Reporting Relationships:Reports to Facilities Capital Projects Manager. Contacts normally include contractors, County Facilities Management personnel, Branch Managers and staff.

Supervisory Responsibility: Maintenance Mechanic II (3), and Automotive Equipment Operators (3). Technical training and support are provided to building custodians.

Overall Purpose of Job:This is responsible skilled and supervisory work in the maintenance, repair, and operation of library buildings, facilities, and equipment. While major repairs, HVAC maintenance, and vehicular maintenance are performed by County service agencies, this position bears responsibility for the continuing maintenance, renovation, and repair of buildings, grounds, and equipment throughout the library system, and for the management of the library's delivery service. Work also involves representing library needs to contractors and County service agencies.

Minimum Qualifications: Graduation from high school or vocational school, supplemented by vocational training in the building trades and five years’ experience in facility maintenance and repair operations, including hands-on experience in the use of tools and equipment related to the building and mechanical trades and three years’ supervisory experience; or an equivalent combination of experience and training that has provided the knowledge, abilities, and skills listed below.

Necessary Special Requirements: Possession of a valid Class C operator's license issued by the State of Maryland.

A.Maintenance Coordination and Management

  • Plans, organizes, and supervises the work of Maintenance Mechanics engaged in the maintenance, renovation and repair of library buildings, facilities, and equipment
  • Estimates manpower, supplies, and material costs; prepares materials requests
  • Supervises and participates in the work of skilled workers in carpentry, roofing, sheet metal, masonry, painting, plumbing, heating, air conditioning, electrical, decorating, or related building, grounds, and equipment repair work
  • Designs, plans, and carries out projects in the building and mechanical trades
  • Schedules and performs routine preventive maintenance using checklists to ensure that machinery runs smoothly, building systems operate efficiently, and the physical condition of the buildings does not deteriorate
  • Inspects and diagnoses problems and determines the best way to correct them, often using blueprints, repair manuals, parts catalogs, etc.
  • Maintains maintenance equipment in operating condition
  • Maintains stock of maintenance supplies
  • Uses common hand and power tools such as screwdrivers, saws, drills, wrenches, and hammers as well as specialized equipment and electronic test devices
  • Leads and participates in large scale and routine preventive maintenance procedures
  • Plans, designs, and oversees minor interior and exterior renovations to buildings such as creating closets, storage, offices, etc.
  • Responds to maintenance requests from branches by assigned deadline
  • Evaluates and changes procedures to insure efficient delivery of services
  • Develops strategies for providing service
  • Assists in the development of system maintenance standards
  • Assists in the development and execution of maintenance training for the system
  • Advises managers and administration on formulation of capital outlay requests for operating budget, and requests for inclusion inCounty Facilities Management budget for repairs and renovations
  • Advises managers and administration on maintenance technology, trends, and techniques
  • Serves as consultant on maintenance issues related to capital projects
  • Prepares preliminary plans and specifications for contract repair and maintenance services
  • Inspects aspects of contract performance on behalf of the library system
  • Responds to reports of fires, vandalism, and other emergencies at library facilities and takes corrective and protective measures required in emergency situations including contracting vendors, filing incident reports, and preparing recommendations as appropriate for preventive measures
  • Drives vehicles in carrying out field assignments
  • Maintains control of mobile crew who at any given time may be performing work in several locations throughout the library system
  • Consults with managers and supervisor on maintenance requests for service
  • Coordinates work with outside contractors and agencies
  • Reports regularly to Branch Managers and supervisor about work in progress
  • Learns new skills and technology to retain proficiency in maintenance area
  • Participates in training and attends workshops

B. Delivery Service Coordination and Management

  • Plans and organizes delivery service
  • Submits budget request to supervisor
  • Assigns routes and daily work assignments to Automotive Equipment Operators
  • Monitors vehicle operation and maintenance
  • Evaluates and changes procedures to insure efficient delivery service
  • Drives cargo trucks in the delivery or collection of library materials.
  • Consults with Maintenance Mechanic II on regular basis regarding maintenance service, and upkeep of library's vehicular fleet

C.Safety Coordination

  • Maintains and instructs subordinates in safety procedures and requirements
  • Maintains required files
  • Follows library system's safety standards
  • Recommends safety improvements
  • Keeps abreast of new safety standards and practices for the maintenance, driver, and custodial trades

