Call to Order / Richard Saylor called the meeting to order at 6:30 PM
Approval of Minutes / Minutes for the 2003 Annual Meeting were approved.
Management Company Presentation / Richard Saylor explained the relationship between developer, builder, homeowner association and management company. BCM’s services and responsibilities were presented, and a review of the violation process was made. Association turnover from developer-controlled to homeowner control in expected in Spring of 2005.
Financials / Richard Saylor reviewed the YTD financials and the budget for 2005. Assessments for homeowners in Phase One will be raised from $192.50 to $212.00 annually; assessments for homeowners in Phases Two-Four will remain at $250.00 annually.
Discussion / A question was raised about Association-paid fencing repairs from storm damage. The fence in question is Association property, and as such is the Association’s responsibility to repair.
Tim Earwood reviewed the status of current and planned projects for the community. Highlights include the pending installation of a fountain in the large retention pond at the main entrance, and the installation of the concrete pad, bench and trash receptacle at the main entrance.
Other discussions focused on entry lighting, parking, potential development of a playground and/or park, Bellsouth’s expansion of communication capabilities, the new entrance, firework safety, solicitors and yard sale activities.
The widening project for Old Middleburg Road is expected to commence spring 2005. Inquiries will be made as to whether public transit will be part of the planned widening.
Mr. Earwood spoke of the Beautification Committee and introduced committee members.
A suggestion was made to create a newsletter and/or develop a community website to facilitate information. One resident has expressed an interest in the creation of a website for the Plum Tree HOA.
Mr. Odeen Tyre discussed the Neighborhood Watch Program and introduced the block captain.
