SomeareasservedbytheKennewickIrrigationDistrict(KID)are"PrivateLineAreas"whichmeansthattheirrigationsystemsweredevelopedprivatelybythepropertyownersandtheoperationsandmaintenance(O&M)ofthosesystemsistheresponsibilityofthe homeowners. Sometimes,thoseina"PrivateLineArea"(PLA)formaHomeownersAssociationthroughwhichitisdeterminedwhowillperformtherepairsand howtopayforthoseservices.
AlthoughtheKennewickIrrigationDistrictempathizeswiththosewhohaveinterruptionintheirirrigationwaterservicepasttheKIDdeliverypoint,absentalocalimprovementdistrictorsomeothercontractbetweentheKIDand thepropertyownerstoprovideoperationandmaintenance(O&M)ofyoursystem,theKIDhasnoauthoritytoprovideO&Mfor your"privatelinearea"(PLA).
The ownersofpropertiesserved byaprivatelineirrigationsystemcanpetitionanirrigationdistricttoforma localimprovementdistricttooperateandmaintainitsdeliverysystem.(SeeRCW87.03.480etseq).
