SMILE ON WHEEL - Concept Note

SMILE Foundation has initiated a Mega Project at national level called Smile On Wheel with an objective of providing a comprehensive mobile health care services to under-privileged community in outreach, remote rural areas and slums.

The scheme envisages Partnership with local, credible NGOs/development foundations working in various locations wherein the project is to be introduced.Under the Partnership, the Foundation shall be contributing an equipped Medical Van with following equipments and facilities such as

  • Examination table
  • X-ray (30 m, portable)
  • ECG (Portable)
  • Calorimeter, Basic pathological facilities
  • Fist aid kit
  • IV fluid transmission hook
  • One Oxygen Cylinder
  • Small Chiller cum refrigerator
  • Nebulizer
  • Stretcher ( scoop stretcher)
  • InverterFire extinguisher
  • Small wash Basin
  • Electrical fixtures & fittings
  • 2 Phones- intercom between Driver & Medical team
  • Generator

The objective of the Scheme is to bring needed medical expertise, medicines etc. from urban areas to provide comprehensive health care services (including preventive and promotive) to under-privileged community living in remote rural areas on the periphery of urban centre/base city. The health care services should focus on children and women.

The following health services are required to be provided through the mobile Van:

  • OPD- curative services for common ailments,
  • Ante-natal/post-natal services,
  • identification of difficult pregnancy and referral for institutional care
  • Immunization- Mother & children
  • Minor surgery/ dressing of wounds
  • Basic pathological services (Blood, Urine)
  • Distribution of Iron Folic tablets, Vit-A Prophylaxis
  • Growth monitoring, Treatment of mal-nutrient cases
  • Distribution of Condoms, Oral pills, insertion of IUD
  • X-ray & ECG
  • Health and hygiene education, Family planning promotion with emphasis on condom usage for safe sex, spacing methods
  • Referral services

Partner Organization, must be a registered Society/ Trust/ Private Institution including corporate CSR wings (providing Health Care services) of credibility based in cities/towns; and preferably headed by a qualified MBBS Doctor or has doctor(s) on its Governing Body; willing to be part of mobile clinical services.

Repair, Maintenance of vehicle; cost of providing services etc –all operational costs for implementing Mobile Health services are to be borne by the Partner organization.

Further, Partner Organization should be agreeable to provide Mobile Health services for at least three years taking services and medical expertise from cities/ towns to serve poor people who need the services most. However, ownership and control of vehicle shall remain with the Foundation. The van shall have Logo of the Foundation and also Partner organization.

Partner (organization) may charge fees for the services from the community at subsidized rates to be decided by them in consultation with community they serve and keep the Foundation informed about the same and also if any change is made in service charges from time to time. Cost recovery made through charging of fees is meant for Partner Organization – a strategy towards sustainability.
