F.1.Bylaw 14647 - Rezoning from RF1 to DC1, located west of 135 Street NW and north of 101 Avenue NW, Glenora

Purpose

To amend the Zoning Bylaw fromRF1 to DC1. The proposed DC1 Provision preserves the William Blakey home, and allows the construction of an addition which will complement the existing dwelling and its historic designation.

Summary

  • The proposed rezoning complies with the intent of the Mature Neighbourhood Overlay to maintain the traditional character of the mature residential neighbourhood.
  • The proposed development is compatible with surrounding development in terms of building height, density and use, and the proposed DC1 Provision contains architectural and site design criteria to ensure that the addition and any future renovations will be sympathetic to the character of the historic William Blakey home.
  • There are no outstanding technical concerns regarding this application.

Purpose

To close aportion of Ravine Court (5Avenue SW) contained within Plan 7720893. Once closed, the areas will be consolidated with the abutting Lots 11 and 12 to the south.

Summary

  • This application proposes to close an undeveloped portion of the
    5 Avenue SW road right-of-way into two pieces to allow the areas to be consolidated with the abutting properties to the south.
  • Civic Departments and utility agencies have expressed no concerns with the proposed closure.

Purpose

To amend the Zoning Bylaw fromRA8 to CB1. The proposed Zone will facilitate low intensity commercial, office and service uses on the site.

Summary

  • The proposed Bylaw would amend the Zoning Bylaw as applied to the subject site from (RA8) Medium Rise Apartment Zone to (CB1) Low Intensity Business Zone.
  • The proposed zoning will allow for low intensity commercial development that is sensitive and in scale with the surrounding residential and commercial uses, in compliance with the West Ingle Area Redevelopment Plan.

Purpose

To amend the Zoning Bylaw fromRF1 to RF4. The proposed Zone will allow for the development of semi-detached housing on the site.

Summary

  • The proposed rezoning is compatible with adjacent residential land uses, and conforms to the Municipal Development Plan and the City’s Smart Choices initiative for mature areas.
  • The development of semi-detached housing involves reinvestment and residential infill in a mature neighborhood.
  • No Civic Departments or utility agencies have any outstanding concerns regarding the proposed rezoning.

F.5.Bylaw 14667 - Rezoning from AG and DC2 to DC1, located south of 160 Avenue andeast of 97 Street, Eaux Claires

Purpose

To amend the Zoning Bylaw fromAGand DC2 to DC1. The proposed zone will allow for the development of shopping centre type commercial uses along 97 Street, with a limitation on the size of individual commercial operations, ensuring that the development of this commercial site is compatible with the planned residential uses within the Eaux Claires neighbourhood.

Summary

  • As per Council’s motions, the Planning and Development Department, in consultation with the applicant, developed the attached (DC1) Direct Development Control Provision which is based on the CSC Zone, except that it imposes a maximum size limit per commercial operation to 8000 m2.
  • The use of this Direct Development Control Provision is intended to address the community’s concern, as discussed at the June 27, 2007, Public Hearing meeting, and ensure that the development of this commercial site is compatible with the planned residential uses within the Eaux Claires neighbourhood.

Purpose

To amend the Zoning Bylaw fromAGUto DC1 and AP. The proposed zones will allow the development of a public park, neighbourhood commercial and low rise apartment uses, with urban design and architectural guidelines to promote the liveability of the area and integration with the existing Clareview LRT facility.

Summary

  • The proposed rezoning complies with the Clareview Town Centre Neighbourhood Area Structure Plan and will allow for the development of:
  • neighbourhood convenience commercial and low rise apartment uses with architectural and urban design guidelines to ensure high-quality development and promote a pedestrian-friendly environment; and
  • a public park to provide recreational opportunities for the area residents.
  • As directed by Council at the Public Hearing on January 22, 2007, the proposed residential development will be referred to the Design Review Committee for review at the Development Permit Stage to ensure that the development meets a high standard of appearance.

F.7.Bylaw 14682 - Rezoning from AGU to DC2, located south of 144 Avenue NW and west of the Railway Right-of-Way, Clareview Business Park

Purpose

To amend the Zoning Bylaw fromAGUto DC2. The proposed Provisions will allow for the development of row housing and low rise apartment uses, with urban design and architectural guidelines to promote the liveability of the area and integration with the planned dispersed park site and existing Clareview LRT facility located to the south of this area.

Summary

  • The proposed rezoning complies with the Clareview Town Centre Neighbourhood Area Structure Plan and will allow for the development of low rise apartments and row housing with architectural and urban design guidelines to ensure high-quality development and promote a pedestrian-friendly environment.
  • As directed by Council at the Public Hearing on January 22, 2007, the proposed residential development will be referred to the Design Review Committee for review at the Development Permit Stage to ensure that the development meets a high standard of appearance.

