Project: UF MP-14, Annual Campus Continuing Services for Minor Projects

Location: UF Main Campus, Remote Campus locations

A. PROJECT DESCRIPTION:

The University Of Florida Board Of Trustees has a need for Campus Professional Services in the following numbers and disciplines to provide professional consulting services for Campus Service Renovation and Construction Minor Projects on an ongoing basis. Professionals selected will be eight (8) Architects, two (2) Architect Planners, eight (8) MEP FP Engineers, three (3) Environmental Engineers, three (3) Landscape Architects, three (3) Civil Engineers, two (2) Structural Engineers, two (2) Cx Engineers, two (2) Surveyors, and two (2) High-Voltage Electrical Engineers. A Campus Service Minor Project is defined as a project that has a construction budget of less than $2,000,000.

Typical projects assigned under this contract may include new construction, renovation, remodeling, reroofing and other building maintenance, equipment installation, pre-engineered metal buildings, greenhouses, pole barns, asbestos abatement, and fire code corrections. Areas requiring renovation or remodeling may include animal research or holding areas, research laboratories, classrooms, library and media centers, offices and related functions, outpatient clinics, reception and waiting areas, lobbies and corridors, atriums, courtyards and plazas, modular and pre-engineered buildings, apartments, dormitories, athletic facilities, and associated roadways, sitework, sidewalks, and landscaping. Projects could be located on the University of Florida main campus or at UF and IFAS facilities throughout the State of Florida. The maximum per-project construction cost is $2,000,000.

These are open-ended contracts, each for a period of one year with an option to renew for two additional one-year periods at the agreement of both parties. Contract discipline numbers will be as described above. In the “Architect” and “MEP FP Engineer” disciplines, two (2) of the eight (8) contracts will be awarded to a “Small Business”, defined by UF’s Small Business & Vendor Diversity Division as being in business for more than 6 months, having 15 or fewer employees, and having a firm net worth of less than $1 million. One (1) of the eight (8) contracts will be awarded to an “Small Emerging Business”, defined as meeting Small Business criteria referenced above and having performed less than $15,000 in design fees at the University of Florida cumulatively over the past three fiscal years. Criteria will be verified following the selection and award processes.

B.  SELECTION CRITERIA and PROCESS:

Applicants will be evaluated on the basis of their past performance, experience, personnel, design ability, references, and responses to questions posed both in the shortlist and interview phases. Scores will be based on the following non-prioritized criteria as illustrated in the (5) past project examples listed in the PQS submittal. Additional criteria may be outlined for short-listed applicants.

§  Applicant’s experience in designing projects as described above (Note: if applicant is an Architect, list Architect’s experience; if applicant is an Engineer, list Engineer’s experience; etc.)(also note that MEP FP Engineer applicants must have evidence of a BICSI-certified RCDD on the project team)

§  Applicant’s method of providing site representation and inspection during construction

§  Applicant’s understanding of the Minor Projects diverse project types, delivery intent, goals, and objectives as outlined in the above Project description

§  Applicant’s understanding of sustainable construction and the USGBC’s LEED rating system and its implications in the construction process

§  Experience with higher education facilities design and construction in the State of Florida and at the University of Florida or similar campuses

§  Understanding of and ability to design projects utilizing Building Information Modeling (BIM), including information provided in BIM format from all subconsultants (only applicable for five regular Architects, five regular MEP FP Engineers, and Structural Engineers and preferred for all other disciplines)

A portion of the shortlist phase score will be devoted to the applicant’s past performance rating on work at, or for, the University of Florida. The University will use either the cumulative average score of the applicant(s) or the current average score of all firms for an applicant who does not have a performance evaluation history with the University. For Joint Venture applicants, the proportionate average of scores for JV partners shall be used.

Scores from the shortlist phase are not additive with scores from the interview phase, but the Committee reserves the right to consider information provided in the PQS submittal during the interview phase.

E.  PROCESS INFORMATION:

1.  See the UF MP-11 Professional Qualifications Supplement (PQS) and PQS Instructions for detailed information on the required submittal.

2.  Questions tendered in writing (e.mail sufficient) by 5:00 pm on Friday, April 4, 2014, will be answered by addendum by 5:00 pm on Monday, April 7, 2014.

3.  Electronic submission of the required proposal must be received by the University of Florida Planning, Design, & Construction Division at no later than the deadline of 3:00 PM local time on Thursday, April 10, 2014. If an applicant is applying for multiple categories (i.e. Regular, Small, or Small Emerging Businesses), only one submittal is required, but the Application cover letter must indicate which categories are applicable. Hard-copy, Facsimile (FAX), or e.mailed submittals are not acceptable and will not be considered. Late submittals, unsigned submittals, or those on a form other than the project-specific CMQS, will be disqualified. Misrouting or late delivery are unacceptable grounds for waiver of this stipulation.

4.  At least three applicants, or a minimum of two more than the number to be ultimately contracted, will be selected for the interview phase, unless fewer than three apply. In the event of a tie in the shortlist ranking, when the margin between two applicants among the top scores is less than one/tenth (0.1), the Committee may select additional applicants for interview.

5.  All applicants will be notified of the results of the short-listing in writing. The short-listed applicants will be informed of the results via the quickest means possible (phone, fax, e-mail) and will be provided with additional project information as needed. Unsuccessful applicants will be notified via letter only.

6.  Following the interview phase, the committee will make a recommendation to the University Vice-President. All finalists will be notified in writing of the Vice-President’s action. Upon approval by the Vice-President, signed contracts will be returned to the selected firms.

7.  If negotiations with any of the selected firms are unsuccessful, negotiations will be conducted with the next-ranked firm, upon approval by the Vice-President.

8.  Applicants shall direct all questions regarding the process or the results of short-listing and interviews to the PD&C Project Manager, not to User Group representatives or other Selection Committee members. A preproposal conference will be held at the Hilton Hotel at 10:00 a.m. on April 3, 2014 for the purpose of reviewing selection documentation and requirements.
