US Army Corps of Engineers (USACE)

Sharon Morrow is currently serving as the Acting Chief of the Small Business Programs for the U.S. Army Corps of Engineers (USACE). She serves as the principal advisor to LTG Thomas Bostick (USACE Commander) and the Secretary of the Army, Director of Small Business Programs on all USACE small business matters. She provides senior leadership and direction to an integrated network of over 60 Contract Specialists that serve as USACE Small Business Advisors throughout the United States. She is the Corps’ subject matter expert for all small business legislation and regulations. She develops and implements training programs and leads the USACE Small Business Community of Practice (CoP).

Sharon’s federal career began as a Junior Fellow at Fleet Material Support Office (FMSO), Mechanicsburg, PA, where she wrote computer programs for the Inventory Control Points (ICPs) for the Naval Supply System. After graduation from Pennsylvania State University (PSU), she served as a Supply Officer in the U.S. Navy and Naval Reserves. Her military career provided an understanding of a high operational tempo (OPTEMPO) and what it is like to be at the receiving end of a long supply chain for supplies and services.

After completing six years of active duty, Sharon became a small business owner as a Financial Advisor providing guidance, planning and advice to individuals and small business owners about cash flow planning, investment planning, retirement planning, risk management, tax planning, estate planning and business continuity planning.

After September 11, 2011, a sense of patriotism drew her back to civil service. She sold her business and accepted a position as a Contract Specialist at the USACE Los Angeles District where she acquired Military Construction (MILCON), civil works and Architectural-Engineering (A-E) services. Other assignments include USACE Charleston District - where she also acquired services; Mission and Installation Contracting Command (MICC) at Fort Eustis where she served as a Contracting Officer with unlimited warrant authority acquiring complex, enterprise contracts for services for Installation Management Command (IMCOM) and Army Training and Doctrine Command (TRADOC); National Aeronautics and Space Agency (NASA) Langley Research Center - where she also acquired Research and Development (R&D); Procurement Analyst at Defense Commissary Agency (DeCA) responsible for developing policy for their new Construction Mission; and as the Assistant Director, Office of Small Business Programs at MICC – Fort Eustis. She was instrumental in implementing a strong post-award subcontracting plan administration program that was commended during the command’s Contracting Management Review (CMR) as an example for all other command’s to follow. She was selected as MICC’s Small Business Specialist of the Year in 2011.

Sharon is Federal Acquisition Institute (FAI) and Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certified in Contracting and is a member of both the Army Acquisition Corps and Defense Acquisition Corp. She is fluent in American Sign Language (ASL).

Sharon is married to Kevin Guertin, a retired Navy Chief Petty Officer (CPO). She received the President’s Volunteer Award in 2004 for her service in raising Guide Dog Puppies-in-Training for Guide Dogs of America. She volunteers, along with her dog, Phaedra, as a pet therapy team certified through Therapy Dogs International (TDI) by visiting the Veteran’s Administration (VA) hospital and participating in reading programs at local elementary schools. She was awarded the Hampton Roads Reading Council Volunteer of the Year Award in 2010 for her participation in the Reading with Rover program at General Stanford Elementary School at Fort Eustis.
