The 41stmeeting of State Level Expert Appraisal Committee (SEAC) was held on 04/05/2012 in the Conference Room of DPCC. The following members of SEAC were present in the meeting:

The proposal is for grant of Environmental Clearance for proposed Group Housing Complex at 1&3 Cavalry Lane & 4, Chhatra Marg at Civil Lines (Adjoining Vishwa Vidyalaya Metro Station), Delhi. The total plot area is 20000 sq.mt. The total Built-up area will be 70265.95 sq.mt. The permissible FAR is 46600 sq.mt. and the proposed FAR is 46156.72 sq.mt. The permissible Ground Coverage is 6666 sq.mt. and the proposed Ground Coverage is 2130.64 sq.mt. The proposed Green area is 8373.75 sq.mt. The permissible height of the building is 133.40 m and the maximum height of the proposed building will be 117 m. The total number of dwelling units proposed is 324 (EWS unit: 180 and premium residential units: 144). The number of blocks proposed is 4 (2 residential blocks + 1 commercial block+ 1 EWS block). The maximum number of floors in each block will be S+G+35 (block A & block B), S+G+14(EWS Block C), G+1(Community building block).The proposed stilt area is 586.31 m. The proposed basement area is 23522.92 sq.mt. Total estimated population will be 1205 persons. The parking provisions will be made for 922 ECS. Total water requirement for project will be 203 KLD, out of which fresh water requirement will be 106 KLD. The source of water supply will be DJB. Total wastewater generation from the proposed complex will be 129 KLD, which will be treated at on-site ETP of 100 KLD & STP(MMR based) of 55 KLD capacity. The treated wastewater available will be 81 KLD, out of which 8 KLD will be used in DG Cooling, Flushing (46 KLD), Gardening (40 KLD) and Miscellaneous purpose (3 KLD). The remaining treated wastewater of 30 KLD will be supplied to DMRC. Total municipal solid waste generation from the proposed project will be 504 kg/day and hazardous waste generation will be 31 kg/day. The total power requirement will be 1266/1269.68 KW. The source of power will be NDPL. The DG sets of 1x1010 KVA + 2x500 KVA capacity are proposed for power back up. 3 Rain Water Harvesting Pits will be provided at site for groundwater recharge. The total cost of the project will be Rs. 321 Crores (Construction cost: Rs. 103 Crores+ Land cost: Rs. 218 Crores).
Based on the information furnished, presentation made and further discussions held, the Committee suggested that the following information be submitted before it is recommended to SEIAA for Environmental Clearance:
(i)Weather the right of way to the proposed project site would be Mall Road or Cavalry Lane. If it is Mall Road the approach to it as proposed need to be checked by a traffic expert for its technical feasibility.
(ii)Is there any stay order from the Court and if the answer is yes a copy of the Court order, the affidavit by the petitioner and the responses of the project proponent to it.
(iii)Distance between the project site and Flag Staff.
(iv)Location of fire station and its distance from the project site and approval of building plans by chief fire officer.
(v)Technical details ofSTP & feasibility report for setting up of an ETP for Housing Complex along with technical details thereof.
(vi)Make necessary corrections needed for hard copy & pdf file.
(vii)A detailed CSR action plan with one time grant of 0.5% of the project cost.
(viii)Clarifications on the emergency power requirement and adoption of energy efficient building norms.