D.Supervision

  • Instructs and guides staff in the objectives, policies and procedures of AACPL and in accordance with its vision/mission and goals
  • Plans, assigns/delegates and sets work priorities for staff as appropriate
  • Schedules regular meetings with staff and communicates updates regarding branch/department and/or system changes
  • Observes, coaches, evaluates and documents performance and recognizes staff contributions in accordance with AACPL policies
  • Assess, identify and coordinate staff training and development needs
  • Provides counsel and support to staff in acquiring resources, resolving complaints and meeting their department/branch and personal development objectives
  • Consults with immediate supervisor or Branch Manager/ Department Head and/or Human Resources regarding personnel concerns
  • May collaborate with staff in planning branch/department objectives and goals
  • Maintains a working knowledge of duties, policies and processes in order to fill in for or assist staff when needed
  • Demonstrates and acts in accordance with library core values and serving as a role model and mentor for staff

E.Custodian Training

  • Assists in the development and execution of custodial training for the system

F.Other Duties as Assigned

  • Willingly and cooperatively performs tasks and duties which may not be specifically listed in the position description, but which are within the general occupational category and responsibility level typically associated with the employee’s class of work.

G. Work Effectiveness Skills

Accountabilities: Work is evaluated through observation while in progress and reviewed upon completion for the quality and quantity accomplished. Specific accountabilities include but are not limited to the following:

1. General condition and functioning of library facilities and equipment meets standards as established with supervisor, library administration and branch management.

2. Meets development objectives as established with supervisor.

3. Work is performed in keeping with established standards for building and mechanical trades and in accordance with applicable national, state, and county codes.

4. Maintains good working relations with supervisor, administrative staff, branch staff, and County Facilities Management personnel.

5. Updates skills by participating in training and other learning opportunities.

6. Contributes ideas that improve the appearance and functioning of library buildings and equipment.

Working Conditions:

  1. Physical Demands: Performs variety of tasks in a single day, generally at a number of different locations. May stand for long periods, lift heavy objects (50+ lbs.), and work in awkward and cramped positions or on ladders. Work requires a considerable amount of movement and physical activity.
  2. Emotional Demands: Some pressure related to sustained periods of high-volume activity and multiple deadlines.
  3. Social Environment: Most work performed when others are around; may work alone occasionally.
  4. Physical Environment: Some exposure to uncomfortably hot or cold environments. The work environment is characterized by conditions which may be dusty or dirty. Possible exposure to disagreeable odors and some hazardous conditions.
  5. Mental Demands: This is skilled technical work requiring sound reasoning and independent judgment. Work is performed under limited supervision, and allows for discretion and some variance in work routine.

Special Working Conditions:

The incumbent of this position is considered on-call emergency personnel and may be required to respond to emergencies or perform duties outside of regular work hours.

Knowledge, Skills, and Abilities:

1. Thorough knowledge of the methods, techniques, and practices of the maintenance, renovation, and repair of buildings and related facilities and equipment.

2. Thorough knowledge of materials, supplies, equipment, and practices used in maintenance, carpentry, roofing, sheet metal, HVAC, plumbing, masonry, painting and electrical work.

3. Thorough knowledge of the operation and care of equipment, tools, and supplies related to the maintenance, renovation and repair of buildings and facilities, and of work hazards and precautionary measures.

4. Thorough knowledge of applicable county codes, regulations, and safety requirements.

5. Knowledge of the procedures for safe and efficient operation of passenger and light commercial vehicles.

6.Ability to diagnose equipment failures and maintenance needs and to plan effective corrective action.

7. Ability to supervise and train other workers in approved cleaning, maintenance, and repair operations.

8. Ability to work from engineering drawings and specifications and to prepare working drawings and specifications for repair and maintenance needs.

9. Ability to plan and supervise the work of others.

10. Ability to evaluate contract work with regard to adherence to plans and specifications and general quality of workmanship.

11. Ability to prepare and maintain moderately complex records and prepare reports.

12. Ability to solve complex mechanical problems.

13.Skill in the use of a wide range of tools and equipment of the building and mechanical trades.
