MINUTES OF ANNUAL MEETING HELD IN THE VILLAGE HALL,
GREAT THIRKLEBY ON MONDAY 9th FEBRUARY 2015 AT 7.30PM
PRESENT: Councillors: Richard Linton (Chairman), Jennifer Hazell, Alison Turner, Richard Atkinson. Honorary Clerk: Alison Turner.

15/01 APOLOGIES FOR ABSENCE

15/02 MINUTES OF THE MEETING HELD ON 24th NOVEMBER 2014
The minutes had been previously circulated. The minutes were unanimously agreed as a true and correct record and were signed by the Chairman.
15/03 PUBLIC FORUM
1. Caring for Carers in the Community – Mrs Fiona Kaley, Information and Development worker at Hambleton & Richmondshire Carers’ Centre made a presentation on the role of this Unit and TPC agreed to display leaflets advertising this service to the community. The intent of the Unit is to support carers in the Community and to recruit any volunteers who would like to assist the Unit in advertising their activities. Leaflets will be placed on noticeboards.
2. Robin Alexander – Planning Application for agricultural/industrial development in Kilburn. Mr Alexander from Kilburn made a brief presentation to the meeting highlighting this planning application in Kilburn and its impact on the community including parishioners in Osgodby. Cllr Linton proposed that TPC write a letter to Hambleton District Council expressing our concerns over increased traffic and to support Kilburn Parish Council and the residents of Osgodby, in their opposition to this planning application. This was seconded by Cllr Richard Atkinson and unanimously agreed by all Councillors.
3. Pat Ludiman – PCC All Saints Church activity. Mrs Ludiman updated the meeting on developments in Thirkleby Church. The new bells have been delivered and installed and restoration work to the church was being completed. An open ringing evening was to be held on 3rd March. Feedback from residents was invited concerning the ringing of the bells. The annual meeting of the PCC is to be held on 30th March. Special thanks were made to Lucy Atkinson for all the work she does on the Parish Magazine.

15/06 CLERK’S REPORTS AND MATTERS ARISING
Update on reports of pot holes in Great Thirkleby: Councillor Turner advised the Council that approaches had been made again to get pot holes filled at the first incoming bend into Great Thirkleby Village, however strict rules on depth of pothole meant that they were not scheduled to be filled at present. Concern was expressed at the potential danger of these extensive potholes and County Councillor Mrs Patmore agreed to make further representations to N.Y.C.C.
15/07 FINANCIAL MATTERS AND DECIDE FURTHER ACTIONS WHERE NECESSARY
1. Cllr Atkinson presented the accounts to date.
2. Cllr Atkinson presented the accounts forecast.
3. Cllr Atkinson reported that the requested precept amount of £2750 had yet to be confirmed by Hambleton District Council.
15/08 REPORTS FROM PARISH COUNCILLORS
1. Cllr Linton expressed the view that he was inclined to leave a proposed Village Meeting, inviting residents to decide what they would like to do with the remaining £800 from the compensation payment received from HDC, until after the elections in May.
2. Cllr Atkinson has been approached by some residents concerned at increased dog fouling in Thirkleby. He has contacted the dog warden who visited the village. Educational signs will be displayed in strategic places within the village.
15/09 REPORTS FROM COUNTY & DISTRICT COUNCILLOR
1. Cllr Caroline Patmore informed the meeting that the Council Tax for NYCC was proposed to be increased by 1.99%. HDC was not proposing to raise their Council Tax this year.
2. It was noted that Thirsk Library is likely to be run by mostly volunteers.
3. There are planned changes proposed to the boundaries of Wards in order to reduce District Councillors from 44 to 28. Thirkleby will be in Raskelf and White Horse Ward.
