The Minutes of the Joint Meeting of the Councils of the Rural Municipality of North Cypress-Langford and the Town of Carberry held on Monday, September 25, 2017 at 7:00 p.m. in the Council Chambers of the Municipal Hall with Reeve Bob Adriaansen, Councillors Norm Campbell, Gerond Davidson, Fred Jackson and Mayor Stuart Olmstead and Councillors, John Anderson, Lin Mann, Jaime MacGregor, and Sandra Jones, CAO, present. Also present: Gloria Mott, Reporter. Regrets: Councilors Harold Tolton and Barry Anderson.

1.  CALLING MEETING TO ORDER

Res #1 BE IT RESOLVED THAT the meeting be convened at 7:00 p.m. with Mayor Stuart Olmstead in the chair:

2.  ADOPTION OF AGENDA

4.  UNFINISHED BUSINESS

a)  District MMAA Meeting

Res #4 BE IT RESOLVED THAT Councils approve Trish Fraser, Teresa McConnell and Sandra Jones to attend the District 5 MMAA Meeting in Brandon on September 15, 2017.

AND FURTHER THAT costs for mileage to be shared 50/50 between the Municipality of North Cypress-Langford and the Town of Carberry.

b)  Assisted Living was discussed in detail. Councillor MacGregor wondered if a business plan was presented that spells out exact details proposed that possibly they could look at that. Councils are basically supportive of the concept and recognize the need for a facility. They put the committee in touch with D. Steen (Service for Seniors) and T. Zander (CDC). It was also pointed out that this service is for anyone that needs it, not people 55+, though the target market will be over 55.

c)  Convention

Res #5 BE IT RESOLVED THAT Councils approve CAO Sandra Jones and Council to attend the AMM Convention in Brandon on November 27-29, 2017.

AND FURTHER THAT costs to be shared 50/50 between the Municipality of North Cypress-Langford and the Town of Carberry (for CAO)

a)  Approval of Tricia Zander upcoming CDC meetings/conference

October 4, 2017 Oak Island Resort (by Virden) Tourism Westman (mileage/lunch)

October 11, 2017 Tourism Westman Strat Plan Meeting – Brandon- Mileage

November 1-3, 2017 EDAM Fall Forum – Portage – (hotel/mileage and meals)

c)  Poppy Campaign/Remembrance Day Ceremonies

Res #8 BE IT RESOLVED THAT Councils purchase wreaths for the Royal Canadian Legion Remembrance Day Ceremony in Carberry at a cost of $35.00/wreath.

d) Street Closure for Farmers Market was approved of parts of 4th Avenue for the celebrations.

e) Halloween Dance will be running again for youth which as proved to be a success. It is well attended and almost everyone is in costume. Cargill has always been a big supporter and provided the prize for the main draw. Cargill no longer exists and the committee is looking for another donor to provide the main draw prize. Councils have supported the dance and have agreed to each provide $100.00.

Res #9 BE IT RESOLVED THAT Councils agree to donate $100.00 each to the Carberry Halloween Youth Dance Committee.

f) Christmas Party will be December 8, 2017 at the Legion.

g) Demolition Permits were discussed. If you are removing a building, the correct thing to do is to take out a demolition permit. The permit allows the Assessment Branch the ability to track these changes so they are on your tax bill. The new policy is that unless a demolition permit is taken out, the building tax will not be prorated, it will not come off until the next tax year (or until they know about it). A demolition permit is $40.00 which are available at the Cypress Planning Office.

h) Military Service Recognition Book Support

Res #10 BE IT RESOLVED THAT Councils purchase a quarter page ad in the Legion’s Military Service Recognition Book at a cost of $310.00.

AND FURTHER THAT this cost be shared 50/50 between the Town of Carberry and the Municipality of North Cypress-Langford.

i) Tri-Regional Recreation Conference

Res #11 BE IT RESOLVED THAT Councils authorize Recreation Director Andrew Smith to attend the upcoming Tri-Regional Recreation Conference at Elkhorn Resort on October 17th and 18th, 2017.

