3.1.Regarding Chapter 10, Magill’s Testimony on CPP Rate Design, at page JRM-3 at lines 4-16:

3.1.1.Why did SDG&E decide to develop the CPP rate using a combination of AL-TOU, AY-TOU, A6-TOU and PA-T-1 customer classes?

3.1.2.Did SDG&E develop alternate CPP rates that reflected the individual billing determinants of the AL-TOU, AY-TOU, A6-TOU and PA-T-1 schedules?

3.1.3.If yes, please produce these alternate CPP rates.

3.1.4.If not, why not?

3.2.Regarding Chapter 10-Workpapers2005HistoricalCPPBilling Determinants.xls.

3.2.1.Please provide the source of the CPP billing determinantsstated at C4:C11, C13, E4:E11, and F13in each of worksheets to this workbook, stating explicitly whether the source is metered data, load research data, or some other source.

3.2.2.Please provide all of the workpapers, spreadsheets, or other calculations used to develop these figures from metered data, load research data or some other source.

3.2.3.Please break out these billing determinants by each rate schedule, AL-TOU, AY-TOU, A6-TOU and PA-T-1.

3.2.4.Please provide the source of the CPP billing determinants stated at C17:D18 at theCOM>20 kW Top 9 worksheet to this workbook, stating explicitly whether the source is metered data, load research data, or some other source.

3.2.5.Please provide all of the workpapers, spreadsheets, or other calculations used to develop these figures from metered data, load research data or some other source.

3.3.Please define the terms primary, secondary, primary substation, secondary substation, and transmission as they are used in SDG&E medium and large power tariffs, rate design workpapers, and cost allocation workpapers.

3.4.In Chapter10-WorkpapersC&I_CPPRates(20kW-9D_50_CRC).xls, >20 kW Billing Dets 9d at cells B4:B18, SDG&E reports load research data for 2005.

3.4.1.Please state which schedules to which this load research data applies.

3.4.2.Please break out the load research data by schedule

3.4.3.Does SDG&E have information about loads (demands) as well as energy usage for each of the schedules based on the 2005 load research data?

3.4.4.Please provide a copy of the 2005 load research data.

3.4.5.Please describe how the load research sample is brought up to schedule equivalent.

3.4.6.Please provide all of the workpapers, spreadsheets, or other calculations used to develop schedule equivalent loads from the load research data.

3.5.Chapter 10-WorkpapersComm-IndTOUCommodityBillingDeterminants.xls, at sheet AL-TOU, at cells B29:F31:

3.5.1.Please describe the development of the percentages shown in these cells.

3.5.2.Are these developed from the 2005 load research data identified in Chapter10-WorkpapersC&I_CPPRates(20kW-9D_50_CRC).xls, at sheet >20 kW Billing Dets 9d?

3.5.3.If so, please describe how this load research data is used to identify these percentages.

3.5.4.If the answer to Q.3.4.2 is “no”, please provide the load research data from which these percentages are derived.

3.5.5.Please provide all of the workpapers, spreadsheets, or other calculations used to develop these figures.

3.6.Chapter 10-WorkpapersComm-IndTOUCommodityBillingDeterminants.xls, at sheet A6-TOU, at cells B29:F31:

3.6.1.Please describe the development of the percentages shown in these cells.

3.6.2.Are these developed from the 2005 load research data identified in Chapter10-WorkpapersC&I_CPPRates(20kW-9D_50_CRC).xls, at sheet >20 kW Billing Dets 9d?

3.6.3.If so, please describe how this load research data is used to identify these percentages.

3.6.4.If the answer to Q.3.5.2 is “no”, please provide the load research data from which these percentages are derived.

3.6.5.Please provide all of the workpapers, spreadsheets, or other calculations used to develop these figures.

3.7.Chapter 10-WorkpapersComm-IndTOUCommodityBillingDeterminants.xls, at sheet A-TOU, at cells B29:B31:

3.7.1.Please describe the development of the percentages shown in these cells.

3.7.2.Please provide the load research data from which these percentages are derived.

3.9.Regarding Chapter 06-WorkpapersConsolidatedModel.xls at sheet EECC:

3.9.1.Why is cell Y20 set to 1.10963229260278 and cell Y37 set to 0.5?

3.9.2.Are these figures determined so that the marginal capacity revenues allocated to the commercial industrial schedules are divided between demand and energy charges?

3.9.3.Please demonstrate that SDG&E is recovering only the share of marginal cost revenues/total revenue requirement that is allocated to the commercial/industrial class through the use of these figures.
