(a)Agenda item 9ii Shute Lane – Cllr Jacobs
Both John Baker (Public Rights of way warden) & John Bradbeer (Extensive knowledge of the Lane)necommend that a channel is dug down the length to facilitate drainage. This means it will takelonger & cost more, however probably better in the end. The Winkleigh Society are trying to arrange aMeeting between John Bradbeer, myself & Roger Hill to hammer out the details.
(b)Agenda Item 10iii Asset Group
- Asset Inspection Report September 2016 – Cllr Naylor and Clerk
Cllr Naylor On behalf of the Asset working group and WPC, I have carried out the annual asset inspection and recommend the following maintenance.
- Bench Winkleigh Square requires re-varnishing
- Bin in Winkleigh Square (by notice board) corner of plinth broken off. Repair or replace
- Seat on A3124 between court walk and Mid Devon Motors, required re-varnishing
- Bench on A33124 opposite Mid Devon Motors, requires re-stabilising
- Seat by Linden House Ring O Bells Green, requires re-varnishing
- Seat in Hollocombe – repair left arm rest and re-varnish
Clerk has requested quotations from local people to carry out the maintenance, however, the following items require clarification following examination in order to provide a quotation for repairs
- The bench at Linden House - is it the Harry Dent monument - or the bench seat set on the paved area beside the picnic table. ?
- The bench opposite Mid Devon Motors - This bench is extremely stable without the slightest movement. The problem is with the overall alignmentof the end sections that carry the seating planks. It would be helpful if the bench could be examined & a decision made as to whether or not it could be broken out & then put back correctly.
- The Bench in Winkleigh square has two seat boards that are showing advanced signs of rot & should be replaced.
- The seat between Court Walk & Mid Devon Motors has advanced rot in some boards.
- Installation of a new Bus shelter Seckington Cross Winkleigh
Under the Land Registry Entry, the land where the current bus stop is placed is owned by Zukis restaurant, therefore, before any further consideration of erecting a bus shelter can be taken forward, Zukis need to be approached by the WPC.
Cllr Pearce to Movethat, as members of the AssetsGroup, WPC grants approval to Cllrs.Naylor and Pearce to open discussions with the owners of Zukis Restaurant. (RR073/11/16)
(c)Agenda Item 10iv Work and Tidy Group – Cllr Whittaker wishes to join the working group
(d)Agenda Item 10v Anonymous Correspondence – Cllr Whittaker
Concern over recent anonymous correspondence addressed to the council which is vindictive in nature against some Cllrs and discussion regarding dealing with future anonymous correspondence.
(e)Agenda Item 11i BT Payphone consultation – Cllr Hodgson
TDC have been given a 90 day consultation period ending on 17th February 2017, by this date we need to reply to them with a response as to whether you wish to agree or object with their decision to remove the payphone, or if the local community wishes to adopt the payphone for £1.
PC can purchase under S137 Powers if it is of benefit to the community as a tourist attraction, alternatively, can be used to house defib – would incur a cost relocate defib.
The telephone box in Hollocombe is one of the ones included in the consultation and I have just had some members of the public suggesting that it should be adopted, an opinion that I agree with
Cllr Hodgson to move that The Parish council should instigate the process of adoption of the phone box in Hollocombe from BT. with the future use of the box to be established after consultation with the people of Hollocombe(RR074/11/16)
