Gateway Services Specification

1.0HELINET Membership

HELINET is a Library Consortium of colleges affiliated to RGUHS. All the affiliated colleges of RGUHS are the members of HELINET. Access to gateway should be open to all these members. Vendor is required to maintain a web enabled gateway for accessing journal literature and e-books made available through HELINET.

2.0JOURNALS

The gateway shall include all journals described under the following categories

(a)Journals available online under HELINET consortium for which HELINET members have online access rights.

(b)Journals for which access is through Document Delivery model (From RGUHS Library to Other Members).

3.0 ACCESS

Depending on the agreements with the e-journal publishers, the gateway is expected to provide full-text access to designated set of e-journals for a designated set of members only. Hence, bibliographic and full-text access to members through the gateway should be designed and configured as per the following guidelines.

(a)Bibliographic access to content should be provided to all the members of HELINET.

(b) Full-text online access should be provided to designated members for which RGUHS has obtained rights through its consortium-licensing model. The publisher-journal wise list of designated members for full-text online access for facilitating access authentication shall be given by RGUHS.

(c)Provision should be made for document delivery from HELINET Consortium Coordinator for journals to which members do not have full-text online access.

4.0 RGUHS SUBSCRIBED PRINT JOURNALS

(a)Vendor shall incorporate into the gateway, the bibliographic details of articles published in these journals during the years 2008 and 2009.

(b)Some of these journals could be available online. Wherever RGUHS has acquired online access rights, RGUHS should be able to access them online through the gateway.

(c)All the other members of HELINET can access RGUHS subscribed print journals up to bibliographic and abstract level. They should be able to make document delivery requests to HELINET Consortium Coordinator for these journals and all other journals

5.0 E-BOOKS

Access for all the e-books subscribed/ procured under HELINET Consortium shall be made available through the common gateway to all the affiliated institutions of RGUHS

6.0 ACCESS MANAGEMENT

The gateway shall have an access management tool within Administration tool for managing all access to gateway and further online access to full-text (depending on the access rights defined to the member). RGUHS will have IP access and the rest largely shall have user ID & Password.

7.0 BASIC FUNCTIONALITIES

The gateway shall have the following functionalities.

(a)The Welcome screen to contain the list of all members of HELINET

(b)List of Journals and e-books subscribed.

(c)Holding list – Year wise collections and LWW Achieves.

(d) Browse TOC - By Journal, By Publisher, By Subject

(e) Search Database

(f) MyTOC

(g) Document Delivery Tracker (DDR):

(h) Usage Statistics

(i) Administration & PW management (limited to HELINET Coordinator only)

The User ID and Password enables unlimited users site wide access to the members.
