2. DECLARATIONS OF INTEREST
a.To receive any Declarations of Disclosable Pecuniary Interests (DPI) or other Disclosable Interests from members regarding items appearing on this agenda.

5. MINUTES
To consider the adoption of the minutes of the meetings held on 18th and 22nd June 2015 attached to this agenda and 7th July available at this meeting.
6. MATTERS OF REPORT FROM THE MINUTES (for information)
a.The Clerk has been advised that the Remuneration Panel of the District Council believe it is not part of their remit to consider parish council allowances and have therefore not made any decision in this regard. The Clerk has referred the District Council to the relevant legislation and hopes to have a response shortly.
b.Members are again reminded that a short profile is required to comply with one of the Quality Gold criteria the Council needs to achieve and should be grateful for members’ cooperation in producing such a profile. It does not need to contain personal information but merely length of service and committee involvement and would be published on the Council’s web site.
c.Members are reminded that the Priorities meeting will take place on Monday 20th July at 1.30pm at the Town Hall.
7. FINANCE
a.Adraft copy of the budget comparison to the end ofJune is attached to this agenda.
Recommendation:-Members are asked to consider approving the budget comparison.
b.A copy of the valuation of the Council’s investments to 5thJuly 2015 will be available at this meeting for members’ consideration.
c.To approve the list of payments for the month of Julyavailable at this meeting.
Recommendation:- Members are asked to consider approving the payment listfor July.
8. INVESTMENT MANAGEMENT
Members are advised that following afurther paper from one of the investment management companies the Clerk is in the process of preparing a report for members’ consideration which will be available in advance of this meeting. In the light of this report members are asked to consider whether they wish to remain with their current providers, appoint one of those who presented, or instruct the Clerk to request further companies to attend a future meeting. Members are advised they may wish to consider some aspects of this debate in confidential session.
Recommendation:-Members are asked to consider how they wish to proceed in this regard.
9. TOWN FIREWORK DISPLAY
Members will recall the request from the Royal Naval Association (RNA) to this Council to consider taking over the organisation and funding of a Town Firework Display in November. The RNA has offered to pass £500 to the Council towards the running of the event. Members are advised that the Clerk the Rotary Club feel unable to assist with this event, either financially or with man power.
Recommendation:-In the light of the decision from the Rotary Club members are asked to consider how they wish to proceed.
10. ITEMS FROM THE AMENITIES AND ENVIRONMENT COMMITTEE
a.Members considered concerns of car parking in Broad Street in the area of single yellow lines, particularly in the evenings. It was agreed to recommend to Council that the Clerk write to various organisations in the town and ask that they advise people visiting their premises to use either the Broad Street car park or the main car park off the High Street rather than causing difficulties for other vehicles in the town.
Recommendation:-To consider ratifying the above recommendation
b.Following a request from a resident regarding a play area on Cherry Orchard members considered the Clerk’s report on the history of this site. It was agreed to recommend to the Council that no action be taken at this time. If members feel they wish to debate this recommendation further, it may be necessary to agree to go into confidential session.
Recommendation:-To consider ratifying the above recommendation
c.Members are advised that a local resident has expressed an interest in reviving the Fair Trade group. The Clerk is to ask him to attend the next meeting of the Amenities and Environment Committee and a report will come to Council following that meeting.

11. ITEMS FROM THE CEMETERY COMMITTEE
a.Members are advised that the planning application for the Cemetery Lodge has been submitted.
b.To consider any other items from the Cemetery Committee
12. MEMBERSHIP OF COMMITTEES
Members will be aware that there are vacancies on some committees as listed below and are asked to consider nominations at this meeting. It is suggested the new member be offered first choice of two committees in advance of further nominations.
Members are advised that Cllr D Smith is unable to attend Amenities and Environment Committee meetings and therefore wishes to withdraw from this committee.

13. MEET YOUR COUNCILLOR
Cllr Brookbank has suggested that members may like to hold a “meet your Councillor” session at some stage and members are asked to consider whether this is something they wish to consider and if so when. Cllr Brookbank will speak to this item.

14. PERSHORE TOWN FOOTBALL CLUB
Members are advised that the club wish to extend the clubhouse slightly (see attached drawings) to use the area to store equipment and to dispose of the two containers currently sited on the car park. The Club are formally requesting permission from the Town Council, as landlords, for this extension which, it is understood, does not require planning permission. The size of the proposed extension is smaller than the footprint of the two containers to be removed.
Recommendation:-Members views are requested.
15. COMMONWEALTH DAY
Members are advised that all parish and town councils are being asked to consider flying the Commonwealth Flag on Commonwealth Day (14th March 2016). It is suggested that the flag is raised at 10.00am on that day by the Town Mayor “joining together as members of one worldwide Commonwealth community, and valuing the personal dignity and worth of every citizen and as a symbol of the ties of kinship”
Members are asked to consider whether they wish to take part in this event and purchase the necessary flag (available for future years) at a cost of £38 plus VAT. This flag would fly from the flagpole in Broad Street with the Union Flag from the Town Hall.
Recommendation:-Members views are requested.
16. CIVIC SERVICE
Members are asked to consider whether, to assist in its organisation, the Town Council should decide upon a fixed day for the Annual Civic Service. Should members agree to this proposal then members are advised that it is usual for such services to be held at the beginning or end of a Mayor’s term of office and traditionally should be the Sunday following his/her election.
Recommendation:-Members views are requested.
