Approval of Meeting Notes

Record of meeting for December 06, 2013 was approved as presented.

Measure E Construction Update

Judy and Ron reported on the following projects:

·  Alder/Data Center – Fully functional; there were a few minor power issues that have been resolved. Matt requested a review of the clock in Alder to determine if it is functional. Judy will follow-up.

·  Tank Replacement – No changes to report; project scheduled for April.

·  Sequoia – Fully functional and occupied. Some equipment installation still needs to occur in the classroom.

·  Manzanita – Project out for bid. Anticipate construction to begin late March. Asbestos abatement contract was awarded to Janus Corp; work should begin February 10. Mechanical systems to Manzanita will be severed prior to the hazmat removal. The fire alarm system will be maintained in the lower level. The upper level fire alarm system will be removed as it will be fully gutted. The contractor will be required to maintain fire watch during construction.

Judy reported the upper level will be considered an active construction zone as of February 3 and will be locked down on February 5. There will be no access allowed. Laurie asked that an all-campus email be sent advising the last days to remove items

Ron reviewed an exterior map of the project including the ADA path from the staff parking area and planned fencing (see Exhibit “A” below). The present sidewalk will be removed and a new walkway installed. A tree protection plan will be put into place. The staging area will be accessed by the road to Buckeye. A question was brought forward if the fenced area would be wide enough to accommodate the forklift and carts utilized by the food service areas. Ron stated he would ensure there is sufficient width and turn radius. Also discussed was the need to maintain ADA access to the elevator for access to the back side of campus. It was noted DSPS tram service access will be maintained.

A question of the emergency evacuation plan for the college was brought forward as the Rotunda was the designated gathering space for employees. Judy stated discussions are underway on this issue. Gary stated Administration is looking at the food services area (lower level Manzanita) as the primary location and Oak as secondary. The food services area is near the bus stop for students waiting to leave campus. The Emergency Operations Center (EOC) will be at the Public Safety Center based on incident.

·  Roadways – Resurfacing of the student parking areas and the road to Alder will occur this summer. The ADA parking area needs to be rebuilt at Student Housing; there will be about ten (10) new spaces added. Work continues on developing a walking path along the Madrone Road.

Measure E Construction Update - continued

·  2nd floor of Tamarack - the Academic Achievement Center (AAC) have occupied the area. The glass installation between the upper and lower levels still needs to be installed.

Karin asked if an electric door mechanism could be transferred from Manzanita to Toyon. She stated there were some issues with students. Judy stated she would investigate, however, faculty had requested assurances there would be no further alteration to Toyon.

College Facilities Projects

Judy reported on the following projects:

·  The Alder elevator will be shut down at 3:00pm on Fridays and re-opened at 7:00am each Monday. The area is remote and could be a site for inappropriate activity or theft.

·  An issue was brought forward in Safety Committee regarding wheelchair access to the smoking area near Manzanita. Judy will review the area for possible grading or gravel; however, it is not ADA accessible. The ADA smoking area is at Cedar.

Don asked about the proposed pathway along Madrone. He suggested adding steps from Juniper to the roadway. Don stated there is a strong need as the child development complex has blocked access. Judy stated some type of stairway to the road is a component they would like to include in the project.

Karin complimented the Facilities staff for their hard work in moving staff and departments to their swing space. The process was far smoother than anticipated. Gary agreed the Pinyon (IMC) and Sequoia are great examples of their exemplarily work. Judy agreed that everyone involved worked together as true professionals and as a team.

Safety Sub-Committee Report-Out

Gary reported the following issues were discussed at the Safety Committee meeting:

Ø  Students reported two accessibility issues – one at the Manzanita smoking area and one on the walkway to Oak

Ø  Risk management reported the YCCD Injury Illness Prevention Plan (IIPP) is being updated and will be investigating insurance needs for students traveling abroad.

Ø  Security reported one medical aid and three criminal cases. The department has new report writing software.

Ø  Health services reported the flu vaccine and TB testing material was damaged due to a refrigerator malfunction. New TB testing material has been ordered and a few flu vaccines have been obtained from the Tuolumne County Public Health Department.

Ø  Facilities discussed the Manzanita construction project

Fire Props

Dean reported they are moving forward to bring the fire props onto campus from the Sierra Conservation prison. The props will be located on a portion of the parking area at Symons Field. Some parking will remain. Dean reviewed photos of the three props with the committee. Questions brought forward included noise from the chain saws and smoke. Dean stated testing has been done on the smoke which generally travels down and away from campus. Dean will investigate the noise levels on campus as he continues to work on this project.

Other

Karin reported the College has been selected for a Civil Rights Compliance Review by the State Chancellor’s Office. The evaluators will be on campus next week.