AND FURTHER THAT costs to be shared 50/50 between the Municipality of North Cypress-Langford and the Town of Carberry.

6.  COMMITTEE REPORTS

a)  CAO Sandra Jones reported with an update from the office with budget planning and attending sessions for by-law enforcement and audit deadlines which have helped immensely.

b)  ACAO Trish Fraser gave her update on duties. Newly back to her job she has been put to work on the waste study as well as financial duties.

c)  FO Teresa McConnell reported that she has been learning in regards to investments, pensions and dealing with the auditors.

d)  Archives has the Manitoba Archives Fall Meeting which Carberry is hosting with Bruce Tascona as guest speaker.

e)  Arts Council has a new Director, Amy Urquhart who reported on the After School Arts Program which will start September 25th as well as good sign-up for dance classes. Other classes need more entries to be viable. They will also be participating in the Halloween Drop-In event.

f)  Community Centre Recreation Director Andrew Smith updated on the planning’s of Winter fest.

g)  Parks, Facilities and Sanitation Manager Grady Stephenson reported on these areas. Facilities update was on the ice plant project which is now complete and seems to be exceeding his expectations. Curling ice will go in mid October. The Drop In has completed a partial kitchen renovation. Jim Brereton has been hired as a casual maintenance person. Update for Parks was just for the Art Sear Park which has been completed. The playground equipment was to be installed on September 21 & 22. Communities in Bloom reviews had some “bouquets” for public works. Jesse Gingras has been hired for one year. Sanitation update was Art Ingram, Driver has resigned as of October 26 (with much regret!). The plan “going forward” is being studied with various options available. Dumpsters in the rural are still causing problems and Stephenson suggested removing them for a period of time.

h)  Cemetery gave kudos to the staff and the update of individual plots being pinned and flowers will be pulled soon. Paving will be completed within next week.

i)  Buildings - no report

j)  Community Dev’pt Coordinator/Health/Hall – no report

k)  Evergreen Environmental – no report

l)  Fire updated with the breathing apparatus being tested. New equipment and gear has been purchase. They are working on pre-incident plans for the seniors’ residences. Three students may be taken on as “junior firefighters” through school. Over the summer there were five vehicle accidents, five animal collisions, two grass fires and four farm equipment on fire.

m)  Library – no report

n)  Museum update was given by Gloria Mott verbally. She noted that there were some issues with rain and the former coal chute of the Gingerbread House and there was a need to address eaves troughs with the building committee. The museum will be hosting a large tour in October of up to 50 people. After the tour the wedding display will come down.

p)  Seniors/Handivan - no report

7.  COMMUNICATIONS

The Honourable Jeff Wharton sent a letter to Mayor Olmstead expressing condolences regarding the august tragedy that affected many in the community.

Trans Canada Energy East sent an update to their National Energy Board letter. They are reviewing the project.

McCain Foods offered an environmental update meeting on September 28th for Council to attend.

Reporter Gloria Mott offered her resignation as of December 31. She has been reporting for almost 35 years. Council thanked her for her service over the many years and offered up a spontaneous round of applause on a job well done.

8.  AROUND THE TABLE

Councillor Mann questioned when the next “Welcome to the Newcomers” would be held (spring or fall 2018).

Reeve Bob Adriaansen attended later in the evening because of a roundtable meeting with MLA Eileen Clarke concerning the Provincial budget. He suggested that the changes to the small business tax that are being implemented by the federal government will have broad implications in Manitoba.

Councillor John Anderson reminded everyone of the Benefit Social for the Pearson family on November 18. Council voted to give a prize on behalf of both Councils.

Res #12 BE IT RESOLVED THAT Council agree to gift the amount of $250.00 to the Pearson Benefit Social.
