902.Motion from Councillor Dermot Lacey

To ask the Manager if he will once and for all arrange a meeting between the relevant Officials in Dublin City Council, South Dublin County Council and Dun Laoghaire Rathdown County Council and Councillors and residents to discuss and resolve the problems relating to the Dodder Valley Sewer located on the grounds of the former UCD Horticultural grounds at Thornfield that has seen a significant increase in rats in the area and a continuous odour problem for adjoining residents.

This Committee requests a report from the Manager on what steps can be taken in relation to the following issues in Palmerston Park:

1)Architectural Survey on condition of and action required to protect and upgrade all buildings in Palmerston Park.

2)The restoration of the former pond in the Park and immediate steps to ensure that it is made safe for children.

3)Consideration be given in consultation with the Richview Residents Association and others for the establishment of a Park Users Forum.

4)Completion of full tree inventory and possibility of developing a Tree Trail.

This Committee requests the Manager to arrange a meeting between all the relevant Officials, these councillors and the Pembroke Cottages Area Residents Association to discuss the following issues:

· Continuing problems with drains and sewers in the area.

· Assistance that may be available for community and Residents Association activities.

· Proposals for Herbert Park and improvements thereto

· Plans for the Centenary Celebrations for the Cottages.

Further in advance of the meeting with residents we ask the Manager to supply these Councillors with a copy of the agreement relating to the provision of the all-weather pitch at Herbert Park that was approved by Councillors.

To supply an engineer's report on the structural condition of Huband Bridge and it's suitability for the current volume of traffic. Brickwork at the access to the bridge at Percy Place has become dislodged.

To ask the Manager what support and help is available to a member of the community who wishes to clean up and possibly open up to the public the currently unused green area at the corner of Shaw St and Townsend St, Dublin 2 - help is needed in identifying the owners, and in organising a clean-up.

The state of Grove Park continues to deteriorate due to some landlords neglecting to take care of bins and refuse. This committee agrees that the litter warden be requested to inspect the area on a weekly basis and that theThe Property & Title Research Section in the Law Department prepare a list of the names and contact details of all the Landlords in Grove Park.

917. Motion from Councillor Mary Freehill

That the parking spaces on the centre median at Zuma Terrace in Mount Drummond be marked and included in the Residential disc parking scheme. Currently this space is used to sell cars on the public road which is illegal. Furthermore that the Garda Traffic Officer be made aware of this practice and be requested to take appropriate action.

Following my motion a year ago regarding the dangerous design of the extended islands at the exit from Charleville Road onto Leinster Road and the fact that no action has been taken, this committee now recommends that the no entry from Grosvenor Road to Charleville Road be changed to allow traffic enter between 10.00a.m to 4.00p.m.

This Area Committee calls upon the City Manager to secure the necessary additional funds to refurbish the pavilion and lake in Palmerston Park, Dublin 6, which have become run down and which are in urgent need of physical repair.

This committee expresses its extreme concern at the recent decision of the City Manager to postpone again the decision as to whether the City Council will proceed with the proposed incineratorat Poolbeg andbelievesthat, notwithstanding the inordinate public fundsalready invested, the project will not proceed as planned in light of the ongoing uncertainty.

This Area Committee, whilst recognising and respecting the constitutional right of every citizen to assemble and protest, opposes the ongoing failure by the City Council to enforce the planning laws arising from the ongoing breaches of planning permission by the Central Bank at the Central Bank Plaza, Dublin 2, and calls upon the City Manager to enforce those planning laws in order to enable people living and working in the area of Dame Street to enjoy an environment that is compliant with the planning laws.

The retail accommodation is located over a surface level car park (74 no. spaces) and connection from the car park to the retail area above is contained within a circulation area (via travelators, lift and stair cores) located along the southern and western elevations. The proposed building is a three storey equivalent structure. A new civic space is proposed adjoining Rathfarnham Road. A new vehicular access will be provided from Beechlawn Way and involves widening of part of Beechlawn Way (western end). Permission is also sought for revised boundary treatments, hard and soft landscaping, service area/dock leveller, signage and all associated site and development works.

Order: Report noted. Cllr. Lacey expressed concern that the canal footpaths are being used for markets. Cllr. O’Callaghan stated that the bins at Church Lane, Rathmines were not being collected properly. Cllr. Freehill suggested that Cllr. Parodi should be included in the sub group involved in the Tall Ships 2012 festival. Cllr. Flynn asked if he also could be included. Cllr. Flynn also asked for an update on the Bavaria City Race to be held in June. Cllr. Freehill asked for a report on the criteria by which Community Arts Grants are allocated.

This committee calls on the Manager to establish a pilot scheme to look at introducing measures to rejuvenate the commercial centre of Ringsend Village

This Committee calls on the Manager to take steps to address the problem of litter, fly-tipping and illegal dumping that is plaguing the green space area in front of Swan Grove in Ranelagh and surrounding streets such as Alma Tce, Alma Court and Rugby Villas. Regular dumping of household litter, carpets and general rubbish takes place. In particular can the waste management department play particular attention to this area and the street cleaning team be requested to roster this area for increased and especially thorough attention. In addition can the Manager notify the Gardai in Rathmines and the Community Garda in particular of this problem so that offenders can be identified and fined as appropriate.
