Requirement Title:Ability to Review Task Information prior to the creation of Payable Time

  1. Requirement Description

Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.

Agencies need to be able to review the task information that has been entered into the Time and Labor system for their employees prior to the creation of payable time and the calculation of payroll so that errors may be caught and any necessary corrections made. PeopleSoft does not deliver such a report.

Provide a justification for the requirement. Include information about frequency, volume, number of users impacted, etc.

For agencies such as DEP, DOL, DOT, DMHAS, the University of Connecticut, and the University of Connecticut Health Center, that capture extensive project, program, and grant accounting information at the point of time entry for each employee, there is a need to check such information prior to it being submitted to payroll for processing. It should be noted that what will be captured is dependent upon the field definitions and chart of accounts structure which have yet to be defined.

Agencies today are not made aware of improper assigning to account strings until the amounts are captured in the Financials System. Since Agency Payroll Clerks will not have the time to verify that all task information is appropriately assigned until well after the amounts have gone to the financials system it is ideal that agencies gather appropriate information from EPM.

Describe the changes to the organization that result from the recommended solution. Include a description of any role, process, statute, or bargaining unit agreement affected.

There should be no significant organizational impact as most agencies currently are not aware of incorrect task reporting until their respective financials system catches the error.

Option 1. Use queries to identify time that is reported to various task entities. This could come from the EPM module.

Modification Type : Report

Complexity: Difficult

Description: Create a report that would identify when employees charge to values other than their default codes. This report / reports would need to be customized for each agency who uses different task fields to report on. As there are many task fields delivered in T&L it would be rather difficult to standardize a report for the entire state.
