The Yolo County Workforce Investment Board convened in the offices of Yolo County Department of Employment and Social Services at 25 North Cottonwood Street, Woodland, CA, with the following persons in attendance:

WIB members, staff, or the public may address the Workforce Investment Board Executive Committee on subjects relating to employment and training in Yolo County. A time limit may be imposed. No action may be taken on non-agenda items.

2.  Welcome Comments and Introductions
Ken Garrett called meeting to order at 8:10 a.m. with quorum present.
3.  Presentation: Cambridge Junior College by Dan Flores
Leo Reyes – Director of Admissions for Cambridge Junior College
Cambridge Junior College is celebrating their second year anniversary in September in Woodland.
The initial goal of Cambridge is to help those students who are interested in reaching their goals. With Cambridge School as small as it is, this gives Cambridge the unique opportunity to understand the needs, struggles and where the students want to go. There is one instructor the whole time the student is in school and the instructor gets to know them personally. The facilitator has no more than 30 students at a time. Students can focus on 2-3 classes at a time. The focus and material retention increases due to the module system in use. From the beginning of the program, Cambridge’s focus is on their students obtaining employment. The GPA for disqualification from the program is 2.0. If student is qualified, there is Title IV Funding at Cambridge. This school has now been approved for Pell grants.

8.  Conference and Training Updates

·  CWA/Meeting of the Minds, September 4-6 in Monterey was attended by Terri LaBriola and Tanya Provencher

Terri LaBriola shared some highlights of conference:

·  Training job candidates during these economic times was one of the topics discussed.

-  It may be helpful to the board to have access to the statistics of individuals coming to the One-Stop as this may bring up discussion and strategies around how we could better serve individuals and possibly additional funding to help better serve our population.

·  More specific data about the individuals such as how long they have been unemployed, what their education level is, what kind of jobs they came from, are they under-utilized, and do they need basic skills training.

·  Focusing on specific populations such as prison re-entry and finding jobs for veterans coming back from service. There is money available- important to look at the demographic in our area.

·  Presentations on where the future job growth is.

Tanya Provencher shared some highlights she was able to focus on:

·  DESS would like to focus on the professionals who are coming through the DESS doors to help move them back in to the workforce. We would also like to find ways to make our building user friendly.

e.  Yolo Youth Opportunity Council - Janis Holt, Chair

Janis reports Stream and Sedona Tuss resigned from the Yolo Youth Opportunity Council and are now attending Sonoma State University. The Youth Council is in the process of recruiting eligible youth.

The next Youth Council meeting will be September 27, 2012 with a presentation from RISE (Rural Innovations in Social Economics).

The Youth Council worked closely with the Office of Education, and they have been working on implementing the Work Readiness Certificate. They interviewed 40 youth who were interested in getting the certificate last May. This is a successful program.
