The minutes of the Parish Council meeting held on the 22nd February 2011 were proposed by Cllr Fennell and seconded by Cllr Cawthorn as a true record and unanimously accepted and signed by the Chairman.

Banking Arrangements:
It was proposed by Cllr Cawthorn and seconded by Cllr Gatehouse that the Council should switch from the Bank of Ireland to the HSBC with effect from the 1st April 2011 approved signatories to remain the same, this was unanimously agreed, clerk to implement immediately.

Clerks Report:
The Clerk confirmed he had emailed Highways regarding extending the path from No12 Scalford Road towards the last property before Eastwell Crossroads – no response to date.
A letter had been sent to the Methodist Church Goadby Marwood regarding street lighting – no response to date.
The Clerk pointed out that during last months discussion on allotment rent no mention had been made regarding the Herbage Charity land, after discussion it was unanimously agreed to increase this to £42.00 per year effective 1st February 2011.

HMR&C Paye:
Under new rulings it was necessary from the 1st April 2010 for all Parish Council employees to be paid under a PAYE scheme which meant registering with HMR&C, this might involve the purchase of a new programme for the Clerks computer at a cost of around £40.00 this was unanimously agreed.

Additional Grit Bins:
Highways Department had agreed to meet Cllr Whiston on Friday 25th March on Chapel Street to agree the positioning of the Grit Bin, however they would not agree a bin for the road into Goadby Marwood as this was a routine precautionary salting route. After discussion it was agreed to request a bin at the bottom the village as the gritter only went partway down the road.

Hedging & Mowing Contract:
The current contactor was more expensive than other quotes and it was proposed by Cllr Gatehouse and seconded by Cllr Fennell that the existing contractor should be given the opportunity to review his quote as the service provided was very good, this was unanimously agreed, the clerk was requested to deal with this

Eaton:
a)  Cemetery Railings it was proposed by Cllr Hewson and seconded by Cllr Cawthorn that the quote of £200.00 for painting the railings be accepted, unanimously agreed.
b)  Bus Shelter it was proposed by Cllr Whiston and seconded by Cllr Fennell that the quote of £80.00 for staining the bus shelter be accepted, unanimously agreed.
c)  Ivy on Bridge it was proposed by Cllr Fennell and seconded by Cllr Whiston that the quote of £200.00 for removing ivy from wall at Undle including removing debris be accepted, unanimously agreed
d)  Telephone Box it was unanimously agreed that this should be inspected and repaired as required.

Cllr Gatehouse had attended the local branch meeting of the Association at the Council Offices and reported that the Borough Council had reduced senior staff from 11 to 7. Funding in various areas had been stopped which would effect families with special needs and victims of Anti Social behaviour .
Cllr Cawthorn had attended the Community Forum and reported;
Broadband - other suppliers being looked into - being dealt with!!!
Youth services - Elaine president of Young Farmers Self Fund Good for Them!
Police report - Inspector John Gray gave overview - crime is diminishing in LeicestershireLocalism Bill - Derk van der Wardt gave presentation (hand out available)
Byron Rhodes - funds will be available - Comm F Budget - next meeting
Green Spaces - flags on map - worried that done enough
