PROFICIENCY CRITERIA FOR ALL JCPs EXCEPT CH & CSR

This Document Contains:

A.  The General Competence Requirement Description, as contained in SAPphire, for each of the twelve HSE Management Competence Elements;

B.  The Specific Competence Criteria, which PDO employees have to meet in order to satisfy the requirement for Awareness, Knowledge and Skill in each HSE Management Competence Element.

N.B.

These criteria should be used when completing competence assessments in SAPphire for all JCPs EXCEPT those for Contract Holders (CH) or Company Site Representatives (CSR).

1.0 HSSE Leadership and Commitment

A. GENERAL COMPETENCE REQUIREMENT DESCRIPTION

Create and sustain an organisational culture that supports effective HSSE management, through appropriate personal behaviour of leaders at all levels.

Specific activities included in this competence:

1 Applying the key concepts of HSSE Leadership and Commitment:

• Communicating a clear vision:

- Setting strategy, priorities, action plans, responsibilities.

- Defining clear accountabilities and consequences.

• Allocating Resources:

- Allocating time, money, management attention.

- Integrating HSSE goals with other business goals.

• Being personally involved:

- Planning and follow-up of HSSE improvement actions, projects, audits.

- Knowing what is really going on to manage your HSSE risks.

• Being personally visible:

- Giving HSSE priority in day to day business activities.

- Not sacrificing HSSE to short term gains.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance:
ü  The difference between ‘good’ and ‘bad’ HSE behaviour;
ü  Why ‘good’ HSE behaviour is important;
ü  The link between ‘bad’ behaviour and incidents;
ü  The most important HSE ‘rules’;
ü  What ‘intervention’ involves and why it is important
ü  How he/she sets an example to others through own HSE behaviour (including intervention).
Knowledge – Awareness PLUS:
Can hold a meaningful discussion and has had relevant practical exposure
ü  Can sensibly discuss the question of ‘HSE behaviour and culture’
ü  Has actively participated in implementing and promoting a programme designed to change HSE behaviour (e.g. STOP; Life Saving Rules) amongst own and/or contractor staff;
ü  Shows a good understanding of the behavioural objectives of the programme;
ü  Has actively monitored HSE behaviours of own or contractor staff and taken action to address problems;
ü  Gives good examples of how he/she acts as a HSE leader/‘role model’ to own or contractor staff.

Can give examples of:
ü  Has played a leading role in planning and implementing a programme which has changed the culture/behaviour of a meaningful size team or a contractor and improved their HSE performance;
ü  Has communicated a clear HSE vision to staff/contractors and demonstrated priority to HSE over schedule/cost in work management;
ü  Has made a personal statement of unacceptable HSE behaviour to staff and consistently applied consequence management;
ü  Has consistently shown high visibility and a high level of personal involvement in HSE.


2.0 HSSE Policy and Strategic Objectives

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Establish, communicate and maintain a sound HSSE Policy and coherent Strategic Objectives.

Specific activities included in this competence:

• Develop HSSE Commitment, Policy and Strategic Objectives consistent with Shell Business

Principles and Group HSSE- MS.

• Develop strategies and plans to implement HSSE Policy and Commitment, and meet Strategic

HSSE Objectives.

• Critical review of HSSE Policy, Commitment and Strategic Objectives when there are changes in stakeholder expectations and Issues.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance:
ü  Why good HSE management is important for PDO’s business performance and reputation;
ü  What aspects of HSE management are currently causing the most difficulty in own asset/project/area of activity;
ü  What are the most important actions being taken to improve HSE performance in own asset/project/area of activity.
Knowledge – Awareness PLUS:
Can hold a meaningful discussion and has had relevant practical exposure
ü  Knows PDO’s current HSE priorities (e.g. The HSE ‘Must Wins’) and long-term goals;
ü  Has communicated PDO’s HSE priorities to own staff and/or contractors;
ü  Knows the most important HSE issues for own area of business activity;
ü  Has taken specific actions to promote PDO’s HSE priorities amongst own staff or contractors;

Has taken a leading, independent role and solved problems

Can give examples of:

ü  Has played a leading role in developing HSE policy for a significant aspect of business activity;
ü  Has played a leading role in developing PDO corporate HSE priorities and objectives (NOT annual targets) OR
ü  Has played a leading role in converting PDO corporate HSE priorities and objectives into medium/long term HSE priorities and goals for own project/area of PDO business activity.


