REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTING FIRMS

This request for expressions of interest/applications follows the general procurement notice for this project that appeared in UN Development Business No. WB2944-06/13 of 4th June 2013.

TheGovernment of Sindhhas received a Loan from International Development Association (IDA)towards the cost of Enhanced Nutrition for Mothers and Children Project (P131850) and intends to apply part to the proceeds of this loan to payments under the contract for Third Party Monitoring.

The overall goal of the Nutrition Support Programme Sindh (NSP) is to improve the nutritional status of male and female children under five years and that of pregnant and lactating women, with a priority focus on malnourished amongst the poor and other disadvantaged, including women, the girl-child, ethnic and religious minorities, and socially marginalized occupational and settler groups in nine districts of Sindh province.

Sindh Nutrition Support Program intends to hire the services of a Third Party Monitoring firm to assess and document the strengths and weaknesses of various processes instituted by NSP for achieving the nutrition support program’s committed outcomes in nine intervention districts, to validate the information received from nutrition monitoring information system instituted by NSP and to measure performance of NGOs on the agreed benchmark for releasing payments and supplies to them.

Nutrition Support Program now invites eligible consulting firms “consultants” to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have relevant experience and are qualified to perform the Services. Interested consultants will be expected to demonstrate and provide explicit information / evidence of specific and proven competence and experience in TPM of large/scattered projects of similar nature, in the areas covered by the project as indicated above. Firms should have a specific and proven competence and experience in field of monitoring and evaluation for fifteen (15) years. Interested consulting firms and consortia must provide information indicating that they are qualified to perform above services (e.g. brochures, description of similar assignments, value of similar assignments); experience under similar conditions, availability of appropriate skill among staff etc. Consultants may associate to enhance their qualifications. The short listing criteria are i) Corporate Capacity (Core business and years of experience in same business for 15 years) (ii) statistical and research expertise of at least five (5) years (iii) at least five (5) years of experience in nutrition or public health iv) the logistical capacity of firm and v) number of technically qualified staff.

Consultants are encouraged to provide only materials mentioned above and to avoid submitting generic promotional material. Firms/Organizations may make association(s) or Joint Ventures (JVs) to enhance their qualifications, however, Lead Firm must be clearly mentioned in the EOI. In case of Joint Venture, experience of all the firms in the JV will be considered for evaluation. The “Association” may take the form of a joint venture or sub-consultancy. Consultant, including any Joint Venture member, submits or participates in more than one proposal; all such proposals shall be disqualified.

A consulting firm / consortium will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants, By World Bank Borrowers, January 2011.
