TERMS OF REFERENCE FOR CONTRACTUALENGAGEMENT

Position: Field Coordinator – Vocational Skills and Entrepreneurship

  1. BASIC DETAILS

Duty Station: / Block Resource Implementation Unit (BRIU), in 2 blocks viz: Ramgarh and Mandu in Ramgarh district and 3 blocks viz: Dumka Sadar, Jama and Masaliya in Dumka district.
Language Required: / Fluency in written and spoken Hindi with working knowledge of English language would be an added advantage.

  1. BACKGROUND:

The Jharkhand Women Development Society (JWDS) is an autonomous society set up by the Government of Jharkhand with the broad objective to implement and manage state-level women’s development programs run by the Department of Women & Child Development and Social Security (DWCDSS), and/or other departments of the Government of Jharkhand. Its main vision is to protect and promote the rights of women and adolescent girls by ensuring their care, protection, development and socio-economic empowerment through various policies and programs.

With the support of the World Bank, DWCDSS is implementing a Project titled ‘Tejaswini- Socio-economic Empowerment of Adolescent Girls & Young Women’ in the state of Jharkhand. The Project aims to improve completion of secondary education and access to market-driven skills training for adolescent girls and young women in selected districts of Jharkhand. The Project supports DWCDSS in institutional system strengthening; improving access to appropriate social networks, educational and employment opportunities and facilitate innovation in intensive service delivery& coverage. JWDS is the implementing agency from the department for the Tejaswini project.

JWDS intends to set-up implementation units at block level as Block Resource Implementation Unit (BRIU) for intensive implementation and supervision.The BRIU will work under the guidance and supervision of district level units of the JWDS. Under the BRIU, JWDS now intends to hire Five (05)Field Coordinators – Vocational Skills and Entrepreneurship (01 each for 02 blocks in Ramgarh district & 03 blocks of Dumka district) to be part of the Block Resource Implementation Unit (BRIU). S/he will be responsible for implementing the Tejaswini program activities with focused responsibility of implementation of vocational and entrepreneurship activities at block level, but not be limited to, monitoring the physical progress, preparation of periodic monitoring reports at block level and disseminate the crucial findings with stakeholders.

  1. OBJECTIVES AND SCOPE:

The incumbent will be responsible for implementation of all the skills, vocational training and employment related activities of Tejaswini project at block level and will work in coordination with other team members of BRIU.Specifically, the incumbent will:

a)Support community mobilization activities at grassroots

b)Disseminate information regarding skill programs and vocational courses to the community through youth facilitators

c)Facilitate selection and enrolment of AGYW (in the age group of 14-24 years) in skill and livelihood programs

d)Counsel AGYW on self and wage employment aspects related with vocational training/s

e)Supporting and coordinating in IEC activities for mobilization of AGYW and community for enrolment into Tejaswini Club and information sharing on vocational and entrepreneurship skills.

f)Facilitate enrolment of AGYW in the appropriate training program/s after completion of life skills training in accordance with the background of the beneficiary, skills, interest and competency level

g)Assist successful trainees and groups in preparation of simple business plans in a group setting or at individual level

h)Identifying vocational training programs under government schemes and preparation of training calendar timeline for enrolment of AGYW.

i)Information sharing and counselling of AGYW on different government scheme (training programs) and its benefits/ opportunities.

j)Identify government and non-government credit options that are locally available and link the beneficiary, while guiding them on the related procedures, terms, and conditions.

k)Facilitate coordination with other schemes/ line departments under overall supervision and direction of District Resource Implementation Unit (DRIU) that have the potential to facilitating groups of AGYW for skill training under the different line departments and access to revolving funds andother livelihood supports for productive activities.

l)Link AGYW to the business or vocational skills training based on their interest and aptitude determined through counselling and case assessment process.

m)Facilitate business support services and market linkages for AGYW participating in self-employment/ business skills training.

n)Coordinate with the respective training providers engaged by the project for ensuring delivery of business and vocational skills courses through the cluster centre.

o)Track beneficiaries after completion of training to provide follow up support.

p)Work in close coordination with the government functionaries at panchayat and block level.

Report Documentation and Coordination

a)Prepare and update the performance evaluation reports periodically and share the findings with Block Coordinator.

b)Ensure periodic monitoring reports from bottom line in standardized reporting formats.

c)Liaise with project implementation team members, block level line departments, educational institutions, training providers, and other stakeholders to establish necessary project coordination and accomplish operational requirements for day-to-day tasks.

d)Participate and/or organize in relevant seminars, workshops, consultations etc. as and when required.

e)Suggest innovative approaches and strategies that could be used to improve program implementation on the basis of best practices being implemented in other programs/states.

f)Any other relevant task as delegated by the District unit/State unit, JWDS/ DWCDSS and/or other officials nominated by the Secretary,DWCDSS.

  1. REPORTING AND REVIEW

The Field Coordinator - Vocational Skills and Entrepreneurship will report to Block Coordinator, BRIU and work under his/her direct supervision on day-to-day basis.

  1. EDUCATIONAL QUALIFICATION AND EXPERIENCE

a)Graduate degree in Sociology/ Social Work/Psychology/Social Development or graduate degree in any equivalent stream.

b)Minimum 2 years of experience in Government or Non-Government Organizations in imparting and coordinating for vocational skills training / business skills.

NOTE: Candidates having relevant experience in dealing with Adolescent Girls and Young Women program and issues of the state government/central government will be given preference and weightage over and above the required qualification.

  1. SKILLS REQUIRED

a)Willingness to travel to field sites is essential.

b)Ability to work with a field team effectively.

c)Good communication, liaising and organizational skills.

d)Working knowledge of computer (MS-Office- Word, Excel, Powerpoint) is essential.

  1. REMUNERATION

The remuneration for incumbent would be Rs.17,800/- per month inclusive of all. Only travel expenses will be paid as per actuals. S/he will be located at the BRIU office in any one of the blocks of Ramgarh or Dumka (Jharkhand) for which s/he has been engaged. The position requires extensive travel to block/village levels within the block as per project requirements.

  1. APPLICATION PROCEDURE
