Emergency Preparedness and Community Outreach Coordinator

Under general supervision, this position serves as the liaison between the Shawnee County Health Agency and the community in preparing, coordinating and implementing the Emergency and Bioterrorism Preparedness and Response Plans. Oversees community relation activities. Supervises the Medical Reserve Corps Coordinator, Community Relations Specialist and other staff. Performs other duties as assigned. This position is supervised by the Health Agency Director.
WORK PERFORMED
25% Supervision. Supervises staff with respect to accountability for performance and behavior including approval of absences to conform with personnel needs, discipline of employees, staff development and training, completion of performance evaluations and other personnel related functions. Participates in the hiring and promotional process. Instructs staff on proper completion of tasks. Inspects and reviews work of staff to ensure that projects are complete. Establishes work schedules and assigns work. Checks work procedures/products.
25% Facilitation. Facilitates regional efforts with county health department partners to ensure appropriate response to public health emergency, training and exercise activities and resource acquisition.
18% Program Management. Writes and maintains local memorandums of agreement. Reviews local and state ordinances impacting the response plan. Manages the CDC National Pharmaceutical Stockpile Program in Shawnee County.
15% Communication and Collaboration. Collaborates with the Health Officer on news releases during instances of disease outbreak or other public health emergency situations. Functions as editorinchief of inhouse publications and external Agency communications. Ensures proper coordination of MRC and Agency volunteer activities. Briefs governmental officials and other local decision makers. Works with community providers, Emergency Management, hospitals and other local, state and federal emergency response agencies.
9% Assessment. Assesses local public health agency capacities to plan, coordinate and improve public health preparedness.
8% Training and Exercise. Develops and exercises the comprehensive plan in cooperation with Shawnee County Emergency Management and attends state exercises and training.

· Public health services, emergency response preparedness activities, communicable disease theory and practice.

· Health education, health promotion, prevention strategies and a wide range of public and community relations avenues.

· Communicate effectively using the English language, both orally and in writing, to a wide audience of professionals, community agencies and the public.

MINIMUM QUALIFICATIONS
Degree from an accredited college or university in communications, journalism, public relations, public health, education, health education, community health or related field.
Two (2) years related experience in community relations working with multi-agency collaborations or managing comprehensive communications programs in a facility or community.
SPECIAL REQUIREMENTS
Required to pass a pre-employment physical and drug screen.
Required to lift thirty (30) pounds.
