Introduction of Report

The following report contains information regarding the funding and operating of all four public school districts within MorrowCounty. These school districts areCardington-LincolnLocalSchool District, HighlandLocalSchool District, Mt.GileadExemptedVillageSchool District, and NorthmorLocalSchool District. The information provided herein is, to the best of my knowledge, accurate, and gathered through direct sources whenever possible.

This report addresses specific areas of school funding, it does not address areas of school expenditure. It also does not take into consideration any factors such as occupational opportunities in each community, and how they might affect tax intakes.

The data provided here is in effect raw data and has not been interpreted in anyway.

The specific questions which this report addresses are as follows:

1)What are Exempted Village School Districts and which districts are defined as one in MorrowCounty?

2)Do any Morrow County School Districts plan on implementing a “Pay to Participate” program for their athletics?

3)How do the Morrow County School Districts compare in regards to the transportation which they offer their students?

4)How many elective courses are offered at each of the high schools within MorrowCounty? (The information regarding this topic within this report in incomplete because the appropriate officials were unavailable at the time of inquiry)

5)How many teachers are on staff within each MorrowCountySchool District, and each of the individual schools?

6)How many students are enrolled within each MorrowCountySchool District, and each of the individual schools?

7)How many students per teacher are there within each MorrowCountySchool District, and each of the individual schools?

8)How do the Morrow County School Districts compare to one another with regards to their sources of funding toward their General Funds

Information regarding the sources of detailed information is included with the information on their respective pages. A more detailed inclusion of sources is also present at the conclusion of this report.

The research, as well as compiling work put into this report was done by Shaun Shotwell, a private citizen in Mt. Gilead, Ohio.

All information provided here is also public domain, whereas every citizen of the community should have free access to the information herein provided.

LocalSchool Districts and Exempted VillageSchool Districts

For Clarification

*The term “ExemptedVillageSchool District” is a holdover from districts created before September 16, 1943 that were not quite big enough to be considered cities. They were exempt from being controlled by the county (now also no longer in existence) school district’s control.

**No new exempted villages may be formed as stated in Section 3311 of the Ohio Revised code.

***A school district may choose to be redefined as a LocalSchool District, but may not go back to being defined as an ExemptedVillageSchool

****A local school district is any district not defined as a city school district, exempted village school district, joint vocational school district, or a county school district.

*****There is no other difference by law between these two classifications

Pay to Participate Programs

For Clarification

*The Pay to Play program is now called the Pay to Participate program because of a court case a while back which a parent sued the school because their child did not actually play in any official game over the course of the entire season. Students pay to participate with the team in practices, but are not guaranteed playing time in a game.

Transportation of Students Attending Morrow County School Districts

3327 Transportation of Pupils (Ohio Revised Code)

“In all city, local, and exempted village school districts where resident school pupils in grades kindergarten through eight live more than two miles from the school for which the state board of education prescribes minimum standards pursuant to division (D) of section 3301.07 of the Revised Code and to which they assigned by the board of education of the districts of education shall provide the transportation for such pupils to and from such school except as provided in section 3327.02 of the Revised Code”

Cardington-LincolnLocalSchool District
Student transportation for students enrolled in the HighlandLocalSchool District is available to all students so long as they live within the district. There is no restriction on how far you have to be away from the school in order to receive transportation, and it is offered for all Grade levels.

Student transportation for students enrolled in the MountGileadExemptedVillageSchool District will be provided for all students grades K-8 which reside one mile or further from the school which they attend.

NorthmorLocalSchool District
Student transportation for students enrolled in the NorthmorSchool District is available to all students so long as they live within the district. There is no restriction on how far you have to be away from the school in order to receive transportation, and it is offered for all Grade levels.

Electives At County Schools

For Clarification

*For the purpose of this report we are defining an elective as a non-core curriculum course. Therefore classes such as calculus, which are offered, but not required courses are not factored into the numbers. Also, Technical and Career (vocational) courses as well as PSEO classes are offered uniformly across the county, therefore they are also not factored into this report.

**Please note that the numbers here are reflective of the number of electives at each high school in the county. This report does not reflect or contain data involving any elective courses offered at any level of schooling other than high school. It is possible that schools within the county offer electives at levels other than high school.

***This information was not received from both Cardington-LincolnLocalSchool District as well as Mt.GileadExemptedVillageSchool District after multiple attempts to contact them regarding this information.

*The percentages given here are in relationship to the district’s total funds. In many situations the percentage of the funds use within each school’s general fund is higher than it would appear here.

**Factor which affect the total fund that are not counted in a general fund are expenses such as scholarships, and student activity funds, and other such factors. These factors are included with these percentages.

***Federal Funding is tracked separately, and reported separately from the general fund. This is the primary reason why the general fund is not being used in this report, but rather the total funds of the district.
