HOUSE OF REPRESENTATIVES
REQUEST FOR INTERIM STUDY PROPOSAL
DATE: May 13, 2015
BY REPRESENTATIVE(S):
Biggs, Scott
TOPIC OF THE PROPOSAL:
Courthouse Security across the State
EXPLANATORY COMMENTS ON THE SCOPE OF THE STUDY PROPOSAL:
This session we discussed some of the shortfalls of courthouse security across the state, and passed a county funding option. At no time did the discussion include any type of security standards for counties to look at, any type of direction for how the new funds are to be spent or any plan to bring courthouses up to a level of security which unfortunately has become a necessity in this day and time.
I would like to conduct a study in which we learn about the minimum standards all courthouse should have in place to protect all those who use the facility, not just the employees. I will plan on hearing from the individuals who helped draw up the plans for the remodeling of the capitol building, and security concerns they had and how those have been addressed. I will plan on hearing from county commissioners, county sheriffs, members of the judiciary and district attorneys.
The goal would be to file legislation next year, which develops a minimum standard for security protocol for courthouse to implement at such time as a new courthouse is built or significant remodeling of the existing building takes place.
