PRESS RELEASE 21-10-2013

The Delhi Police today organized Commemoration Day Parade in remembrance of Police personnel who were killed in serving their respective forces between 1st Sept-2012 to 31st Aug- 2013. The Parade was held at New Police Lines Ground, Kingsway Camp, Delhi.

Sh. Bhim Sain Bassi, Commissioner of Police, Delhi read out state and Central Police Organizations-wise list of personnel who were killed or met with unnatural death during the period. In all, 576 police personnel including 17 of Delhi Police were killed while serving their respective forces.

State and Central Police Organizations-wise details of personnel killed during the period from 01-09-2012 to 31-08-2013 are Andhra Pradesh 01, Assam 04, Andaman & Nicobar 02, Bihar 29, Chandigarh 01, Chhattisgarh 37, Gujrat 13, Himachal Pradesh 05, Haryana 02, Jammu Kashmir 13, Jharkhand 40, Karnataka 17, Madhya Pradesh 07, Maharashtra 03, Manipur 05, Nagaland 05, Odisha 06, Pondicherry 02, Punjab 12, Rajasthan 02, Tami Nadu 03, Uttar Pradesh 117, Uttrakhand 25, West Bengal 52, BSF 55, CBI 01, CISF 13, CRPF 45, ITBP 08, NDRF 10, NCB 02, RPF 14 and SSB 08.

17 personnel OF Delhi Police namely HC Ram Kishan, ASI Jai Bhagwan, Ct. Bijender, Ct. Rattan Pal, ASI Sube Singh, Ct. Bhushan Arya, Ct. Subhash Chand, SI Bharat Bhushan, HC Om Prakash, HC Ram Sharan, Ct. Rajesh Kumar, Ct. Subhash Chander Ct. Nokhande Baban Dashrath, Ct. Arun Kumar, Ct. Harpal Singh, Ct. Narender Singh, Ct. Jaipal Deshwal laid their lives in the line of duty.

Shri S. Ashif Ibrahim (Director IB) and retired Delhi Police Commissioners Shri Subash Tondan, Shri M.B. Kaushal, Shri T. R. Kakkar and Shri Neeraj Kumar paid homage by laying wreath at the memorial. Besides, retired IPS officers including Shri D.R. Karthikeyan (Former Director of CBI), Shri R.K. Khandelwal (Former DG/CISF), Smt. Kiran Bedi,Shri Prakash Singh, Shri Deep Chand, Shri U.N.B Rao, Dr. Aditya Arya, Shri V.Rajagopal and senior officers of Delhi Police also placed wreath at the memorial. A two minutes silence was observed in remembrance of martyrs.

The Commemoration Day is observed every year on 21st October in the memory of 10 personnel of CRPF, who were ambushed and killed by Chinese force in Laddakh region on 21 Oct. 1959.

Details of personnel who died in line of duty

Head Constable Ram Kishan :- On 25.11.2012 he alongwith Ct. G.K Siddaiha of PS Kanjhawala were on night picket duty. They stopped a Honda City car for checking which was came from village Jaunti side. He was shot dead by the persons sitting in car while checking the car and sped away.

Asstt. Sub-Inspector Jai Bhagwan :- On 13.05.2013 he alongwith Ct. Gauri Shankar were detailed to nab one Prem Chand, an accused in a theft case of PS Begum Pur. They proceed to Vill. Milleri, Chiterkoot, U.P to search the accused where ASI Jai Bhagwan was shot dead by some unknown criminals.

Constable Bijender:- On 10.09.2012 he alongwith Ct. Sandeep were on night patrolling duty. At about 12.30 A.M they received an information that four youths stabbed one youth at GB Road. Ct. Bijender caught one of the criminal, in the meantime another culprit Suraj took out a knife and stabbed on his chest. He died on the way to hospital.

Constable Rattan Pal :- On 15.10.2012 while he was regulating traffic movements in the area of Lajpat Nagar Circle a cluster bus hit him due to which he died.

Asstt. Sub-Inspector Sube Singh:- He was detailed for traffic duty at Mool Chand Flyover, he met with an accident with an unknown vehicle due to which he died.

Constable Bhushan Arya :- On 03.08.2012, while regulating traffic movements in the area Punjabi Bagh Traffic Circle he was crushed by one truck coming from from Raja Garden side and he died.

Constable Subhash Chand :- On 23.12.2012 he was detailed for law and order duty at India Gate in view of agitation over Munirka gang rape. While performing his duty he got injuries due to which he died on 25.12.2012 at RMLHospital.

Constable Rajesh Kumar :- On 13.03.2013 he was detailed to collect the copy of road certificate of stolen vehicle of PS Samaipur Badli. On the way to Rohini, he met with an accident and died.

Head Constable Om Prakash :- On 26.01.2013 while he was going to serve summons in Burari area, he met with an accident at Jahangirpuri and died.

Constable Nokhande Baban Dashrath :- On 17.02.2013, while he was going to serve summons at Village Ghoga, PS Narela. He met with an accident near Alipur and died.

Sub Inspector Bharat Bhushan :- On 10.04.2013 he went to Sonepat, Haryana for investigation of case of PS Sultan Puri where he met with an accident and died.

Constable Subhash Chander :- On 20.12.2012 he was assigned to serve notices to sureties in cases of PS Inder Puri, on the way at Burari he met with an accident and died.

Head Constable Ram Sharan :- On 03.01.2013 he was assigned for patrolling duty in the area of PS RK Puram. During patrolling on ring road side he met with an accident and died.

Constable Arun Kumar :- On 05.05.2013 he was detailed for gunman duty at PCR vehicle. When he was crossing the road infront of PS Kalyan Puri, a RTV bus hit him due to which he died on 07.05.2013.

Constable Harpal Singh:- On 08.11.2012 while posted at DAP Control Room, NPLhe met with an accident near Khybar pass T-point when he was assigned to deliver an urgent letter on a motor cycle. He was under treatment at FortisHospital, Shalimar Bagh and expired on 26.08.2013.

Constable Narender Singh :- On 16.09.2012 he was detailed for night duty, while he was washing hands just outside the police booth he got electric shock from a desert cooler and died.

Constable Jaipal Deshwal :- On 09.07.2013 he was electrocuted while he step-in-to the water logged area due to heavy rain at North West District Line, Ashok Vihar and died.

1)From carrying of fire arms (including licensed fire arms), cudgels, swords, spears, bludgeons, knives sticks and lathies including flag staff (excluding those, which is less than 75 cm in length and 2 cm thick) or any other article which is capable of being used for causing physical violence.

2)From carrying of any corrosive substance or explosive.

3)From carrying collecting or indulging in the preparation of stones or other missiles or instruments or other means of casting or impelling missiles.

In any public place within the limits of the Sub Division Shahdara, Delhi.

Any person, profession, believing or following the Sikh faith may carry or possess with him a KIRPAN.

This order shall come into force with immediate effect and shall remain in force up to December 15th 2013.

4.Any person contravening this order shall attract punishment under clause (a) of Sub Section (2) of section 113 of the Delhi police Act-1978 (34 of 1978) which provides punishment or imprisonment for a term which shall not be less than four months but which may extend to one year and shall also be liable to fine.

5.As the order cannot be served individually on all concerned, the order is hereby passed ex-parte. It is further directed that his order shall be published for the information of the public through the press and media and by affixing copies on the notice boards of all Addl.