The proposal is for grant of Environmental Clearance for Expansion of Lok Nayak Jai Prakash Narayan (LNJP) Hospital, New Delhi. Total plot area of the campus (including LNJP, GB Pant & MAMC) is 3702347 sq.mt. and the total plot area of LNJP is 151068.91 sq.mt. Total Ground Coverage area of campus (including LNJP, GB Pant & MAMC) is 86601.9 sq.mt. The existing Ground Coverage of LNJP is 45320.67 sq.mt. and the proposed Ground Coverage of OPD is 2731 sq.mt. The proposed built-up area of OPD is 23655 sq.mt. The proposed basement area is 2599 sq.mt. The permissible FAR is 151068.91 sq.mt. Proposed FAR of OPD is 21056 sq.mt. The existing population of LNJP is 11290 persons and population for proposed redevelopment will be 2828 persons (2678 OPD patients + 150 Medical staff). The existing green area of LNJP Hospital is 22660.33 sq.mt. There will be no reduction in the green area due to proposed OPD block. The total no. of floors for proposed OPD will be B+G+7. The height of proposed OPD building is 30.7 m. The existing parking space in LNJP premises is 700 ECS and the total parking of 141 ECS will be provided for OPD block in which 64 ECS as surface parking & 77 ECS as basement parking. The existing total water requirement for LNJP hospital is 2707 KLD, out of which domestic water requirement is 1927 KLD. The source of water supply is DJB. The total existing wastewater generation from LNJP hospital is 1542 KLD, which is treated at two onsite existing STPs of 1250 KLD (STP-I) and 600 KLD (STP-II) capacities. The existing treated wastewater available is 1272 KLD. The total water requirement for the proposed OPD block will be 128 KLD, out of which fresh water requirement will be 38 KLD. The source of water supply will be DJB. The total wastewater generation from OPD will be 48.8 KLD, which will be treated in the existing on-site STP of 600 KLD capacity. No ETP has been installed by the hospital so far. However, the treated wastewater available from STP will be 1542 KLD. Out of the total available treated wastewater73 KLD will be used for horticulture, AC Cooling (67 KLD) and Flushing (23 KLD). The rest of treated wastewater will be discharged to contractor for further use. The Municipal solid waste generation from existing building is 6.69 TPD and from proposed OPD block will be 0.31 TPD. The Bio-Medical waste generation from existing building is 1.37 TPD and from proposed OPD block will be 0.066 TPD. The total sanctioned power demand for entire hospital is 6743 KW and the proposed power requirement for the project is 6000 KW. The power supply is met from BSES. The existing DG sets provided for power backup are 4x750 KVA, 4x500 KVA, 1x 320 KVA, 1x160 KVA and 2x 625 KVA. Two more DG sets of 2x750 KVA are proposed for power backup. Two Rain Water Harvesting Pits will be provided at the site. Total cost of the project is 56.65 Crores.
Based on the information furnished, presentation made and further discussions held, the Committee suggested to the project proponent that the following information is required before the project is recommended to SEIAA:
(i)Submit an Environmental Management Plan combining old & proposed buildings.
(ii)Measures for waste (organic waste, biomedical waste, hazard waste etc.)Management plan after expansion of the project.
(iii)Base line Ambient Air Quality and the projected values after expansion of the project & mitigation measures.
(iv)Details of ETP that must be made fully operational if it does exist.
(v)Details of energy efficiencies measures proposed.
(vi)Details of Redundancy (back up) level of Fire fighting system.
(vii)Details of green belt development to mitigate high levels of Air pollutants and Noise.
(viii)Submission of corrected hard copy & pdf files.
The committee also decided that the following conditions should be laid down at the time of issuing Environmental Clearance.
- A full-fledged EnvironmentalManagement Cell should be established to monitor the quality of environment and manage ETP, STPs and green cover.
- Diesel based power backup system should be replaced by gas/solar based backupsystem, if possible.