3.0 Organisation, Responsibilities, Resources and HSSE Requirements

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Establish and maintain an organisation which supports effective HSSE management.

Specific activities included in this competence:

• Establish and maintain HSSE responsibilities and accountabilities for the HSSE risks associated with business activities.

• Establish and maintain an adequately staffed organisation, which minimises role ambiguity

and role conflict.

• Establish and maintain clear roles, responsibilities and resources for meeting the mandatory

HSSE Requirements.

• Establish and maintain adequate HSSE-related competence in staff in HSSE critical positions.

• Implement processes to ensure that contractors systematically manage all HSSE risks

associated with their work.

• Implement effective Knowledge Management processes for all key HSSE information.

• Provide appropriate HSSE risk-reduction technology, and maintain currency with new

developments.

• Establish, implement and maintain Group and Business-specific HSSE Requirements.

• Establish interface arrangements for combined activities involving different organisations,

especially contractors.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance:
ü  Own HSE responsibilities and those of others in own organisation;
ü  HSE competence and mandatory training requirements for own position and any subordinates;
ü  How the HSE competence of contractor staff is managed for own area of activity.
Knowledge – Awareness PLUS:
Can hold a meaningful discussion and has had relevant practical exposure
ü  Knows how (HSE) competence is managed in own organisation;
ü  Can demonstrate that has completed all mandatory training required for own position;
ü  Has completed own CBD, including all HSE competence requirements;
ü  Has ensured that subordinates have completed all necessary HSE training requirements;
ü  Has provided ad-hoc coaching on HSE matters to PDO and/or contractor employees.
Skill – Knowledge PLUS
Has taken a leading, independent role and solved problems

Can give examples of:

ü  Has taken a leading role in defining HSE roles and responsibilities for a significant organisation/team;
ü  Has assessed staff HSE & technical competence prior to appointment to HSE critical positions;
ü  Has completed CBDs for all reporting staff and ensured PDPs are in place for addressing any gaps.


4.1 HSSE Risk Management Framework

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Provide structured support for the systematic application of HEMP to HSSE risks.

Specific activities included in this competence:

• Establishing systematic HSSE management to maintain compliance with HSSE Requirements

and continuous performance improvement.

• Application of the basic elements specified for Group HSE-MS.

• Application of the relevant Group and Business-specific HSSE Requirements.

• Application of the basic HSSE Risk Management principles and tools.

• Establishment and maintenance of processes to monitor review and continuously improve

HSSE controls.

• Issues Management.

• Product Stewardship.

• Security.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance:
ü  The difference between Hazard and Risk;
ü  Examples of Hazards in own area of work;
ü  The PDO Risk Assessment Matrix (RAM) and its purpose;
ü  The PDO HSE MS and its purpose;
ü  The highest risk activities in own area of work.
Knowledge – Awareness PLUS:
Can hold a meaningful discussion and has had relevant practical exposure
ü  Has had practical experience in applying the HEMP process, the RAM and concept of ALARP (other than doing a JSA/JHA);
ü  Has had involvement in the development or application of processes involving risk identification and assessment (e.g. risk based maintenance programmes, technical assurance, well development planning) relevant to own area of activity.
Skill – Knowledge PLUS
Has taken a leading, independent role and solved problems

Can give examples of:

ü  Has led the implementation, review or improvement of HSE MS in own organisation OR
ü  Has led the development or application of processes involving risk identification and assessment (e.g. risk based maintenance programmes, technical assurance, well development planning) relevant to own area of activity.


4.2 HEMP for Significant Risks / HSE Cases

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Perform a structured approach to the analysis and control of HSSE hazards using HEMP (Hazards and Effects Management Process) for all significant risks and HSE Cases.

