With the unanimous consent of Members of Council, the motions on the floor made at the June 23/29, 2009, City Council Public Hearing relating to the Northeast, Southeast and Southwest, Urban Agriculture, and Food Security as outlined in Attachment 4 of the August 5, 2009, Planning and Development Department report 2009PCP414 numbers 12, 13, 15, 16, 19, 23, 25, 26, 27, 28 and 29, were withdrawn.

That Administration return to the November 12, 2009, City Council Public Hearing with revisions to the draft policiesas outlined in Attachment 2, of the August 5, 2009, Planning and Development report 2009PCP414 entitled Appendix 1, Bylaw 15100, June 29, 2009, Draft Revised Schedule A, listed on pages 8and 9 that:
  • incorporate direction to preserve existing agricultural land in the Northeast, Southeastand Southwest areas until the Growth Coordination Strategy and Integrated Infrastructure Management Plan are prepared
  • incorporate direction that a Peri-Urban Agricultural Plan (see motion below) be prepared prior to permitting urban expansion in the Northeast, Southeast and Southwest areas
  • incorporate direction to prepare an area specific vision when Council directs urban growth be considered in any of the Northeast, Southeast and Southwest areas
  • indicate that an Area Structure Plan prepared for the Northeast, Southeast or Southwest will include innovative approaches for food security, ecological networks, green infrastructure provision, demand reduction strategies and eco-design for residential, commercial, industrial,and natural uses.
  • indicate that a Northeast Area Structure Plan will include an approach to ensure the integration of long term peri-urban agricultural uses
  • indicate that a Southeast Area Structure Plan will provide for industrial and business uses
