Key areas that required clarification:

  • Bidders may submit a joint proposal for the requested service (i.e. an educational institution with multiple sites). However, the bidder must be able to identify how many CalWORKs individuals are served at each site in order for DSS to determine if it would be in the best interest of the County to fund the site(s). The joint proposal must have individual budgets for each site in addition to an overall budget which encompasses the costs for all sites.
  • Leverage for staff time and salaries should be explained in detail.
  • Bidders will only be responsible for administering the Comprehensive Adult Student Assessment (CASAS) tests for potential students who have not taken the tests previously through DSS. This will not be done weekly as mentioned on page 31 of the RFP.
  • The Performance Outcomes listed (Ref page 34) are included in the proposal to provide bidders a sample list of performance measures that are desired by DSS. The actual Expected Level of Performance may be modified as needed by DSS and the awarded bidder. Additional Performance Measures may be added as needed during the negotiation process.
  • Bidders will be expected to assist DSS with placement of participants into Work-Related Activities, which as been redefined as Core Activities (see Attachment B) for participants who have exhausted their 12-month Vocational Training time limit. This may include placement in Work Study, Work Experience and Community Service. This will include coordination with DSS program staff to complete the required paperwork for proper placement.
  • As mentioned on page 31, it is DSS’ goal to have participants attend training/educational programs using financial aid assistance (excluding loans) to cover tuition and registration costs.
