Carl A. Wicklund Professional Biography

Mr. Carl A. Wicklund has extensive experience in program development and management of private and public correctional and human service programs and agencies dealing with adult and juvenile offenders. Presently, he is the Executive Director of the American Probation and Parole Association and Director of the Council of State Governments’ Center for Law and Justice. In previous positions, he developed and supervised an intensive community-based, nonresidential program for serious juvenile offenders who would otherwise be placed in institutional settings; was court services director—managing adult and juvenile probation/parole and presentence investigative services for a three-county community corrections system; developed and managed a diverse group of six community-based correctional/human service programs for high-risk, inner-city youth and their families; developed and supervised an independent living skills program for mentally ill/developmentally delayed offenders; developed and supervised a street outreach and support program for homeless teens; developed and supervised an in-home counseling program for families of juvenile offenders; and was involved in the development and direction of three juvenile offender group homes.

Mr. Wicklund has held numerous leadership positions in professional organizations, policy task forces, and community organizations. He has served as president, chair of the Education and Training Committee, and a member of the board of directors for the Minnesota Corrections Association. He was on the National Program Committee, chaired the juvenile justice committee, and served on the board of directors of the American Probation and Parole Association. He also served in numerous other organizations, including as founding member of the Minnesota Association of Child and Youth Care Workers; as founding member of Minnesota Coalition for Homeless Youth; Minnesota Association of Women in Criminal Justice; Boy and Girl Scouts of America; as founding member and first chair of the Olmsted County Youth Commission; and the National Association for the Advancement of Colored People (NAACP), which he served as the Rochester, Minnesota, branch secretary and first vice president. He is currently a member of the Campaign for Effective Crime Policy; the National Criminal Justice Association; the Academy of Criminal Justice Scientists; and the Justice Fellowship.

Mr. Wicklund is a longstanding member of the U.S. Department of Justice's Global Justice Information Sharing Initiative (Global) Advisory Committee (GAC), serving on that committee since its formation. He is a member of the Global Executive Steering Committee and Global Intelligence Working Group; chairs the Global Privacy and Information Quality Working Group; and was recently elected to the GAC vice chair leadership position.

He was the recipient of the first annual Minnesota Citizens Council on Crime and Justice—Gisela Konopka Award for humane and creative treatment of juveniles, the Florida Association of Community Corrections Life Time Achievement Award, the U.S. Congressional Crime Victims’ Rights Caucus Allied Professional Award, and the Justice Leadership Award from Family Justice.

Mr. Wicklund holds a bachelor’s degree in psychology from Gustavus Adolphus College. He is also certified as a mental retardation professional and a sexual assault counselor and has advanced training in program planning and proposal writing. He has been trained in therapeutic massage, bioenergetic therapy, and the management and treatment of sex offenders. He has provided consultation to several public and private organizations and agencies in areas including performance-based measures; total quality management; interagency collaboration; agency reorganization; victim counseling; treatment strategies for high-risk juvenile offenders; intensive supervision; community involvement; caseload management; and curriculum development.
