
