CIVA is developed and distributed by Joint Interoperability Test Command (JITC) to assist developers and test agents in identifying, reporting, and/or resolving National Imagery Transmission Format Standard (NITFS) compliance discrepancies. This tool is not intended to evaluate the full compliance status of a system and should not be used towards fielding decisions without coordination and verification by the JITC NITFS Test & Evaluation Facility (

CIVA is designed to automate the repeatable portions of NITFS compliance analyses. This primarily pertains to file structure (i.e. file length, segment count, segment lengths, extension lengths, etc.) and metadata constraints (i.e. specified ranges, lists, registers, etc.) analyses based on requirements, conditions, and options set by the NITFS. It does not take into account requirements, conditions, and options specific to the system for a complete and accurate test. System-specific compliance analyses (i.e. file version, data types, segment types, extension types, metadata configurations, etc.) must be conducted by the users. Users should also be familiar with the capabilities and limitations of CIVA as it evolves with increasing rigor and complexity, refer to a high level summary.
