1. Aims and Goals:

1.1.  Cultivate and popularize cruising sailing in Lithuania.

1.2.  Clarify sportiest cruising sailors.

1.3.  Improve sports and navigational skills.

1.4.  Consolidate international relationships in sailing.

2.  Ruling documents:

2.1.  ISAF Racing Rules of Sailing 2005-2008.

2.2.  Lithuanian Cruising Racing Rules of Sailing 2001 and valid Amendments.

2.3.  International Rules of Measurement of Cruising Yachts “DANSK HANDICAP 2004”.

2.4.  These Rules, Instruction of Regatta and Instruction of Auditorial Measurements of Cruising Yachts.

2.5.  ISAF Equipment Rules of Sailing 2005-2008.

3.  Place and Time:

Regatta will take place in Coastal Baltic Sea and Curonian Lagoon from 30th of July till 7th of August 2005.

4.  Organization:

4.1.  Yachting Union of Lithuania is the Organizer of Regatta. Committee of Judges certified by Yachting Union of Lithuania will act as Race Committee.

4.2.  Organizer and Judges are not in charge of lives and property of Participants as well as for injuries or inventory damages. Skippers of the boats are fully responsible for the safety of crew and the boat itself.

5.  Requirements for Participants:

5.1.  Regatta is open for participants from whole over the World.

5.2.  Maximum number of Crew Members: 0, I and V Score Groups of Boats – 5 people; II, III, IV, VI Groups - 4 people; VII Group - 3 people. Only limit of places in the boat is limiting number of Crew Members in VIII-th Group, named “Family Group”.

5.3.  Skipper of the Yacht must have qualification not less than “Coastal Skipper”.

5.4.  It is permitted to change the Skipper and the Crew during the Races, but amount of Crew in the Boat should be the same during whole time of Regatta. Changes in the Crew List should be reported to the Race Committee in written form before the Race.

5.5.  Sailing Boat might be penalized either eliminated from Regatta if the Crew will perform non-sportive behavior or violation of Ethic Rules of Yachting Union of Lithuania. The decision right belongs to the Race Committee.

5.6.  It is recommended to have a Youngster in the Crew (between 14 and 21 years old). Boats with the Youngster on Board will benefit 0.5% on the Handicap time per mile, calculated upon the Rules of “DANSK HANDICAP 2004”.

6.  Necessary Documents and Equipment:

6.1.  Valid Boat documents.

6.2.  Passports and Certificates of Competence of the Crew.

6.3.  Valid Boat Measurement certificate upon the Rules of “DANSK HANDICAP 2004" (not obligatory for the “Family Group”).

6.4.  Obligatory list of inventory for Coastal Sailing.

7.  Program of Regatta:

30th of July

31st of July
10:00 / Meeting of Skippers and Judges.
11:00 / Start of the I-st Race. Distance:
I and II Starting Groups: Klaipėda Yachtclub, Entry Buoy, Palanga, Entry Buoy, Klaipėda Yachtclub
III Starting Group must skip Entry Buoy.
1st of August
10:00 / Start of the II-nd Race. Distance:
I and II Starting Groups: Klaipėda, Nida, Ventss Foreland, Lesnoj, Polesk, Nida.
III Starting Group: Klaipėda, Nida, Ventes Foreland, Lesnoj, Nida
3rd of August

I and II Starting Groups: Nida, Golovkino, Ventes Foreland, Nida either other way round.
III Starting Group: Nida, Bulvikio Foreland, Pervalka, Ventes Foreland, Nida, Drowned Barge, Nida.

Fleet comeback to the Klaipeda

7.1.  Skippers’ meetings will be held one hour before the Races in assigned place of Race Committee.

7.2.  Approximately length of total distance is 260 Nautical Miles.

7.3.  Because of Meteo Forecast either number of Judging Boats available, Race Committee has right to shorten or change the Distance.

8.  Groups and Awards:

8.1.  All Boats-Participants are grouped as follows:

VI / “2- Mixed” / Boats, whose TA is between 690 and 719.9 s.
VII / “3- Mixed” / Boats, whose TA is between 720 and 780 s.
VIII / “Family” / “Family Group” – without Certificates of Measurements.

8.2.  I-st Starting Group is RS-280 Group. II-nd Starting Group consist from Boats from Groups No. I, II and V. The rest (Groups No. III, IV, VI, VII and VIII) are in the III-rd Starting Group. Group No. VIII (Family Group) should give the way for all competing Boats in the Starting Line position.

8.3.  Winners will be recognized separately within the Groups of Boats.

8.4.  It is Handicap Regatta except Group No. 0 (RS-280) which is competing as monotypes.

8.5.  The Winner of Regatta definable according to the total sum of Point gained in the Races. If few Boats will have the same amount of Points, the winner will be the Boat who wins the longest distances. In case than such a rule doesn’t help, the actual time spent in the Races will be favorable.

8.6.  Diplomas and Prizes will award winners of Regatta in each Group of Boats. Crew Members will be awarded by Diplomas. Second and Third places will be awarded by Diplomas. Diplomas and Prizes will award winners of Races. Additionally will be awarded actually fastest Boat and fastest Boat of the Starting Group No.2 according to recalculated time.

8.7.  Boats and Organizations have right to establish Prizes. Race Committee should be notified before the start of Regatta.

8.8.  The best Sailing Club will be awarded by Prize.

9.  Provision of Regatta:

9.1.  One time Entry Fee: up to the age of 21 year - 20 Lt, others - 40 Lt. Members of Yachting Union of Lithuania will have 50% discount.

9.2.  All organizational expenses of Regatta will cover Yachting Union of Lithuania. Entry Fees and Money of Sponsors will be used for that purpose.

10.  Entry Forms:

10.1.  Entry Forms in advance should be filled and delivered not later than 15 days before the Start of Regatta. Entry Forms might be sent by mail: S.Zukausko g. 27-25, LT-09129 Vilnius; or fax: +370 5 2788446; or e-mail .

10.2.  Last minute Entry Forms might be delivered to the Race Committee till 16:00, 30th of July 2005 in Klaipėda. Necessary information in Entry Form:

-  Name of the Boat.

-  Class (Participants Group) according to the time of 1 nautical mile.

-  Sails Number.

10.3.  Documents of the Boat, Crew List (Passports and Certificates of Competence) should be delivered during timework of Committee of Mandates.

10.4.  Final List of Participants will be published in the Yacht club of Klaipėda till 22:00, 30th of July 2005.
