Overview
The Development Impact Fee Annual Report for fiscal year ending June 30, 2012, includes financial and project information for development impact fee programs administered by the Department of Community Development Special Districts Section.
Recommendation
Receive and file the attached Development Impact Fee Annual Report for the fiscal year ending June 30, 2012, for the Vineyard, Antelope, Mather, and North Vineyard Station Specific Plan Financing Plan Development Impact Fee Programs, the Arcade Creek, Carmichael, Fair Oaks, Mission Oaks, North Highlands, Orangevale, Rio Linda Elverta, and Sunrise Recreation and Park Districts Park Development Impact Fee Programs and the Cosumnes Community Services District Fire Development Impact Fee Program.

BACKGROUND:

The Development Impact Fee Annual Report for fiscal year ending June 30, 2012, for fee programs administered by the Department of Community Development Special Districts Section, is being made available to the public and includes the following information:

·  Brief description of the type of fees in the program fund.

·  Amount of the fee.

·  Beginning and ending fund balance for the fiscal year.

·  Amount of fees collected for the fiscal year.

·  Interest earned on the fund for the fiscal year.

·  Identification of the public improvements on which the fees were expended.

·  Identification of the public improvements for which sufficient funding has been collected, but the public improvement remains incomplete.

·  Description of interfund loans or transfers.

A vicinity map for each of these program areas is attached as Exhibits A-M. Public notification regarding the availability of the report was published in the Daily Recorder on November 26, 2012.

DISCUSSION:

The Board previously approved the following development impact fee programs for public improvements under California Government Code 66000 authority, and information about the fees collected under these programs is included in the attached Development Impact Fee Annual Report for Fiscal Year 2011-2012:
