VACANCY NOTICE

Applications are invited from suitably qualified persons for appointment to the post of DEPUTY CHIEF EDUCATION OFFICER (INSRUCTION) - Ministry of Education, Human Resource Development and Labour

RELATIONSHIPS AND RESPONSIBILITIES

1.  Works closely with the Educational Evaluation and Assessment Unit to ensure that the quality of instruction is consistent with established standards.

2.  Responsible for guiding and monitoring school instructional processes.

3.  Provides guidance to the Chief Education Officer on teacher training needs with regard to both pre-service and continuous professional development.

DUTIES AND TASKS

1.  Supervises and guides schools’ instruction team and instructional activities to enhance classroom practice.

2.  Reviews instructional programmes and recommends modifications to existing programmes and institutes the development of new programmes where necessary in order to maintain relevance and improve the quality of instruction.

3.  Institutes remediation programmes to address performance deficiencies towards the achievement of student learning outcomes.

4.  Collaborates with teacher education institutions for ongoing teacher training to ensure high standards in instructional delivery.

5.  Guides the implementation of a national policy on curriculum and instruction in order to give direction to educational processes.

6.  Provides guidance and input into curriculum development, implementation and monitoring to ensure quality standards in teaching and learning.

7.  Facilitates the integration of special education services within curriculum and teaching programmes to address the needs of all students including the gifted/talented.

8.  Provides guidance on policy issues that address the broad range of student populations (these may include issues related to: school attendance, discipline, records and record keeping procedures, time schedules, student remediation, student assessment, etc.) towards the achievement of the inclusion of all students.

9.  Provides guidance on best practice to encourage and sustain the involvement of parents and local community so as to support student learning.

10.  Provides guidance on best practice related to decisions affecting the purchase, development, publication, production and use of current and future educational texts, materials and equipment in order to maintain relevance of material.

11.  Provides functional direction to Ministry’s technical staff including Education Officers and Curriculum Officers in matters related to instructional practice in schools (including assuming responsibility for organization of the Annual Principal’s Conference, as a major forum for pedagogical discussion and reflection) in order to maintain established quality standards.

12.  Reviews existing instruments and develops new ones, in collaboration with the Research Officer, to provide the data information necessary to promote effective schools.

13.  Assists in the development of and administration of all budgets related to curriculum and instructional programmes.

14.  Performs any other duties as may be assigned from time to time.

CONDITIONS

1.  Accommodation is provided in a general Administrative Office.

2.  The officer is required to work outside the normal working hours [8:00 a.m. to 4:30 p.m.], when necessary.

3.  The officer is required to maintain a motor vehicle to function in a scheduled travelling post. Basic travelling and mileage allowances will be paid in accordance with approved rates.

4.  Salary is in accordance with the terms stipulated by the Government in the Estimates/Collective Agreement and is liable to taxation in accordance with the Income Tax Ordinance by the National Insurance Corporation.

5.  Institutional support is provided through appropriate Civil Service and Teaching Service Regulations, Statutory Instrument and Departmental Guidelines.

6.  Opportunities exist for personal development and career advancement through established orientation and in-service training (workshops, seminars, orientation courses).

7.  Quarters, free medical attention and medicine will not be provided.

EVALUATION METHOD

Work performance will be evaluated on the basis of:

1.  Impact of instructional programmes designed and implemented;

2.  Quality of advice given and reports prepared in instituting a comprehensive instructional supervision programme in schools;

3.  Capability to provide instructional leadership at various levels of the education system and capacity to motivate principals and teachers to higher levels of instructional practice;

4.  Effective demonstration of supervisory and management capabilities;

5.  Compliance with Departmental and Ministry’s Guidelines and Standard Operating Procedures;

6.  Effective implementation of duties, responsibilities and assignments as defined in the Job Description.

SKILLS, KNOWLEDGE AND ABILITIES

1.  General administrative and human relations skills.

2.  Quality of advice and direction provided in curriculum development, implementation and monitoring.

3.  Familiarity with the Education Sector Development Plan.

4.  Working knowledge of the St. Lucia Education System, administrative policies and procedures including the new Education Act.

5.  Strong knowledge of instructional/curriculum practice, pedagogy and educational psychology.

6.  Ability to provide leadership, direction and guidance to staff.

7.  Ability to exercise sound judgement and to adopt appropriate solutions.

QUALIFICATIONS AND EXPERIENCE

Master’s Degree in Curriculum or Instructional Design or Educational Assessment or related field plus 3 years experience in education at Grade 15 or above;

OR

Bachelor’s Degree in Education plus Post Graduate Diploma in Curriculum Studies or related field plus 3 years experience in education at Grade 15 or above.

SALARY

Salary is at the rate of EC$77,605.56 per annum (Grade 18, Step 1)
