Hardened Facility Managers’ Conference

For those of you that plan to spend a night or several nights inside the Site, information is as follows:

If you arrive after 4:30 pm, when Pass and ID closes, approach the Main Gate and the Pentagon Police Department Officers will be able to look you up on the access roster. They will then issue you a temporary visitor badge. Please note that this only works if you are on our access roster for the conference!!!!! After parking, proceed to the Security Building and process through Security there. You will be told from there where you will go for your billeting.

Parking for Conference Attendees in POVs (if you are staying at the Site or have requested ahead of time to drive for a day) will be part the Security Building toward C Portal on the left side. Twenty (20) spaces will be blocked off with orange cones with a sign saying “Conference Parking.”

Attached to this email is driving instruction to RRMC for those that will be staying overnight or must drive in for some reason. All others will be expected to meet a bus at one of the designated hotels in Gettysburg. A bus schedule is attached.

SECURITY GUIDANCE

Conference ID must be worn at all times when on the installation.

ENTRY INSPECTIONS:

All containers, equipment, and hand-carried items being introduced into the RRMC will be inspected. These inspections may be accomplished by either processing items through the x-ray machine or physically inspecting each item manually. (NOTE: The x-ray machine does not harm medicines, food, magnetic tapes, or other such items.)

Persons hand carrying classified material in or out of RRMC must have a DD Form 2501, Courier Authorization Card, or courier authorization letter issued IAW organization directives.

PROHIBITED ITEMS:

Cameras, cell phones, camera phones, pagers (capable of transmitting) PDA's, personal laptops and electronic devices capable of recording are prohibited inside the mountain.Please leave these items at your hotel. Government equipment will require an Optional Form 7 for removal.

Taking photographs of RRMC is prohibited.

CLASSIFICATION OVERVIEW:

·  The Existence, location, and basic mission of RRMC is – unclassified - FOUO and should be protected and discussed only for official reasons.

·  Specific capabilities, capacities, design details, or listing of unmanned agencies is - CONFIDENTIAL and should only be discussed with those who have the proper clearance level and “Need to Know.”

·  Planning assumptions, vulnerabilities, or COOP Plan details are - SECRET and should only be discussed with those who have the proper clearance level and “Need to Know.”

Classified discussions must be in approved areas only.Despite our secure appearance, we do have employees and visitors throughout the facility who do not have a security clearance.

OPSEC GUIDANCE:

To protect the operations and activities of RRMC, we ask that you:

·  Avoid conversations about RRMC with unauthorized personnel.

·  Do not confirm or deny information about RRMC to reporters or radio stations.

·  Do not post RRMC information on internet web pages.

Remember: The more the public knows about this facility, the more our adversaries do,

and the more vulnerable we become.

On behalf of COL Daniel S. Roper, Installation Commander, welcome to Raven Rock Mountain Complex – Site R.

Working at Raven Rock Mountain Complex requires a Secret Clearance (full implementation by 1 Oct 2006).

Upon arriving at the main gate of the Site, if you are not a Raven Rock Mountain Complex permanent badge holder or have a badge with a number 3 on it, please park in the Visitor Parking area. You will get you temporary external badge from the Pass and ID Section within the Remote Delivery Facility Building (photo ID required). If your vehicle does not have a Department of Defense decal, visitors will be required to show a valid driver’s license, proof of car insurance and vehicle registration information before being granted access to the parking area of the facility.

There is back-in parking only authorized at Site R. In addition, participants should plan for the possibility of an approximate 10 – 15 minute walk from their parking space. Appropriate weather gear and comfortable walking shoes may be necessary.

If a member of your group is physically disabled, Site R will make arrangements for reasonable accommodation.

No cellular phones, radios, computers, palm pilots, or magnetic media (disks/tapes) are allowed inside the secure area. Participants will be required to pass through a metal detector.

Part of your orientation might include an Engineering Terrain Walk which includes walking through an industrial area; therefore, comfortable walking shoes are highly recommended.

Directions to Site R

To Site R from the Washington D.C. Area

Proceed to the Capital Beltway (I-495). Follow I-495 to exit 35 if coming from the Maryland side or exit 38 if coming from the Virginia side onto I-270 North to Frederick, MD.

Approaching Frederick, continue north on US-15 as I-270 terminates. After passing Thurmont, MD, watch for the US-15/MD-140 intersection and exit to MD-140. Make a left hand turn at the stop sign off of the exit and go towards Emmitsburg. Continue straight on MD-140 through the Emmitsburg Square. Note that MD-140 will become PA-16 at the Maryland/Pennsylvania state line. You will travel 6.8 miles from the Emmitsburg Square and then turn left (south) onto Harbaugh Valley Road. After approximately 0.8 miles on Harbaugh Valley Road, you will turn left up an incline into the Site R checkpoint. Gladhill Road is directly opposite the Site R entrance.

Directions from Gettysburg Area

From downtown Gettysburg, take Middle Street (west)… it is also Route 116 West. Stay on Route 116 West for about 10 miles (through the town of Fairfield) until you come to the intersection of Route 16. Turn right onto Route 16 West. Go about 3 miles and turn left (south) onto Harbaugh Valley Road (just before this turn, you will see a yellow cross road intersection sign. It is also the second left from Rt 16—the first road is called Cove Hollow Rd). Go 0.8 miles on Harbaugh Valley Road, then turn left up an incline into the Site R Checkpoint. (Gladhill Road T-301 is directly opposite the Site R entrance.)
