Minutes for City Council Regular Meeting

Held at 7pm on October 23, 2017

CALL TO ORDER

The meeting was called to order at 7pm by Mayor Danielle Cusson. The meeting was held in the Council Chambers on the lower level of the Mill Building at 201 N. Main Street, Linden, Michigan.

PLEDGE OF ALLEGIANCE

The Pledge of Allegiance to the American Flag was recited by all present. A moment of silence in memory of those who have served on behalf of the United States was observed by all.

Motion by Ross, second by Culbert, to approve the minutes of the October 9, 2017 City Council Work Session. Motion carried.

PUBLIC HEARING/PRESENTATION

(A)  FACT Consortium Presentation – Ray Culbert

Motion by Cusson, second by Culbert, the City of Linden’s City Council is in support of the 3-year contract (2017-2019) for the PEG Coordinator/Station Manager for Channel 99 position, in conjunction with the FACT Consortium as allocated from Fenton Area Public Schools, Lake Fenton Community Schools, Linden Community Schools, Hartland Consolidated Schools, Fenton Township, City of Fenton, Tyrone Township, and City of Linden, as presented to the Council on October 23, 2017. Motion Carried.

Motion by Cusson, second by Culbert, to approve the consent agenda, as presented. Motion carried.

OLD BUSINESS

NEW BUSINESS

(A) CAS 35-17 Monitoring Well Agreement – Additional Monitoring Well Locations

Motion by Cusson, second by Culbert to accept the Access Agreement between Quick Save Food Stores DBA Beacon and Bridge and the City of Linden. Motion carried.

CITY MANAGER’S REPORT

Halloween Hours: The designated Trick-or-Treat hours in the City of Linden on October 31st will be 5:30 PM until 8:00 PM.

Bridge Street Paving Project: We met with MDOT officials and our engineers regarding the project last week. We are setting a project start date of May 15th. There will be a community meeting this coming Tuesday, October 24th in City Council Chambers from 6:00 PM to 8:00 PM.

Walmar Property.: We closed on the property a week ago. We are moving forward with getting a survey done on the property for potentially adding a parking lot in that area. We are also working on getting the required Base Line Assessment and Due Care Plan as it relates to liability on the property.

Ladies Night Out: November 4th will be the annual Ladies Night Out Event in Downtown. There will be music, shopping, giveaways and much more. Please plan on coming out for one of Linden’s most successful community events.

Dog Park: The Linden, Fenton, Fenton Township Regional Dog Park on Thompson Road – near Fenton Road, is moving along. The fence was installed as you have already seen. We are looking at an early November opening ceremony on the property.

Emergency Management: We are updating our emergency management procedures for the City of Linden. We are preparing in case an unfortunate incident happens within our community. We are meeting with various organizations throughout town to review their plans and procedures.

DEQ Newsletter: We have received the newsletter the DEQ is going to put out regarding the Beacon and Bridge leak. We are reviewing it for content and expect that the letter will be out to residents and businesses within the next couple of weeks.

CITY ATTORNEY’S REPORT

The attorney stated Legislation is being introduced to remove State Revenue Sharing if you adopt Medical Marijuana in your jurisdiction.

COUNCIL COMMENTS AND REPORTS

Dick – Small Cities Meeting on November 1st at the Fenton Hotel.

Cusson – A questionnaire will be handed out to all Boards and Commissions with expiring terms to fill out and return to me.

FINANCIAL REPORTS

Motion by Ross, second by Simons, to approve accounts payable in the amount of $393,189.25. Motion carried.
