PROPOSED RESOLUTION TO DISBAND
THE CATHOLIC CAMPAIGN FOR HUMAN DEVELOPMENT
WHEREAS, from its earliest years of funding Marxist-organizer Saul Alinsky’s Industrial Areas Foundation, the Catholic Campaign for Human Development (“CCHD”) has been embroiled repeatedly in public controversy resulting from its funding of highly politicized left-wing organizations and activities, many of which have operated in blatant contradiction to Catholic doctrine and teaching; and
WHEREAS, in recent decades, volumes of carefully researched documentation of such politically charged and anti-doctrinal activities funded by CCHD have been made available to this Conference, including the latest, intensely controversial funding of the Association of Community Organizations for Reform Now (“ACORN”), currently under federal investigation for sweeping voter fraud related to the 2008 Presidential election, which controversy has necessitated further expenditure of already strained USCCB time and resources for “forensic accountants” and other investigative efforts; and
WHEREAS, various Bishops and staff of this Conference have made repeated efforts over the years to reform the funding policies and choices of CCHD, striving to bring them in line with Catholic teaching and doctrine, but to little avail;
NOW, THEREFORE, BE IT RESOLVED THAT the Catholic Campaign for Human Development is hereby dissolved, effective immediately, and its staff is hereby directed to work with the CCHD Subcommittee to wind up all CCHD business as quickly as practicable, beginning with the immediate withdrawal of all outstanding CCHD funding commitments.

On behalf of Laity for Life, Inc, I respectfully request that you consider offering the following resolution for adoption by the USCCB at its Baltimore, Maryland meeting of November 10-13, 2008 :
