Job Purpose:

1.To deliver an effective anti-social behaviour service for Brent, dealing with resident complaints, taking suitable enforcement action where necessary, and co-ordinating partnership problem solving forums for the resolution of embedded community safety problems within a specified locality.
Principal Accountabilities and Responsibilities:
1.  To investigate complaints of anti-social behaviour and apply appropriate measures to address that behaviour; these may include reference to partner agencies and/or direct intervention and enforcement action with alleged perpetrators.
2.  To coordinate, with support and minimal supervision end to end, community safety projects in support of the Safer Brent Partnership priorities.
3.  To risk assess vulnerable victims of personal ASB and implement appropriate case management plans.
4.  To accurately record and maintain case details to produce statistics for the Safer Brent Partnership and for evidential use.
5.  To support the review and implementation of the SBP ASB strategy and action plan.
6.  To work with partners to review and refine systems for sharing information regarding individuals or groups causing harassment, alarm and distress in our communities.
7.  To work to enhance partnership working inside and outside of the authority influencing partners to play a role in the delivery of the priorities of the Council and in particular the Community Protection Team.
8.  To co-ordinate and support regular meetings of partner agencies to examine interventions to address anti-social behaviour at individual and group level and for vulnerable victims.
9.  Manage personal workload, changing priorities and personal objectives.
10.  Compile, produce and present reports for committees, council and other partners as required.
11.  Compile reports and briefings for senior managers and members as required.
12.  To prepare and distribute publicity and promotional material.
13.  Establish and support structures to facilitate residents feedback on the service they receive from Community Protection Team.
14.  To support multi agency community safety projects.
15.  To use council IT systems as appropriate
16.  Carry out duties with due regard to the Council’s Customer Care, Equal Opportunities, Information Governance, Data Protection and Health and Safety policies and procedures.

Person Specification
Knowledge and Qualifications:
·  Proven ability to apply problem solving methods (e.g. SARA and situational crime prevention methods)
·  Good understanding of crime theory and crime and disorder legislation gained in a relevant criminal justice agency.
·  Knowledge and experience of data protection, accessible information and data sharing procedures appropriate to local government.
·  Evidence of relevant Continuing Professional Development (CPD).
·  Knowledge of relevant legislation relating to anti-social behaviour and harassment, including the Crime and Disorder Act 1998, Anti-Social Behaviour Crime and Policing Act 2014.
·  Knowledge of the Anti-Social Behaviour escalation process.
·  Knowledge of other relevant ASB legislation
·  Understanding of the types of interventions used with perpetrators of Anti-Social Behaviour.
·  Knowledge of project management techniques.
Experience:
·  Experience of working in a multi-agency community safety environment
·  Experience of working across a multi-faceted and diverse environment with a range of stakeholders
·  Experience of delivering community safety outcomes through a project management methodology
·  Experience in the investigation and preparation/presentation of cases for enforcement.
Skills and Abilities:
·  Comprehensive understanding of the English language for report writing and briefings.
·  Effective communicator, able to present findings and deliver verbal and written updates to a range of audiences
·  Good interpersonal, partnership and team-working skills.
·  Proven ability to confidently use technology and software including browsers, databases, word processors and spread sheets.
·  Proven ability to establish and maintain a cooperative and team-based approach with all colleagues.
·  Proven ability to establish and maintain effective partnerships, by actively building relationships and networks of peers, partners, stakeholders and others.
·  Proven ability to be innovative, learn new skills and constructively contribute to the changing needs of the organisation.
·  Willingness to work outside normal office hours and participate in evening and weekend work, when required.
·  Possess a clear personal commitment to customer care, tolerance, equal opportunities and an understanding of the relevance to the post.
