SST SPRING TERM 2017: ACTIVITY REPORT FOR HEADTEACHERS AND GOVERNORS

OVERCOMING BARRIERS TO LEARNING
Multi-Agency liaison and support on behalf of our members: / Spelthorne Police and Schools Panel: SST supporting Surrey Police to set up and administer this new panel which they hope to use as a template to roll out to other Surrey Boroughs. Members are senior staff including Headteachers, Area Education Office staff, senior police officers. Panels ran on 12 January and 23 March.
Spelthorne Borough Early Help Stakeholder Network: SST advertised and supported this new borough network which looks at a cohesive local offer that hopes to provide pragmatic solutions for local vulnerable families’ needs. SST will continue to support this new initiative. Spring Term meeting was on 1 March.
Regular Termly Meetings with NE Children’s Services:7 February 2017, representatives met with interim NE Head of Children’s Services, Geoff Gurney to discuss current issues. Next meeting scheduled 25 April 2017. Regular school representatives attend these meetings.
Signposting Multi-Agency Information (Monday Mailing, Networks, Website):Borough Early Help Network Meetings, Children’s Services Information, TaMHS Network, Surrey Supporting Families, Food Banks, CAMHS, Area Education Office (Eg. Surrey’s DSL Network), Speech and Language Support, NE Headteachers Quadrant Meetings and many more.
East To West in Secondary Schools:Project management of a 2 year contract in all Spelthorne Secondary Schools of East to West Relational Workers. East to West has also begun to work in some of our primary schools.
Innervate Careers:Project Management of a 2 year contract in all Spelthorne Secondary Schools of Innervate Careers personnel working in schools to support careers advice for young people.
In Year Fair Access (Primary):A panel for placing Hard-to-Place pupils (as categorized under the IYFA Protocol 16/17) since December 2014. On 30 November 2015 primary Headteachers voted to make this panel permanent. Also attend Surrey In Year Fair Accessreview group.
In Year Fair Access (Secondary): facilitate pre-quadrant meeting with Spelthorne Headteachers.
Young People and Families Service working with Secondary schools to support Pastoral Support Plans / Liaising with our Spelthorne secondary schools and the Young People and Families Service so that Early Help can work WITH schools on Pastoral Support Plans (PSPs), rather than at a later point. Focus for the YPFS will be on working with the family while school works with the child – it is hoped this joined up approach will be much more effective than working one service after the other. Developed project at 11-19 Inclusion Meetings 18 January and 15 March.
Facilitating Spelthorne Home School Link Worker workforce cohesion: / Up-to-date Spelthorne-wide contact lists maintained. Targeted information distributed to HSLWs when relevant.
Supporting the Meadows Nurture Group: / Early intervention supporting vulnerable Foundation and KS1 children. SST supporting Spelthorne School with this facility. Nurture Group opento all Spelthorne primaries and other Surrey schools within 30 minutes’ travel. Attendance at Surrey Nurture Group Strategy Meetings. The Meadow is currently closed and future under review.
11-19 Inclusion Group / Meetings twice a term to discuss common issues. Working with the SST this term has enabled this group to find out about and utilize opportunities for funded employability and mental health courses for pupils, OSH Youth Work and PHSE resources. The group has also had updates from local police, Early Help and other local organisations.
11-19 Inclusion Group: Temporary Alternative Provision Project / Sharing internal exclusion settings between local schools to add another layer to behaviour policies. Reviewed protocol and toolkit in Spring 2017. Project is now embedded.
Successful bid to CAMHS Transformation Fund 2016/17 for Theatre Workshops in our schools / The SST made a successful bid for £16,000 to the CAMHS Transformation Fund 2016/17 on behalf of our schools to provide Resilience Theatre Workshops for all of our member schools, provided by FaceUp Theatre in Spring 2017. All SST Member primary and secondary schools received a workshop in Spring 2017. Excellent feedback received from schools.
LEARNING
Local, cost effective CPD Programme / Responsive to members’ needs, our CPD programme is widely advertised on direct email and Monday Mailings.
Within 48 hours of SST delegates attending training, Headteachers receive copies of course evaluations.

Growth Mind Set Challenge: Tuesday 21 March, Chennestone Primary School, 20 Year 3 pupils from 5 SST Primary Schools.
Beanstalk Reading Helpers in Spelthorne / The national charity Beanstalk continues to provide reading helper volunteers in our schools, for targeted children to support literacy progress. The SST continues its programme of subsidizing one reading helper for one year per participating school.

Regular networking with other confederations in Surrey.
Involvement in local networks: / Membership of Spelthorne Education Action Group, Surrey IYFA Review Panel, Surrey Nurture Group Steering, Spelthorne Early Help Stakeholder Network, Police and Schools Panel, Surrey Confederations Human Resources Working Party, North Surrey Confederations Network and many more.
WORKING TOGETHER FOR CHANGE
Swift, collated response to issues/
Lobbying for change where and when needed: / When necessary, the SST can communicate information to members, collate members’ views on issues and create a cohesive group response.
Human Resources Confederations / Meeting with Surrey and Babcock to discuss contracts of employment for staff employed by confederations in Surrey to ensure continuity and equity of practice for this workforce across the county.
SST Group procurement discount / Currently, SST member schools benefit from a discount of:
  1. Kent County Supplies (stationery supplies), 6%
  2. Findel Education Resources (GLS), for AY16/17, 6%

Supporting our Children’s Centres to transition into Family Centres supporting 0-11yrs / As Surrey explores the possibility of our SureStart Children’s Centres becoming Family Centres who support 0-11yrs instead of families with children up to 5 years old. Discussions are ongoing, next meeting 31 January 2017, Stanwell Children’s Centre.
Keeping informed of local issues: / Member of the Spelthorne Education Action Group, run by Spelthorne Borough Council.
By attending local meetings and networks, inviting representatives from local organisations to SST events and keeping up-to-date with local publications, the SST endeavours to maintain a comprehensive knowledge of the local and national educational landscape.
GOVERNANCE, FUNDING AND TRANSPARENCY
Structure: / Manor Mead School in Shepperton is the administrator and host school to the SST. On behalf of member schools, Manor Mead School employs 2 members of full-time staff and oversees financial administration in accordance with Surrey guidance. The Management & Projects team line manage SST Staff and approves all projects and expenditure.
Financial Reporting: / Financial Monitoring Reports tabled at Management & Projects Team Meetings and distributed to all members at Confederation Meetings.
Finances for FY16/17were approved at the MPT meeting on 26 April 2016. Member schools received an approved budget along with SST Partnership Agreement and Terms of Reference on 13 May 2016 at the Confederation Meeting.
Funding: FY16/17 Surrey CC Confederation sustainability funding agreed at schools forum.

Membership subscription fee FY16/17 / The Management & Projects Team agreed on 26 April 2016 that the amounts listed above would become the subscription fee for membership of the SST in FY16/17. It was agreed that no per pupil levy would be set for FY16/17.
28 out of the 29 schools in Spelthorne are members of Spelthorne Schools Together (this includes the Short Stay School The Fordway Centre).
Evaluation of projects / Projects are evaluated, and the results and feedback discussed at MPT meetings to assess value for money, and decide future tranches and projects.
