What is KLER?
KLER is a road-side or desktop data capturing application
KLER is a standalone forms application with the ability to save/print locally and submit to a server(s) if connected.
KLER will come prebuilt in version 1 with the following forms
· KDOT accident forms ( revised 2009 version)
· KBI – arrest, offense and supplemental
· KDOR – Insurance Verification
· Tow and Wrecker service report
· Accident Courtesy report
· DUI report
· Evidence report
· Response to resistance report
· Pursuit report
· Narrative report
What are some of the highlights of the KLER application?
• Highlights of KLER will include:
• Dynamic-Resizing to adjust to screen size
• Assisted information gathering, sharing and report writing
• Auto fill & Share information screens
• Drop down or radio button selections
• Spell checker
• Error detection methodology (validation)
• Easy Street Accident Drawing tool
• Files can be merged, allowing for multiple officers working same incident
• Embedded electronic Help File manuals – KDOT – KBI – ESD – KLER with search capability
What can KLER do for your agency?
• Decrease the amount of time it takes to complete forms
• Decrease the amount of time spent Reviewing forms
• *Decrease amount of time of data entry to local Records Management System
• Verifies it validates and passes KDOT and KBI standards for submitting (KIBRS certification will still be required)
• Electronically route forms for review
• Has ability to create pdf for printing of any forms
• * KLER creates xml or NEIM files for transmit to local RMS
• Creates files for electronic submission to KDOT and KBI gateway
• * depends upon agency desire to have agency RMS vendor create an automatic parser and inserter from KLER files into RMS system
How will we use KLER
Mobile
Will autosize to mobile data unit, has day/night mode for officer safety
Will allow for mag card reader and bar code readers to populate form data
If connected can be configured to submit for review right from the MDU.
If not connected files can be saved via usb for transfer to office
Desktop
Will autosize for larger screens to aid in review process
If connected can be configured to submit to IP address or url for review
Can be configured for ‘final approval” station of the KBI gateway device
How will KLER impact the way we are doing business now?
• Many of your current business processes will need reviewed for possible streamlining with the use of KLER though not required.
I heard you can create or modify forms within KLER, how is this done?
• KLER was built first as a form designer application then the forms were added, this allows with minimal training for you to modify existing forms or adding your own forms. Prior contacted with KHP would be beneficial prior to changing or creating your own forms.
How much it KLER going to cost our agency?
• KLER will be provided at No-charge.
• It will include training(train the trainers) and installation assistance at No-charge, except any travel expenses to our training site(s).
When can I get a copy of KLER?
• Beginning in Mid 2009 – KHP will host training and installation sessions at a rate of 1 per week. This is a train-the-trainer sessions and we will be able to train 15-20 agencies per session.
