ADVERTISEMENT FOR BIDS

The Town of Barnstable, Massachusetts, Acting through the Department of Public Works, the Awarding Authority, invites sealed bids for the project: Hyannis Youth & Community Center.

Filed sub-bids shall be received at the Town of Barnstable Department of Public Works Administration Office, 230 South Street, 4th Floor, Hyannis, MA 02601, until Thursday November 29, 2007 at 2 PM, local time at which time all sub-bids will be publicly opened and read aloud by the Owner.

Sealed general bids will be received at the Town of Barnstable Department of Public Works Administration Office, 230 South Street, 4th Floor, Hyannis, MA 02601, until Thursday December 20, 2007 at 2 PM, local time, at which time all general bids will be publicly opened and read aloud by the Owner.

Nature and scope of work: The Work includes construction of a new public facility housing two skating rinks, gymnasium, teen center, multi-use spaces, administrative offices, lockeroom and other support spaces. The Work includes a pre-engineered metal building system including structure, wall and roof panels. Conventional poured in place concrete foundations with both sand bed and concrete slab bases below the hockey rinks. Work also includes related site work and demolition of the existing rink.

Only Filed Sub-Bids from Pre-Qualified Subcontractors in the pre-qualified categories will be accepted.

The following Filed Sub-Bid Categories are required for the Project. Each filed sub-bidder must be Certified by the Division of Capital Asset Management and Maintenance (DCAM) for their respective filed sub trade:

2. Section 14 24 00- Hydraulic Elevator

Each General Bid and each Filed Sub-Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED, TREASURER’S or CASHIER’S CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. No proposal may be withdrawn for 30 days, Saturdays, Sundays, and legal holidays excluded, after opening of bids. The successful General Bidder will be required to furnish in quintuplicate (i.e. five copies) a Labor and Materials and a Performance Bond each equal to 100 percent of the contract price.

The Bidding Documents will be available from 9:00 a.m. to 4:00 p.m., Monday through Friday, at the office’s of Bargmann Hendrie + Archetype, Inc, 300 A Street, Boston, MA (617-350-0450) starting November 6, 2007 at Noon, upon deposit of Two Hundred Dollars ($200) in the form of a certified check or money order made payable to the Town of Barnstable. The deposit will be refunded after the return of the Bidding Documents in good condition within and no later than the time period set forth in the Instructions to Bidders, whether or not a bid was submitted.

Pre-Qualified General Contractors shall receive two (2) sets of Documents upon receipt of the deposit. Any person requesting more than one set of Bidding Documents will be required to pay a non-refundable fee in the form of a separate certified check or money order made payable to the Town of Barnstable, for each additional set in the amount of $ 200 per set.

Any person requesting Bidding Documents may request an additional copy of the Documents in Adobe PDF format. The Documents will be provided on compact disc (CD) upon receipt of an additional $25, non-refundable fee in the form of a separate certified check or money order made payable to the Town of Barnstable. Only parties requesting a full set of Bidding Documents may receive an additional set of Documents on CD.

For the shipping of the Bidding Documents, provide a Fedex Account Number to BH+A, or the bidder must prepay a mailing and handling fee of $50.00 per set of Documents. $20.00 for CD’s shipped separately. Prepayment shall be in the form of a certified check or money order payable to Bargmann Hendrie + Archetype, Inc.( BH+A). Documents will be shipped by Fedex Ground service only in the continental United States. If shipping is outside of the continental United States, additional fees shall apply.

the Town of Barnstable reserves the right to waive any formalities; to reject any or all proposals. A proposal which includes for any item a bid that is abnormally low or high may be rejected as unbalanced. The right is also reserved to accept any proposal deemed to be best for the Town of Barnstable. In any event, general bids to be deemed acceptable shall comply in each and every way with all applicable Massachusetts General Laws.

General Bidders and all Filed Sub-Bidders shall be required to comply with all applicable Massachusetts General Laws, and shall submit a current Certificate of Eligibility and Update Statement through the Massachusetts Division of Capital Asset Management for the category of work, “General Building Construction,” or their respective filed sub-bid category, and the dollar amount of this project. OSHA 10 certification is required for all employees working on the job site.

The Town of Barnstable Minority Business Enterprise (MBE) and Women’s Business Enterprise (WBE) policy is applicable to the total dollars paid to the construction contract. The “Fair Share” construction goal for this project is a minimum of 7. 4% MBE participation and 4% WBE participation by SOMWBA state-certified MBEs and WBEs. Bidders must meet these participation percentages as part of their proposal and shall submit a “Schedule for Participation by MBE and WBE” with accompanying Letters of Intent by each MBE/WBE subcontractor proposed to be used by the Bidder along with a copy of their certification letter. (CC Form 1 and CC Form 2 provided in bid documents). It is preferred that these documents accompany your bid submittal, however, no later than five (5) working days after the bid opening, the apparent low bidder shall submit these documents to the Purchasing Agent/Contract Compliance Officer. A request for a reduction or waiver of these requirements will not be considered unless the request for reduction or waiver and required supporting documentation is submitted in accordance with the Town’s MBE/WBE Policy (Attachment C). If a reduction or waiver is granted, an addendum to the invitation for bid shall be issued and forwarded to all holders of the bid documents.

A weekly certified payroll submittal shall be required of the successful bidder in accordance with MGL C149, S27B. No requests for payments will be made by the Town until all payroll information necessary for the Town to determine compliance with prevailing wage laws and Affirmative Action/Equal Opportunity requirements for the time period of the request have been submitted.