F.8.Bylaw 14691 - Rezoning from AG, CNC, RF1 and RSL to RPL, RF4 and US, located east of Winterburn Road and north of Webber Greens Drive, Webber Greens

Purpose

To amend the Zoning Bylaw from AG, CNC, RF1 and RSL to RPL, RF4 and US. The proposed amendment will rezone a portion of the Webber Greens neighbourhood to allow single detached housing and semi-detached housing and will expand the Winterburn School site in order to accommodate vehicular access to the school.

Summary

  • The proposed rezoning conforms to the Webber Greens Neighbourhood Structure Plan (NSP) and the Lewis Farms Area Structure Plan (ASP) which identifies this portion of the neighbourhood for low density residential uses. The proposed rezoning is compatible with adjacent uses.
  • An Environmental Site Assessment (ESA) was completed and approved for the area to be rezoned.
  • The Transportation Department, the Parks Branch of Asset Management and Public Works Department and the Edmonton Public School Board have no objections to this proposal. No other affected City Departments or Utility Agencies have expressed objections to the proposed rezoning.

F.9.Bylaw 14685 - Amendment to the Palisades Area Structure Plan

Purpose

To amend the Palisades Area Structure Plan (ASP). The proposed amendment would redesignate the northern portion of the parcel to Mixed Use Business/Commercial uses, which is consistent with the designation for the southern portion of the same parcel.

Summary

  • The purpose of the proposed amendment is to redesignate the northern portion of the subject parcel from Business Industrial uses to Mixed Use Business/Commercial uses, which is consistent with the designation for the southern portion of the same parcel.
  • This application is accompanied by an associated rezoning application (Bylaw 14686). Together, these applications will allow for the expansion of the existing furniture store (Leon’s) on the site.

F.10.Bylaw 14686 -Rezoning from AG to CB2, located north of 137 Avenue and east of 142 Street, Pembina

Purpose

To amend the Zoning Bylaw fromAGto CB2. The proposed zone will allow for the development of commercial, retail, business and services uses, including the desired expansion of the existing Leon's store.

Summary

  • The proposed rezoning will allow for the application of appropriate zoning for the current use on the site, and allow for development of commercial, retail, business and services uses, including the desired expansion of the existing Leon's store on the northern portion of the site.
  • This application is accompanied by an associated application (Bylaw 14685) to redesignate the northern portion of the subject site within the Palisades Area Structure Plan.

Purpose

To amend the Edmonton North Area Structure Plan (ASP). The proposed amendment will change the land use designation of 2.84 ha of lands located on the east side of 97 Street, south of 157 Avenue, from Highway Commercial Uses to Commercial Uses in the Edmonton North Area Structure Plan (ASP).

Summary

  • This application proposes to amend the Edmonton North ASP by changing the land use designation of 2.84 ha of land located within the Eaux Claires Neighbourhood from Highway Commercial uses to Commercial uses.
  • The applicant stated intent for making this application is to provide the opportunity for the development of a grocery store at the subject site.

F.12.Bylaw 14688 - Amendment to the Eaux Claires Neighbourhood Structure Plan

Purpose

To amend the Eaux Claires Neighbourhood Structure Plan (NSP). The proposed amendment will change the land use designation of a
2.84 ha site from Site Specific (Highway Commercial) uses to Community Commercial uses within the Eaux Claires neighbourhood to accommodate shopping centre type commercial uses along 97 Street.

Summary

  • This application proposes to amend the Eaux Claires NSP by changing the land use designation of 2.84 ha of land located within the Eaux Claires Neighbourhood from Site Specific (Highway Commercial) uses to Community Commercial uses.
  • The applicant stated intent for making this application is to provide the opportunity for the development of a grocery store at the subject site.
  • Two associated amendment applications have also been submitted to amend the Edmonton North Area Structure Plan and the Zoning Bylaw to facilitate the proposed development.
  • The proposed NSP amendment (Consultant’s Report) contains information regarding the site design for the proposed grocery store building to include:
  • a street-oriented front façade with most of the parking located at grade under a raised building;
  • pedestrian access with opportunity for future walkway connections to the east, to enhance the integration and connectivity between the proposed commercial uses and the planned residential uses east of this site; and
  • a landscaped buffer east of this site to delineate the proposed commercial uses from the planned residential uses, mitigating the impacts on the residential uses to the east.

Purpose

  • The applicant stated intent for making this rezoning application is to provide the opportunity for the development of a grocery store at the subject site.
  • Two associated amendment applications have also been submitted to amend the Edmonton North Area Structure Plan and the Eaux Claires Neighbourhood Structure Plan to facilitate the proposed development.
  • The proposed (CSC) Shopping Centre Zone would accommodate the proposed general retail uses, as well as a wider range of shopping centre type commercial uses.
