ESCALANTE CITY COUNCIL MEETING

MARCH 15, 2016

REGULAR MEETING - 6:00 P.M.

ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST

Mayor Jerry A. Taylor called the meeting to order at 6:00 p.m. in the Escalante City Council Chambers.

Present at said meeting were Mayor Taylor, Council members Marlene Stowe,

Melani Torgersen, Guy Graham, Louise Barnes, City Attorney Barry Huntington

and City Recorder Stephanie Steed. Council member Greg Allen was excused.

Also present were Blaine Porter, Peggy Meisenbach, John Meisenbach, Monica Taylor,

Geraldine Liston, Terence Tontlewicz, Drew Parkin, Lawrence Barnes, Ray Christian,

Ryan Fisher, Stephen Westhoff, Jenae Westhoff, Mitch Westhoff, Mindy Huntington,

Victory Crawford, Richard Crawford, Camille Shakespear, Kendall Farnsworth,

Toni Wassenberg, Andre Yazdi, Elaine Lott, Emilee L. Woolsey, Chip Sharpe, Liz Sharpe

and Marty Henrie.

Mayor Taylor led the Pledge of Allegiance.

PERSONAL COMMENTS

STEVE WESTHOFF

Mr. Westhoff told the Council he and his wife are purchasing the property by the Forest Service and are interested in doing a Planned Unit Development (plat map attached). Mr. Westhoff said they are looking at putting cabins, tent spots, an RV Park and some homes. Mr. Westhoff said he just wanted to inform the City that he will be working on this project.

ADOPTION OF THE AGENDA

Council member Torgersen made a motion to adopt the agenda as written. Council member Stowe seconded the motion. Motion carried with Council members Graham, Stowe, Torgersen and Barnes voting aye.

APPROVAL OF MINUTES

MINUTES OF THE MARCH 01, 2016 MEETING

Council member Barnes made a motion to approve the minutes of the March 01, 2016 meeting as written. Council member Stowe seconded the motion. Motion carried with Council members Torgersen, Barnes, Stowe and Graham voting aye.

PLANNING AND ZONING ITEMS

PLANNING AND ZONING UPDATES

Council member Stowe said Planning and Zoning held a work meeting last week and started

reviewing the ordinances. Council member Stowe said we have been in touch with David Church

concerning the ordinances. Council member Stowe said Planning and Zoning will hold their next meeting on March 22, 2016 at 6:00 p.m. due to the Caucuses being held that same night at 7 p.m.

SCHEDULED ITEMS

ESCALANTE STATE PARK - WATER METER AND DEVELOPMENT

Kendall Farnsworth said he is the manager of the State Park and they are putting a shop west of the campground. Mr. Farnsworth said they are also looking at future development and are inquiring the possibility of a new meter. Blaine Porter said this will run into problems with multiple water meters on one parcel. Council member Graham said he is concerned about putting a hot tap on the main water line so the City would have to cut and weld on a connection. Mr. Porter said this would have to be done during the winter so we can drain the pipe. This item was discussed at length and Mr. Farnsworth will contact Mr. Porter and Council member Graham for further direction.

MARTY HENRIE - MANURE

Mayor Taylor told the Council the City has received a written complaint and photos about Manure accumulation on a piece of property. Mayor Taylor said the property has five owners and he feels we should send our nuisance inspector over to look at it and also have City Attorney Huntington write a letter to each owner. Mayor Taylor read the nuisance ordinance 4.30.020 (5) (attached). Mayor Taylor explained our nuisance inspector is the Garfield County Sheriff or his deputies. Mayor Taylor asked the Council for direction on this matter. Council member Torgersen said she feels we need to move forward because it's been going on too long. Mayor Taylor explained this is a different complaint, but the same property. Mayor Taylor said the City also has another nuisance complaint and would like to take care of both of them. This item was discussed at length. Marty Henrie arrived at the meeting and Mayor Taylor explained that City Attorney Huntington will write all five property owners a letter giving them time to clean up the manure. City Attorney Huntington will also write a letter to the property owner on the other nuisance complaint. If the properties are not cleaned up the City will clean them up at the expense of the owners.

MELANI TORGERSEN - FLAGS

Council member Torgersen is requesting $500.00 to extend the flags from the Elementary School to the High School. Council member Torgersen said we will need to purchase 21 flags at $22.00 each. Council member Torgersen said we will also need to purchase some conduit and brackets. City Recorder Steed said we have the funds in the Budget. Council member Torgersen made a motion to purchase flags, conduit and brackets up to $500.00. Council member Graham seconded the motion. Motion carried with Council members Graham, Stowe, Barnes and Torgersen voting aye.

DEPARTMENT REPORTS

ADMINISTRATIVE

City Recorder Steed said the new computer we purchased has a problem and will have to be returned to Best Buy for a replacement one.

PUBLIC WORKS DEPARTMENT

The Public Works Department had nothing to report.

FIRE DEPARTMENT

The Fire Department was not present at said meeting.

COUNCIL REPORTS

MAYOR JERRY A. TAYLOR

Mayor Taylor said he appreciates each and every one for coming out to the City Council Meeting and for everything they do.

Mayor Taylor said just a reminder the Tour of Utah will be coming August 2, 2016. Mayor Taylor said we are excited to be a host city for the Tour of Utah this year.

COUNCIL MEMBER GREG ALLEN

Council member Allen was not present at said meeting.

COUNCIL MEMBER MELANI TORGERSEN

Council member Torgersen had nothing to report.

COUNCIL MEMBER GUY GRAHAM

Council member Graham had nothing to report.

COUNCIL MEMBER MARLENE STOWE

Council member Stowe had nothing to report.

COUNCIL MEMBER LOUISE BARNES

Council member Barnes said the City will be planning the annual Main Street clean up next month.

UNPAID BILLS

Council member Barnes made a motion to pay the unpaid bills. Council member Stowe

seconded the motion. Motion carried with Council members Allen, Graham, Torgersen and Stowe voting aye.

EXECUTIVE SESSION

An Executive Session was not needed at this time.

Council member Stowe made a motion to adjourn the meeting at 6:23 p.m.

Council member Torgersen second the motion. Motion carried all in favor.