(Applies to all business activities / processes in the life cycle of a business venture from inception to termination).

Specific activities included in this competence:

• Identify Hazards and Potential Effects.

• Assess Risks against Objectives and Performance Criteria.

• Use appropriate Hazard and Risk tools (e.g. HAZOP, HAZID, JHA, PHA, QRA, FRED, LOPA,

MHMS, HRA, EIA).

• Establish Controls and Recovery Measures to achieve ALARP for identified HSSE risks.

• Document the decision-making process performed and the results.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance:
ü  The purpose & basic steps of the HEMP process;
ü  A ‘Bow-Tie’;
ü  The meaning of ALARP.
Knowledge – Awareness PLUS:
Can hold a meaningful discussion and has had relevant practical exposure
ü  Knows the issues and challenges around determining ALARP;
ü  Knows what an HSE Case is and its purpose;
ü  Is familiar with HSE Case(s) relevant to own area of activity;
ü  Has actively participated in a HEMP exercise (e.g. HAZID, HAZOP, SIMOP, HRA, EIA or similar) AND/OR in HSE Case development.
Skill – Knowledge PLUS
Has taken a leading, independent role and solved problems

Can give examples of:

ü  Has taken a leading role in a complex HEMP exercise AND/OR HSE Case development;
ü  Has taken a leading role in determining ALARP for a complex risk control issue;
ü  Has taken a leading role in documenting the above.


4.3 Emergency Response

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Manage an effective response to emergency situations.

Specific activities included in this competence:

• Derive appropriate Emergency scenarios from the location / activity HEMP studies.

• Develop procedures that will deliver an effective and appropriate level of response.

• Establish and maintain an ER organisation, including the application of the Oil / Chemical Spill

Contingency.Plans and Procedures (application of MOSAG Charter), Medical and Security

Emergency Response.

• Planning and conducting ER Exercises.

• Establishing clear criteria and procedure for triggering Crisis Management.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance:
ü  The main types of emergency situation that can arise in own area of business activity;
ü  The personal actions to be taken (including instructions to be given to others) in case such situations arise.
Knowledge – Awareness PLUS:
Can hold a meaningful discussion and has had relevant practical exposure
ü  Knows the ER roles and responsibilities of for own area of activity/organisation;
ü  Knows the key ER plans and processes for own area of activity/organisation;
ü  Has ensured own team has practised responses to relevant ER scenarios;
ü  Has participated in real ER situations or exercises.

Has taken a leading, independent role and solved problems

Can give examples of:

ü  Has established ER plans and resources for a significant operational activity;
ü  Has performed role of ERC or Team Leader for a significant operational activity
ü  Has taken charge during a significant ER situation or a major exercise, involving liaison with external agencies as needed.


4.4 Safe Systems of Work / Personal Safety

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Use structured tools and techniques to control physical work activities which have associated HSSE hazards.

Specific activities included in this competence:

• Identify, assess and record workplace hazards.

• Identify the controls necessary to ensure that work can be undertaken with risk at ALARP.

• Manage interfaces with concurrent work activities to avoid conflicts.

• Conduct site safety checks and audits.

• Integrate the safe system of work in the work procedures and planning process – including

changes to work.

• Implement safe work systems [e.g. JHA (Job Hazard Analysis) PTW (Permit To Work)].

• Provide advice on Personal Safety controls required for legal / regulatory compliance.

• Monitor and implement changes to Personal Safety Requirements (e.g. Regulatory changes).

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance:
ü  The basic principles of JHA and PTW;
ü  What tasks in own area of activity are ‘high risk’ and require JHA and PTW;
ü  The main risks that such tasks may involve and the key controls needed to manage those risks.
Knowledge – Awareness PLUS:
Can hold a meaningful discussion and has had relevant practical exposure
ü  Has successfully completed any PTW training required for own position;
ü  Has consistently demonstrated correct application of PTW requirements for own position;
ü  Has consistently carried out any necessary equipments checks and other control procedures required for own position;
ü  Has participated in site safety inspections;
ü  Has coached own staff on safety requirements for their roles and ensured consistent application of controls.