The proposal is for grant of Environmental Clearance for Construction of New Ward Block & Diabetic Centre at G.T.B Hospital, Shahdara, Delhi. The structural work has already been completed. The total plot area of Guru Teg Bahadur Hospital is 335404 sq.mt. The total built-up area of proposed project is 32826.74 sq.mt. (New ward block: 26696.43 sq.mt. + Diabetic Center: 6030 sq.mt). The proposed Ground Coverage of New ward block is 3049.43 sq.mt. and of Diabetic Centre is 1241.11 sq.mt. The permissible FAR is 335404 sq.mt. The proposed FAR of New Ward block is 23996.43 sq.mt. and of Diabetic Centre is 4930.31 sq.mt. The number of floors of New Ward block will be B+G+7 and number of floors of Diabetic center is B+G+4. The number of beds in New Ward Block will be 500 and that of Diabetic Centre will be 50. The existing population of Guru Teg Bahadur Hospital is 7980 persons and total population estimated due to proposed expansion is 770 (New Ward block & Diabetic center: 550 persons + Visitors: 220 persons). The existing green area is 202028.74 sq.mt. (60.62 % of G.T.B area), which will be reduced after proposed expansion. The maximum height of proposed building will be 27 m. The existing parking space in G.T.B premises is for 1348 cars and the total proposed parking for 218 ECS as surface parking. The existing total water requirement is 1347.31 KLD, out of which fresh water requirement is 650.88 KLD. The source of water supply is DJB. The wastewater generation is 667.5 KLD. The total water requirement for proposed expansion will be 412.77 KLD, out of which fresh water requirement will be 224.07 KLD .The source of water supply will be DJB. The estimated wastewater generation will be 205.98 KLD. The total wastewater generation after proposed expansion will be 873.51 KLD which will be treated in proposed ETP of capacity 1200 KLD. The treated wastewater of 698.80 KLD will be used in Landscape (162.46 KLD), A.C & D.G Cooling Existing Facility (347.58 KLD), A.C. Cooling & DG Cooling for Proposed Projects (162 KLD) and Flushing for Proposed Projects (26.73 KLD). The total municipal solid waste generation, from hospital, after proposed expansion will be 2.13 TPD (existing: 1.88 TPD + proposed: 0.25 TPD). The total bio-medical waste generation after proposed expansion, will be 0.937 TPD (existing: 0.8 TPD + proposed: 0.137 TPD). The total sanctioned power demand for proposed expansion is 2000 KW. The existing DG sets provided for power backup are 2 x 180 KVA and 4 x 320 KVA. DG sets of 2 x 250 KVA in Diabetic center & 2 x 750 KVA in ward block are proposed for power backup. The total number of Rain Water Harvesting Pits provided is 2. The total cost of project is Rs. 74.63 Crores.
Based on the information furnished, presentation made and further discussions held, the Committee suggested to the project proponent that the following information is required for further consideration of the project:
(i)An explanatory note for starting of the project without obtaining prior Environmental Clearance from SEIAA.
(ii)Revised form 1 and 1A with change in the title which should be as follows:
“G.T.B. Hospital, Shahdara, Delhi: Construction of New Ward Block and Diabetic Centre”.
(iii) Revised fire exit plan.
(iv) Details of ETP/STP.
(v)Details of Rainwater harvesting system.
(vi) Details of green belt.
(vii)Corrected hard copy & pdf file.
The following conditions should be laid down at the time of issuing EC:

The total built up area of proposed project will be 24630 sq.mt. The project includes construction of College Building and Residence + Hostel. The total permissible FAR is 22000 sq.mt. The total proposed FAR is 20220.81 sq.mt (institutional: 16491.75 sq.mt + residential: 3729.06 sq.mt.) The total permissible Ground Coverage area is 5500 sq.mt (institutional: 4500 sq.mt. + residential: 1000 sq.mt.). The wastewater generation of 118.22 KLD will be treated in STP of capacity 150 KLD based on SAFF technology. The treated wastewater of 95 KLD will be used in Flushing, landscape and AC & DG Cooling. The total solid waste generation will be 0.49 TPD. The power requirement for the proposed project will be 637 KW and will be met from Electricity Supply Authority. The DG sets of 1 x 160 KVA + 1 x 250 KVA capacities are proposed for power backup. 5 Number of Rainwater Harvesting Pits are proposed. The total estimated cost of project is Rs. 40 Crores.
Based on the information furnished, presentation made and further discussions held, the Committee suggested to the project proponent that the following information is required:

The power requirement will be1429 KW and will be met from BSES. 2 Nos. of DG sets of 990 KVA each will be used as a power backup. 2 Number of Rainwater Harvesting Pits are proposed. Total estimated cost of the project is Rs. 52 Crores.
Based on the information furnished, presentation made and further discussions held, the Committee suggested to the project proponent that the following information is required for its further considerations:
