14. General Summary of Function/Purpose of Position
This position will assist and support the work of the supervisor by analyzing legislation, department policies and existing statute to inform the supervisor of potential impacts of proposed legislation and to identify potential areas for updates to statute. The position will be responsible for conducting legal and legislative research. This position will help build positive legislative relationships, and will acting as point of contact for constituent inquiries and concerns. This position will also collaborate with other DNR staff to coordinate timely FOIA responses.

Duty 1
General Summary of Duty 1 % of Time 40Act as point of contact between the DNR and members of the Michigan Legislature and their office staff regarding constituent concerns and inquiries. Assist the supervisor to prioritize and promote legislative initiatives, working with DNR staff to accomplish established goals.
Individual tasks related to the duty.
· Research and handle inquiries appropriately and in a timely manner by providing the requested information or routing to appropriate DNR or other staff for handling.
· Represent the DNR in meetings with legislators, their staff and their constituents, as directed.
· Maintain constituent relations database.
· Follow-up on issues, as needed.
· Organize meetings with legislators and staff.
· Oversee department’s legislative calendar.
· Maintain respectful and mutually beneficial relationships with federal, state and local government officials, as opportunities are available.
Duty 2
General Summary of Duty 2 % of Time 30Research and analysis of legislative bills. Monitors and tracks legislation which has the potential to impact the conservation, protection, management, use and enjoyment of the state’s natural and cultural resources.
Individual tasks related to the duty.
· Coordinate and assist in the research and analysis of legislative bills.
· Track advancement of bills through the legislative process.
· Monitor legislative session and committees’ meeting schedules.
· As assigned, attend legislative sessions and committees to gather information on legislation.
· Maintain legislative information including bill files and database.
· Research and analyze current policies, regulations, and statutes that impact the DNR.
Duty 3
General Summary of Duty 3 % of Time 25Serve as the DNR’s FOIA Coordinator, as well as backup coordinator of the DNR’s response to all subpoenas for DNR records.
Individual tasks related to the duty.
· Ensure DNR’s compliance with Michigan’s FOIA.
· Coordinate and work with department staff evaluating process improvements for FOIA activities.
· Review and sign all FOIA denial/partial denial letters, ensuring that any records withheld are exempt under the provisions of the FOIA.
· Analyze need for and conduction training department-wide on requirements of FOIA.
· Expedite, troubleshoot, coordinate, compose, and track DNR’s responses to FOIA requests to ensure responses are appropriate and made within statutory timeframes. Communicate and coordinate with all DNR divisions relative to making responses.
· Maintain and provide updates to the DNR FOIA tracking database.
· Answer questions from DNR staff and/or public relative to FOIA interpretation or status of FOIA requests.
· Ensure proper financial controls are in place relative to collection of fees associated with FOIA responses and subpoena responses.
· Answer complex questions related to the DNR’s response to individual subpoenas and FOIAs. Serve as DNR’s liaison with attorneys representing outside entities and the Michigan Department of Attorney General on FOIA matters.

Decisions including policy/procedure, political, approval of documents including analysis of legislation, and FOIA responses.

This is a standard office environment using a computer and phone most of the day. Standing, stooping, walking, sitting, kneeling, bending are all required in order to successfully complete the tasks of this position.

This office serves as the primary point of contact between the department and members of the Michigan Legislature and handles all legislative matters. This office also serves as the department’s primary point of contact for legal matters. This position will assist the supervisor.

EDUCATION:
Possession of a bachelor’s degree in any major.
EXPERIENCE:
Departmental Analyst 9
No specific type or amount is required.

One year of professional experience.

Two years of professional experience, including one year of experience equivalent to the intermediate
(10) level in state service.
