JOB TITLE:Secondment - Finance Subject Matter Expert (SME)

SCALE:PMG1 : £43,482 p.a.

SUPERVISION AND CONTROL:Enabling Services Work Stream Lead

PLACE OF WORK:Agile – Leicester 3days per week

HOURS OF WORK:37 Pro Rata

PURPOSE OF THE JOB:

To act as Finance SME in the Tri Force Collaboration Programme Team, providing direct support to the enabling services work stream. To act as the Business Change lead for the transition to a single unified Financial Services function. In addition, the post holder will be required to support the other programme work-streamsto develop financial data and investment appraisals to include in Business Case(s).

MAIN RESPONSIBILITIES:

  1. To support and facilitate the planning, development and implementation of required activities todeliver the required outputs for the Finance function in line with the Enabling Services Vision and Mission.
  1. To act as business change lead in the alignment of activities across functions in the three force Finance Departments to enable those activities to be carried out once in the same way.
  1. To act as business change leadin the development and definition of a single unified service specification to deliver a single finance product to the three forces
  1. To be key change agent in engaging, negotiating and consulting with key stakeholders to deliver the business change processes required to deliver a consistent finance service across the 3 forces.
  1. To assist the lead Finance Force to develop a programme budget in line with developing delivery plans and identified resource requirements.
  1. To assist the lead Finance Force in the monitoring of ongoing costs against the agreed programme budget.
  1. To liaise with work-stream programme leads to produce cost and savings profiles and develop investment appraisals to be included in the Financial Section of the Business Case(s).
  1. To assist the lead force for Finance in producing funding models to be included in Section 22 agreements that split the costs of the new service across the three forces.

NOTE:

The job description reflects the major tasks to be carried out by the post holder and identifies a level of responsibility at which the post holder will be required to work. Such reviews and other consequential changes will be carried out in consultation with the post holder. The post holder will be also required to carry out such other duties as may be determined from time to time to be within the general scope of the post.

CONDITIONS OF SERVICE:

The appointment will be on a secondment basis 4 days per week (0.8 of an FTE) up to the end of October and will be reviewed at this time and is subject to the conditions of service of the Police Support Staff Council.

The annual leave entitlement is 23-24 days with an additional 5 days after 5 years continuous service.

ESSENTIAL CRITERIA

  1. Broad experience from working in a Finance function, particularly in working across functional teams with the ability to develop good working relationships.
  1. Good engagement, negotiation and consultation skills with ability to develop and maintain collaborative relationships.
  1. Experience of computer based accounting systems, spreadsheets and integrated office systems.
  1. Experience and (or) knowledge of the development of Investment Appraisals, although training will be given.
  1. Accustomed to working with confidential information.
  1. Self-motivated and able to work on own initiative often within strict deadlines.
  1. High level of initiative, analytical thinking, discretion and diplomacy.
  1. Experience of working as aneffective team member.
  1. Sound analytical, technical problem solving and decision making skills with a high level of accuracy.
  1. Candidates must be able to demonstrate a level of awareness of equality issues appropriate to this role.

DESIRABLE CRITERIA

1Awareness and understanding of public sector finance.
