  1. CALL TO ORDER
    Dr. Burrell, chairman, called the meeting to order at 6:30PM as a regular monthly meeting of the Board of Education. Dail Cantrell led the pledge of allegiance.

II.RECOGNITION OF GUESTS
A. June Dairy Month - Sierra Davis, AndersonCounty dairy promotion chairperson and NorwoodMiddle Schoolstudent, explained that she will be visiting local businesses to talk about the importance of including dairy in our diet as part of her 4H project.
B. Isaiah Hale, local and state drug-awareness poster contest winner and BricevilleElementary Schoolstudent was recognized by the board and presented with a certificate of achievement.

III.CITIZENS TO BE HEARD

  1. Jay Yeager, county attorney, stated the town of Oliver Springs has asked the school system to donate the old ReedSchool that is not in use by the system to the city for use as a public park. Motion by Glenda Langenberg and seconded by Rickey Rose to approve the sale of the property to the town of OliverSpringsin the amount of ten dollars for use as a public park. Motion carried.
  2. Motion by Glenda Langenberg and seconded by Rickey Rose to sign an easement with TDOT allowing public use of sidewalks at the Briceville library. Motion carried.

VI.COMMENTS FROM THE CHAIR
A. Dr. Burrell stated there was a misunderstanding last month regarding negotiations. He said he was contacted by Mr. Stonecipher and Ms. Emert about negotiatingthe contract, but it’s already ratified for this year. The message came out that he would extend the contract for three years, but that was not the recommendation at all. He said collective bargaining has to be done now and information needs to be provided as to what we need as there are seven items that have to be negotiated.
B. Tennessee School Board Association’s (TSBA)Fall District Meeting will be held September 20, 2011 at HardinValleyAcademy in Knoxville.

  1. The 2011 TSBA annual convention will be held November 13 – 15, 2011 at the Opryland Hotel. Dr. Burrell instructed board members to let the board secretary know as soon as possible if they plan on attending.

VII.DIRECTOR’S REPORT
A. Something Good – Sandra Patton, Briceville Elementary. Ms. Patton said several 4th and 5th grade students competed in the state archery contest, withJamie Poore placing 31st out of 120+ girls in the competition. A program named “Go Slow and Whoa” was developed through a partnership with the UT Agricultural Extension Office emphasizing good eating habits. Ms. Patton said the Coal Creek Watershed Foundationcontinues to support Briceville students with scholarships. Two former students were recently awarded scholarships to continue their college education. A First Chance program teaching reading techniques and strategies to get ahead is being offered at Briceville Elementary. Their top kindergarten students are now reading at the mid-1st grade level. The school is hosting a book swap where students can swap one old book for three new ones. Ms. Patton said a ground-breaking ceremony was recently held for the new library with approximately 250 people in attendance. Last year, the school received a $9k anonymous donation that was usedto replace library books and a $5k donation used to put up new stage curtains.

B. Mr. Foster introduced Karri Hobby, recently named NorwoodElementary School principal. He advised the board that Henry Baggett has been selected as the new principal at LakeCityElementary School. He stated there are two administrative vacancies; one at Norwood Middle (principal) and one at ClintonHigh School (assistant principal). He also advised the board that the system has advertised for an instructional supervisor and will interview inthe near future.

C. Leisa Fair explained the system received notice from the state last week that AndersonCounty has been selected for review and they’ve chosen ClintonHigh School for compliance monitoring. All documentation supporting the review must be submitted by Friday, June 17, 2011. Ms. Fair said a report will be issued once the review is complete and board of education members will be notified of the status.

D. Mr. Foster reminded the board of state monitoringthat occurs when the system receives federal funds. He said Head Start, Adult Education, Career & Technical and the Title programs have been monitored and Special Education is being monitored at this time. At the end of the month, a copy of findings will be provided to board members. Monitoring in Special Education will be finished by July and a complete summary will then be provided to the board.

E. Mr. Foster asked board members to read the illustrated letter each received in their notebooks fromNancy Mawhinney and Sheila Wallace’s Reading Recovery program students.

SUPPLEMENTAL REPORTS

Motion by Glenda Langenberg and seconded by Rickey Rose to approve three RN’s and sevenLPN’s, and budget changes as recommended by the finance director. Motion carried.

Motion by Rickey Rose and seconded by Jo Williams to approve restoring the academic coach at DutchValleyElementary Schoolpaid for by federal funds. Motion carried.

Motion by Dail Cantrell and seconded by Jo Williams to approve the proposal by the county finance director to streamline the fund 142 process with regard to county commission approval. Motion carried.

Mr. Woodward stated revenues are ahead of schedule on property tax and local option sales tax and said we are in a much better cash position this year than last. He is looking for a good closeout.
